A première vue patrimoine et développement durable, qui font aujourd’hui consensus, participent de la même logique : il s’agit de mieux articuler le temps présent des sociétés, à leur passé et leur avenir, dans une logique de transmission et de solidarité intergénérationnelle. Une étude croisée de deux villes de l’Ouest, Angers et Nantes, confrontées à une forte pression foncière dans un contexte de croissance démographique, nous montre que faire converger préoccupations patrimoniales et objectifs du développement durable ne va pourtant pas de soi. Envisagé à cette échelle avant tout sous l’angle de la densification urbaine, le développement durable peut en effet être mis en avant pour justifier certaines démolitions. Les deux notions de patrimoine et de développement durable apparaissent cependant plus en phase à travers les projets urbains nantais que dans ceux de la ville d’Angers. Ce que confirme l’élaboration récente des plans locaux d’urbanisme (PLU) : alors qu’à Nantes l’intérêt pour les nouvelles possibilités de préservation du patrimoine local est manifeste, du côté d’Angers, c’est la volonté de garder les mains libres pour la densification urbaine qui l’emporte.
Heritage and sustainable development, both widely accepted by the contemporary society, seem to proceed from the same logic : it is about better articulating the present and the future, in a logic of transmission and intergenerational solidarity. A cross study of Angers and Nantes, cities confronted with important construction pressure in a context of important population growth, tends to show that the convergence of heritage and sustainable development agendas is not obvious. While heritage is supposed to preserve designated elements, sustainable development can justify some necessary demolition in order to allow urban densification. The two notions of heritage and sustainable development seem however more interrelated in the case of Nantes than of Angers. This fact tends to be confirmed by the analysis of recent urban planning documents, the PLU (plan Local d’Urbanisme): while in Nantes the interest in new possibilities of local heritage preservation is obvious, in the case of Angers the densification process is predominant.

Plus encore que par le passé, la maîtrise de la mobilité urbaine constitue un enjeu majeur pour la collectivité. Cet enjeu se décline à travers les trois dimensions de la mobilité durable : économique, environnementale et sociale. Afin d'éclairer ces enjeux, il est nécessaire de développer des outils permettant de mesurer, d'analyser et de simuler les conséquences des diverses mesures de politiques urbaines sur la mobilité. Les travaux du LET se positionnent autour de ces questions et c'est dans ce cadre que nous avons développé nos travaux de recherche.<br /><br />Cette réflexion sur les outils (analyse des comportements, méthode de production de données, modélisation) a été complétée par une analyse des politiques de déplacements urbains. Elle a été conduite notamment à travers une comparaison des politiques de déplacements urbains menées dans plusieurs agglomérations européennes.<br /><br />Ce rapport d'habilitation permet de clarifier et d'expliciter ces différentes dimensions développées tout à la fois au niveau de l'activité de recherche et au niveau de l'activité d'enseignement. Il constitue à ce titre un apport original qui devrait servir de base à la publication d'un manuel de prévision de la demande de transport, occupant ainsi un espace plutôt délaissé au sein des publications de langue française.

Deux catégories de prisons coexistaient à l'époque abbasside : celles des cadis et celles d'institutions politico-militaires. Mais cette distinction était largement théorique. L'étude de l'administration carcérale, de ses rapports aux autorités urbaines et de sa géographie montre que les prisons relevaient avant tout des gouverneurs et de la shurta : par leur empreinte sur le paysage urbain, les principales prisons iraqiennes manifestaient la puissance coercitive de la dynastie.

Le développement du secteur privé est resté apathique dans l’Ouest chinois, où les minorités nationales constituent une part importante de la population. Au Nord-Ouest du pays, dans la Région Autonome Ouïghoure du Xinjiang, l’État maintient une présence solide dans le petit secteur privé, dont la croissance est animée surtout par des firmes et entrepreneurs d’origine Han. Les Ouïghours, une des quatorze minorités ethniques officiellement reconnues au Xinjiang, résident principalement dans le Sud agricole plus pauvre, où le secteur privé a encore peu pénétré. Sans surprise, les Ouïghours sont peu présents dans le secteur privé, si ce n’est dans le petit commerce informel. Ceci a des conséquences importantes pour les relations entre groupes ethniques dans une région déjà menacée par les tensions croissantes entre Han et Ouïghours. Les grandes émeutes d’Ürümqi en juillet 2009, déclenchées par des manifestations d’Ouïghours urbanisés, ont mis en valeur le fossé économique important existant entre les groupes ethniques. Cet article se penche sur les disparités dans le secteur privé en enquêtant sur deux questions liées l’une à l’autre : la concentration du secteur privé dans le Nord urbanisé du Xinjiang, et les niveaux de participation des Han et des Ouïghours. La conclusion qui s’impose est que la croissance et l’intégration de l’entreprenariat ouïghour dans le secteur privé sont essentielles pour assurer la stabilité interethnique dans la région.
Private sector development has been sluggish in China’s west, where ethnic minorities make up a sizeable part of the population. In the northwest Xinjiang Uyghur Autonomous Region, the state maintains a steady presence in the small but growing private sector, largely populated by Han-owned firms and entrepreneurs. The Uyghurs, one of fourteen recognised ethnic minorities in Xinjiang, primarily reside in the poorer agricultural south where the private sector has made few inroads. Not surprisingly, Uyghurs have little presence in the private sector beyond informal trade. This has considerable implications for ethnic relations in a region already threatened by rising Uyghur-Han tensions. Massive ethnic riots in Urumqi in July 2009, sparked by protests by urban Uyghurs, exemplify the significant economic gap between ethnic groups. This paper addresses this disparity in the private sector by investigating two related issues : private sector concentration in Xinjiang’s urban north and levels of participation between Han and Uyghur. It concludes that growth and integration of Uyghur entrepreneurs into the urban private sector forms a crucial step in maintaining ethnic stability in the region.

Ce travail de thèse s'intéresse à la confrontation des notions de « privatisation » et de « desserte<br />universelle en services urbains » par la mise en question du concept de « responsabilité sociale<br />d'entreprise ». Il interroge les pratiques gestionnaires des opérateurs d'eau, d'électricité et de<br />télécommunications de l'agglomération de Buenos Aires à l'égard d'une « nouvelle » catégorie de<br />clients : les habitants des bidonvilles, des quartiers précaires et des grands ensembles, désignés dans<br />cette recherche sous l'expression générique de quartiers carenciados. Les services urbains essentiels<br />ont été partie intégrante d'un vaste programme de privatisations mis en place sous la pression des<br />institutions financières internationales au début des années 1990 et constituent, à ce titre, un vecteur<br />particulièrement pertinent pour l'analyse critique de l'efficacité sociale d'entreprises de services<br />publics fonctionnant selon une logique de marché. Ce travail explore, à travers l'analyse des discours<br />et des pratiques des entreprises, leur motivation à mettre en place des programmes de développement,<br />les processus de « professionnalisation » à l'oeuvre et la construction de compétences spécifiques des<br />équipes en charge des projets. Il propose également une analyse des évolutions des relations du<br />triptyque « quartiers carenciados – entreprises privées – pouvoirs publics locaux » et, plus largement, des phénomènes de coopération existant entre les différents acteurs du champ. En proposant une relecture de la théorie des « agencements organisationnels » de Jacques Girin, cette thèse offre une analyse singulière des divergences sectorielles constatées dans les réponses que les entreprises<br />argentines ont formulé aux mandats de « Responsabilité Sociale » énoncés par les grands groupes : Suez, EDF et France Télécom.
