                <text>In most urban settings, the multiplicity of human voices in a constant state of acoustic irradiation is overwhelming. They define territories, in conversation, in public transportation, in the, sometimes awkward, transitions between private and public place. They resonate identity, they are biographical sound happenings and they turn every listener into a bearer of this shared individuality. In the context of my interdisciplinary PhD research on voice as acoustic presence, inquired through the scopes of phenomenology of sound, and artistic research in the realms of documentary and sound art, this paper aims to discuss the voice as a modulator of acoustic territories in both its transgressive and communal potential.</text>

                <text>Nineteenth century Portsmouth experienced greater continuity of development than most industrial towns. Its size, the military and naval presence, and a large working class, were already well-established by the late eighteenth century. State ownership meant that the Yard was not producing for a competitive product market; other than politically-inspired demands for economy, management had little incentive to rationalize production. The civilian trades were more typical of other areas: mainly small-scale clothing production, often employing women and often based upon outwork. Thanks to the large state sector and the consequent underdevelopment of commercial activities, Portsmouth had few extremely wealthy inhabitants, but many in comfortable circumstances. The most wealthy were often women, followed by retailers, commercial men, building employers, brewers, and a few professional men. Despite a widely-held belief that the town was not sharply differentiated, by wealth, cultural activities were greatly affected by class and status. Yard officials were infrequent participants in high-status activities, unless they held existing naval officer rank. Officers and the Southsea elite were the most frequent participants. The Borough continued to be dominated by %Thig-Liberals after the 1830s. In particular, the role of the Carter family was undiminished for some years. Growth of the electorate, fears for the future of the Dockyard, decline of reformist xenthusiasm, and resentment at Whig policies fed an expanding populist Toryism. Always characterized by high participation by retailers, the status of Councillors fell steadily. Rating was the most important issue in local politics. Authority in the Yard was shared, between the Admiralty, local management, and key groups of craftsmen. Most Yard workers saw no need for trade union organization. Friendly benefits were already covered by non-contributory provision from the employer; repre s ent ationh took place through the committee system and petitioning. Only with the onset of serious demarcation disputes did the labour force start to organize. Outside the Yard, the only permanent organizations were among skilled building workers. Workers were more likely to organize as consumers, through cooperatives; local social leaders could be asked to take up Dockyard issues. The concept of social control has limited value. The i834 Poor Law Amendment Act was not fully implemented, and the provision of a workhouse was unwillingly undertaken. Charities were more important in creating or confirming status than in controlling working people. While both poor relief and education were seen as means of social control, working people evaded poor relief through friendly societies or Admiralty provision, and schools met many disciplinary difficulties. The Borough Police demonstrated class bias; only with difficulty were the police themselves brought to accept their role.   Cet article analyse l'évolution de la ville de Brasília, capitale administrative du Brésil depuis 1960, et planifiée selon le modèle dicté par la charte d'Athènes. Il étudie les transformations sociales qui se sont produites depuis l'inauguration de la ville et montre l'importance de l'hétérogénéité sociale de l'ensemble du district fédéral. Les impacts de ces transformations sociales sur l'espace urbain sont ensuite traités. Les auteurs concluent que l'intention déclarée des concepteurs du plan de la nouvelle capitale ? « créer un nouvel homme, une nouvelle société à partir d'un dessin rationnel de la cité » ? ne s'est pas concrétisée. La planification urbaine s'avère être un faible instrument de changement social. Brasília est l'exemple même d'une ville qui doit sa pérennité au soutien substantiel de l'État.

Ce qui les unit est le mélange culturel et l´opposition entre le poids de l´Histoire, antique, forte et présente à Jérusalem et nouvelle, faible et encore "absente" à Brasilia. A partir de ce schéma, la question intéressante est de savoir pourquoi un citoyen qui a le choix, décide de s´installer dans l´une de ces deux villes, alors qu´il y aurait tant d´autres possibilités. En partant du principe que les habitants des deux villes sont " citoyens du monde", nous lançons l´hypothèse que dans cette décision est inclus le désir d´être constructeur de l´histoire culturelle d´un territoire, c´est à dire d´être un acteur responsable du multiculturalisme d´un territoire, en le vivant au quotidien.</text>

                <text>What do Brasília and Jérusalem have in common besides being world capital- cities ? What unites them is the cultural amalgam and the counterposition of the weight of history – ancient, strong and present in Jérusalem and recent, weak and still "absent" in Brasília. Within this panorama, the question we are interested in discussing is why somebody, an ordinary citizen, who has the chance of choosing where to live, would decide to settle in Brasilia, of all places in Brazil, or in Jérusalem, of all places in Israel. Starting off from the principle that the residents of both cities are "citizens of the world", we put forward the hypothesis that in this decision there is a built-in will to chart the cultural history of a territory, or rather, to be an actor in charge of the multiculturalism of a territory living its day-to-day life.</text>

Cette étude se propose de rendre compte de l'organisation spatiale de la capitale du Brésil à partir des mouvements de populations. Pour donner à comprendre Brasilia, il faut partir des constructions imaginaires qui ont soutenu la formation territoriale du Brésil, repérer les utopies inscrites dans le site et le plan de la ville, dégager les ressorts des grandes migrations nationales, accompagner les luttes pour l'accès au sol et au logement, retracer les itinéraires, évaluer les plans de développement, démêler les réseaux économiques et sociaux... Les études de terrains, qui ont privilégié les recueils d'histoires de vie, ont plus spécialement accompagné la création de la dernière ville satellite, Samambaia, inaugurée en décembre 1988 et comptant 200 000 habitants deux ans plus tard, formée des populations pauvres en provenance des invasions et des locations de fonds de cour. A cette occasion, on s'interroge sur l'existence d'une alternative démocratique de gestion urbaine et sur le statut du logement comme enjeu de représentation et de constitution de liens sociaux. This book is a considerably revised version of my doctoral dissertation. I wanted it to deal with ongoing social trends instead of the merely exotic or the archaic, so often pursued by anthropologists... Bras&amp;iacute;lia seemed a good place for me to undertake research along these lines... I was struck both by the &amp;quot;feel&amp;quot; of Bras&amp;iacute;lia, quite different from other regions of Brazil I had experienced, and by the contrast between the &amp;quot;planned&amp;quot; area of apartment houses and the squatter settlements and satellite towns - almost a caricature of the social structure of Brazil as a whole. The dramatic experiment of a planned city and its unanticipated results seemed a natural topic for more detailed investigation.&lt;/div&gt;

                <text>Brasília a eu quarante ans en l'an 2000, une histoire déjà longue à l'échelle du Brésil, qui fêtait au même moment ses 500 ans. Le moment est venu de faire le point sur cette ville surgie du néant, en quelques mois, dans les savanes du plateau central brésilien, après être restée durant des décennies à l'état de projet jamais abouti. Trop souvent l'idée que l'on se fait d'elle en France se résume à des souvenirs brumeux de l'époque de son inauguration, à des images de monuments futuristes émergeant de la terre rouge, cristallisées dans les séquences de « L'homme de Rio », où Jean-Paul Belmondo était pourchassé dans le chantier des ministères en construction. Cette image de modernité reste attachée à l'image de Brasília, qui a servi de décor à des films de science-fiction ou encore, à des publicités figurant une ville, située dans un avenir lointain et glacé, où les joggers doivent avoir recours, pour ne pas se perdre, à la cartographie embarquée sur les écrans intégrés à leurs chaussures de sport.&lt;br /&gt;Au bout de ces quarante ans – l'âge canonique dans la terminologie catholique– qu'est-il advenu du rêve des fondateurs de Brasília, quel bilan peut-on faire de cette opération grandiose, la création d'une nouvelle capitale au cœur du continent, la construction d'une métropole ultra-moderne dans des savanes presque désertes ?&lt;br /&gt;Une réalisation d'une telle ampleur se devait d'être exemplaire à tous les points de vue. Les plans proposés pour la nouvelle ville témoignèrent donc tous d'une grande ambition. Le projet retenu, celui de Lucio Costa, s'appuyait sur les conceptions les plus modernes de l'architecture de son époque, mettant en œuvre à une échelle inégalée depuis, les principes de la charte d'Athènes. Le côté explicitement idéologique qui transparaissait dans de nombreuses réalisations architecturales de l'époque était également présent dans le projet Costa, et dans l'architecture d'Oscar Niemeyer, notoirement proche du Parti Communiste. L'originalité du projet urbain et social a-t-il survécu à l'usure du temps, aux changements de la conjoncture politique et sociale ? N'assiste-t-on pas à une certaine banalisation de la ville rêvée par ses créateurs ? Le souci d'intégrer la ville à la Nature a-t-il résisté aux pressions, a-t-on pu préserver cette harmonie et respecter l'environnement ?&lt;br /&gt;La ville compte aujourd'hui plus de deux millions d'habitants. Les réseaux routiers construits en étoile autour d'elle la relient aux principales villes du pays et desservent des régions nouvelles. La création de la nouvelle capitale politique et le transfert de l'appareil du gouvernement fédéral ont été rapides et ne souffrent depuis longtemps plus de contestation. Mais Brasília joue-t-elle complètement le rôle d'une capitale ? Son rôle dans le Brésil, quarante ans après sa création, est ambigu. Sans poids économique déterminant, handicapée par l'absence d'une région densément peuplée autour d'elle, la capitale fédérale peut-elle rivaliser avec les grandes métropoles du Sudeste ?</text>

This paper specifically describes the urbanization experience of Brazil, by far the largest country in Latin America, and which has attained levels of urbanization that surpass those of most European countries. Despite historical differences in timing and context, the trajectory of urbanization in Brazil holds many parallels and key lessons for other countries that are currently undergoing rapid urban growth. Reflections based on this narrative, including both the account of failed policies of the past and the innovative but partly proven policies of the present, could help policymakers in countries facing similar challenges deal more successfully with their own urban transitions.&lt;br /&gt;
&lt;br /&gt;
The intention of this study is to provide the basis for such reflections with a broad-based case study of urban growth and urbanization in Brazil that will situate this process within the trajectory of the country&amp;rsquo;s overall development pathway. By improving the understanding of trends and patterns, and their relation to other social, economic, political and demographic processes, this study provides insights into policy options likely to be relevant to countries still in the midst of their own urban transitions. &lt;br /&gt;
