                <text>■ Paolo Capuzzo: Municipalisme et construction de l'hégémonie politique Les transports collectifs à Vienne, 1896-1914 La politique des transports collectifs menée à Vienne entre la fin du xixe siècle et la Première Guerre mondiale est analysée ici comme l'un des instruments de consolidation et d'élargissement du pouvoir du parti chrétien-social, qui avait établi son hégémonie dans la ville sur la base de l'idéologie antisémite. La municipalisation permet d'accroître considérablement le personnel employé par la ville, que le parti au pouvoir parvient à contrôler politiquement, tant par les pressions exercées à l'embauche et au cours de la carrière, que par le biais d'un mode de scrutin municipal qui augmente le poids électoral du collège dont relève ce personnel. La politique de modernisation et d'extension du réseau de transport, de son côté, sert les intérêts d'une bourgeoisie artisanale, commerçante et rentière qui forme la base sociale sur laquelle les chrétiens-sociaux avaient établi leur hégémonie.</text>

                <text>Paolo Capuzzo: The role of the municipality in building political hegemony. Public transport in Vienna, 1896-1914 Public transport policy in Vienna between the end of the 19th century and World War I is analyzed here as one of the instruments used to consolidate and enlarge the power of the Social Christian party that had established its hegemony over the city on the basis of its anti-Semitic ideology. The development of the municipality brought about a considerable increase in the number of city employees. The party in power was able to control them politically through pressure exercised at the time of hiring and during their careers as well as by a type of municipal ballot that increased the electoral weight of the college representing this personnel. On the other hand, the policy of modernizing and extending the transport network served the interests of the middle class artisans, shopkeepers and people of independent means who formed the social base over which the Social Christians had established their hegemony.</text>

                <text>À partir d’une analyse des enjeux d’appropriation et de régulation de la rue face aux populations marginalisées du Canada et d’ailleurs, l’auteur pose l’hypothèse d’un « imaginaire écosanitaire » guidant les rationalités gestionnaires de l’urbanité de la rue dans un contexte de globalisation des marchés. Les multiples mesures judiciaires répressives ou celles associées aux dispositifs spatiaux ayant des fonctions dissuasives qui se sont déployées dans les espaces publics, seraient légitimées par trois grands champs normatifs tendant à s’imposer comme un ordre moral urbain : l’utilitaire, le sanitaire et le sécuritaire. À partir de l’exemple du centre-ville de Montréal, ces champs normatifs sont présentés autour de quatre pôles de représentations sociospatiales mises en tensions contradictoires : la saleté / propreté ; l’insécurité / sécurité ; l’incivilité / civilité ; et le sauvage / cultivé. L’imaginaire écosanitaire de la régulation de la rue deviendrait ainsi une morale positiviste de l’urbanité en réduisant les questions sociales de marginalisation à des déséquilibres environnementaux soulevant ainsi des inquiétudes sur le plan de la vie démocratique. Cette vision normalisée du monde de la rue servirait aux villes désirant entrer dans le club sélect des villes globales ; notamment à occulter le politique inhérent à cette opération de transformation urbaine que constitue la spatialisation d’une urbanité consommatoire.</text>

                <text>Based on an analysis of the issues of street control and regulation in the face of marginalized populations in Canada and elsewhere, the author proposes the hypothesis of an “ecosanitary imaginary” guiding the rationality of managers of street urbanity in a context of global economic integration. The many repressive legal measures or dissuasive measures on practices governing space, which are deployed in public spaces, would be legitimized by three broad normative fields that would tend to be asserted as an urban moral order: utility, sanitation and security. Using empirical examples, a description of these normative fields is presented that hinges on four poles of socio-spatial depictions organized in dualities: dirtiness/cleanliness ; insecurity/security ; incivility/civility ; and wild/civilized. The ecosanitary imaginary of street control would then become a positivist morality of urbanity by reducing social issues of marginalization to environmental imbalances that are of concern for democratic life. This normalized vision of the world of the street would serve municipalities interested in joining the select club of global cities, hiding the policy of spatialization of a consumption-based urbanity that is inherent in this urban transformation operation.</text>

Cependant, dans les faits, la mitoyenneté et la proximité du voisin peuvent être perçues comme obstacle à la construction du chez-soi. En prenant appui sur ce paradoxe, notre recherche s'est attachée à apporter des éléments de réponse à la question suivante: Quelles stratégies mises en œuvre par les habitants leur permettent de maintenir leurs voisins à une " juste " distance afin d'une part de construire leur confort personnel et d'autre part de " vivre ensemble "? Ces stratégies sont plus ou moins orientées sur soi ou vers l'environnement extérieur. Elles s'incarnent dans les dispositifs détournés et parfois développés par les habitants et dans les comportements dont ces dispositifs sont le support.                 <text>Qu'est-ce qui pousse les citadins à jardiner, dans des contextes souvent peu favorables, les abords de leur logement ? Guidé par cette question, notre travail se focalise sur les pratiques habitantes du jardin privé de type balcon, loggia, terrasse et pied d'immeuble. Parmi les nombreux travaux consacrés à l'étude des modes d'habiter urbains, peu se sont jusque-là spécifiquement intéressés au rôle du "petit" jardin. Comment ce petit jardin - et en particulier son jardinage - permet-il à la fois de se ménager un chez-soi et de cohabiter avec ses voisins ? C'est cette problématique que nous avons explorée en inscrivant notre travail dans le champ des ambiances architecturales et urbaines, c'est-à-dire en faisant de l'environnement sensible une clé de lecture privilégiée des pratiques habitantes jardinières. Notre enquête a porté sur quinze ensembles de logements grenoblois et parisiens situés en milieu urbain dense. Sur une période de quatre ans, elle s'est déployée autour du recueil de la parole habitante, couplée à des observations ethnographiques. Adoptant une approche pluridisciplinaire qui croise les dimensions spatiales, horticoles, sociales et sensibles du jardin, l'analyse s'attache à élaborer une typologie de configurations de jardins à partir de quatre critères : la morphologie (horticole et paysagère) des jardins, leur imaginaire, les perceptions sensibles et les tactiques habitantes dont ils sont le support. Cette typologie propose une rhétorique jardinière explicitant les formes de liens et de ruptures que les habitants créent entre eux et leurs voisins, entre leur logement et leur jardin, entre leur jardin et le voisinage et entre leur jardin et la ville. Elle intéresse directement la programmation et la conception des abords de l'habitat en questionnant les manières de composer le jardin et ses articulations au logement, d'agencer les logements entre eux et de penser le rapport du logement à la ville par le biais du jardin. Deux expériences pédagogiques réalisées à la fin de la recherche rendent compte de ce potentiel. Plus largement, cette recherche ouvre vers l'hypothèse selon laquelle les enjeux de l'habiter urbain se situeraient à la lisière jardinée entre un chez-soi (qu'il soit privé ou public) et la ville.</text>

                <text>La recherche– que nous avons menée au sein du laboratoire CRESSON dans le cadre du programme de recherche « Habitat pluriel » – s'est attachée à étudier les usages des espaces extérieurs de l'habitat individuel dense. En prolongement du logement, de statut privatif, collectif ou public, ces espaces extérieurs articulent les différents logements entre eux et l'habitat individuel dense à l'espace public. Au premier abord, ce type d'habitat semble offrir des « promesses d'intimité » en empruntant certaines caractéristiques morphologiques de la maison individuelle. Les espaces extérieurs privatifs et collectifs recèlent ces « promesses d'intimité » : son logement ressemblerait de l'extérieur à une maison, il serait possible d'y posséder son propre jardin, de jouir d'espaces collectifs sécurisés, prolongements du jardin et terrains de jeux idéaux pour ses enfants et de rentrer chez-soi via ces espaces collectifs sécurisés et via un accès individuel. La présence d'intimité au sein des espaces extérieurs de l'habitat individuel dense n'est elle ainsi que pur fantasme ? Nous proposons de répondre par la négative en formulant l'assertion suivante : les intimités des uns et des autres n'existent que parce qu'elles se donnent à voir, à sentir, à toucher, à entendre les unes aux autres, elles n'existent que parce qu'elles interagissent les unes avec les autres. L'habitat individuel dense est bien plus qu'un habitat collectif, il est le support d'un projet de vie en collectivité qui promeut des manières de concilier besoins d'intimité, promiscuité inévitable et besoins de convivialité.</text>

                <text>The paper discusses institutional dynamics and institutional barriers, looking at the way policy towards sustainable construction has been developed, and at the introduction of environmental standards and guidelines to traditional methods and traditional contracts. The three countries have introduced measures to conserve energy, use more renewables, manage the use of water and reduce air pollution. In France and in Netherlands, the creation of a code in sustainability, supported by huge evolution in heating regulations, involves new competencies and a different management of projects by involving professionals, users and the local politicians differently. In France, policy has focused on specific building projects and on achieving measurable goals over a specific range of criteria and on environmental project management. In the Netherlands, a national tradition of creating consensus in planning policies has been harnessed to the control of natural resources in sustainable urban design and sustainable building design. In Britain, a broader agenda has been pursued, emphasising improvements in the quality of life. However, construction industry tendering methods and forms of contract have made this agenda harder to implement.&lt;br /&gt;The dynamics are not sufficient to break down the numerous institutional barriers which contribute to professional identities, to decision making and to the organisation of everyday life. However, much individual and collective learning have been set in train.</text>

                <text>How does gardening the housing surroundings –as done by the residents- contribute to rediscover a sense of time that could help to manage spatial proximity? Our research, conducted within the architectural and urban ambiances research center (Grenoble, France), focuses on this question. More precisely, we theorize that: Gardening a doorstep garden is an everyday life experiment in the modeling of sensorial materials with human relationships. This experiment leads to the “step-by-step” edification of home.&lt;br /&gt;The small “doorstep” gardens, which we studied, are set as often on balconies as on 30m2 ground spaces. We present material from a qualitative in situ survey based on the collection of residents' discourse and ethnological observations. Sixty narratives have been collected through semi-structured interviews realized several times with residents during a period of 4 years. These surveys have been conducted in thirteen examples of grouped housing in two French cities (Grenoble and Paris).&lt;br /&gt;Our first analysis suggests that:&lt;br /&gt;A) Gardening the housing surroundings empowers the residents to create breaks in the temporal stream, to build their personal times. Doorstep gardens are “rootedness” places, where, during breaks, different stages of dwelling, residents are modeling conceptually and materially their familiar environment and the personage they would like to present to their neighbors.&lt;br /&gt;B) If the garden eases the presence of neighbors and facilitates relations with them, in the everyday life, in the context of adjoining gardens, user times and user spaces could overlap and thus conflicts could emerge. The residents develop specific behaviors to conceal the protection of their territory and of their personal times, and the avoidance of conflicts.&lt;br /&gt;C) The garden could shelter different individual and collective times. Multimodal perception of the garden, while gardening, and informal relationships developed upon it stimulate imagination&lt;br /&gt;and develop the feeling of being away, alone or together, far away from the urban world.</text>

                <text>En évoquant le thème du logement des classes les plus pauvres du Brésil, l’automatisme est souvent celui de penser à la favela, image urbaine faisant partie du paysage urbain brésilien ancré dans l’imaginaire collectif (ou crée par les médias et les discours politiques notamment). Sans dire que les problématiques liées au thème de la favela aient été épuisées par les recherches en sciences sociales, il apparaît intéressant d’étudier d’autres formes d’habitat populaire se développant dans les grandes villes brésiliennes, parmi elles, le cortiço.  Cet article s’appliquera à proposer non pas une définition précise et finie du cortiço, [cela serait bien difficile] mais plutôt une présentation de cet habitat, par l’étude des cortiços d’un quartier du centre de la ville de São Paulo : Bela Vista. Après une mise en contexte de la réalité urbaine du cortiço, il s’agira de souligner en deux temps, son « invisibilité » tant à l’échelle du bâti même, au sens physique donc, de l’inscription dans le paysage urbain de la ville et à moindre échelle du quartier ; mais aussi au sens figuré du terme de par l’organisation même de l’économie d’un cortiço. Sera empruntée, pour ce faire, la notion de « régime de visibilité » à Lévy et Lussault, en soulignant les spécificités de ce mode d’habiter qu’est le cortiço. </text>

                <text>Referring to the Brazilian poorest classes housing topic, the automatism frequently is to think about the favela, urban image which belongs to the Brazilian urban landscape settled in the collective imaginary (or created by Medias and political discourses).  Far from saying that the issues about the favela’s topic have been exhaustively studied by social science research, it seems interesting to study others popular modes of living which are present in large Brazilian cities, among them, the cortiço one.  This article will try to propose, not a precise and finished cortiço’s definition [too hard to do for various reasons] but rather a presentation of this housing by the cortiços’ study of a central neighborhood of São Paulo city: Bela Vista. After the cortiço’s urban reality contextualization, will be underlined, with two steps : its “invisibility” both at the building, in the physical sense so, of its inscription in the city urban landscape and at lesser scale in the neighborhood landscape, both at the figurative sense by the own cortiço’s economy organization. For this purpose, the notion of “regime of visibility” will be borrowed to Lévy and Lussault, enhancing the specificities of this mode of housing that is the cortiço. </text>

Sem querer dizer que as problemáticas ligadas ao tema da favela tenham sido esgotadas pelas pesquisas em ciências sociais, também nos parece interessante estudar outras formas de moradia popular que se desenvolvem nas grandes cidades brasileiras, dentre as quais, o cortiço.  Esse artigo não tentará propor, uma definição precisa e terminada do cortiço, [que seria bem dificil] mas uma apresentação dessa moradia pelo estudo dos cortiços de um bairro do centro da cidade de São Paulo : Bela Vista. Após uma contextualização da realidade urbana do cortiço, tentaremos enfatiza-lo em dois tempos, o da sua “invisibilidade” tanto na escala do construído, no sentido físico então, da sua inscrição na paisagem urbana da cidade quanto na escala menor do bairro ; mas também o do sentido figurado do termo pela organização própria da economia do cortiço.
