                <text>La problématique de la petite ville et la pertinence des objets urbains doivent être reconsidérées avec les recompositions territoriales et les processus contemporains de métropolisation. Le constat d'une multiplication d'opérations de requalification des centres des petites villes depuis deux décennies amène à repenser les modes de production urbaine. Notre hypothèse est que la requalification des centres-villes s'inscrit dans un processus de patrimonialisation qui participe à une nouvelle conception de l'urbanité à travers une mise en scène des espaces centraux. On interroge donc la constitution de nouvelles figures de l'urbanité et l'émergence de nouveaux discours sur les figures de la petite ville à travers l'instrumentalisation des valeurs patrimoniales dans le champ de l'aménagement et de l'urbanisme.&lt;br /&gt;Les notions de patrimoine, d'identité et d'urbanité sont examinées à partir d'un échantillon de vingt&lt;br /&gt;petites villes du département de l'Isère. L'étude des procédures de requalification et des stratégies des acteurs met en évidence des modalités d'une construction politique d'un type d'urbanité. Notre&lt;br /&gt;recherche analyse particulièrement la production de centralité et les implications physiques et&lt;br /&gt;symboliques des opérations de revalorisation et esthétisation des espaces publics. Ces dernières&lt;br /&gt;mobilisent des signes de temps long et d'une « ancienneté » générique comme en témoigne le&lt;br /&gt;recours banalisé aux mobiliers urbains « de style » ainsi qu'aux artefacts renvoyant à des imaginaires&lt;br /&gt;du passé urbain.</text>

  L'artisanat dit « local », résultant d'une identité sans cesse réinventée, représente, depuis le début du xixe siècle, une source précieuse d'objets-souvenirs pour des vacanciers soucieux de manifester la preuve d'une expérience maîtrisée de la confrontation avec « l'autre et l'ailleurs ». Entre volonté de mise en valeur d'une situation de dépaysement et proposition d'une image de soi, ce type d'artisanat en dit autant sur la culture du touriste que sur celle de l'autochtone.                 <text>In recent years attention of both academics and policymakers alike for neighbourhood reputations has increased greatly. This rise in interest is related in part to the need among policymakers to understand what types of neighbourhoods are popular living environments, what types are not (and why), and what types of neighbourhoods are most likely to acquire a negative reputation. In academic literature, attention has been paid to both the concept of reputation and the material and psychological consequences of living in a neighbourhood with a poor reputation. Conceptually, reputations can be expected to be related to neighbourhood characteristics. Evidence of this relationship is limited to mostly descriptive accounts of poor neighbourhoods. Other studies have investigated the consequences of living in stigmatised neighbourhoods on the psychological wellbeing of residents and on the material consequences. There has been little research that explicitly studies how neighbourhood reputation affects the behaviour of residents, although there have been indications that residents adjust their behaviour according to the reputation of their neighbourhood. Two types of responses were studied: the intention to leave the neighbourhood and expression of concerns with the neighbourhood through residents’ participation in the neighbourhood. To gain a better understanding of the reputation concept and its relationship with neighbourhood characteristics, we collected our own survey data regarding neighbourhood reputations from 1,389 residents in 24 neighbourhoods in Utrecht, the Netherlands. The results showed that residents and non-residents differed markedly in their ratings of individual neighbourhoods. There is quite a strong relationship between neighbourhood characteristics and reputation; the social characteristics of a neighbourhood (socio-economic status and ethnicity) are particularly strongly linked to its reputation, whereas physical and functional factors are ? particularly among other city residents ? less closely related Furthermore, our study has shown ? through logistic regression modeling ? that the behaviour of residents is influenced by the reputation of the neighbourhood. Residents who hold a negative perception of their neighbourhood’s reputation are more likely to plan to leave the neighbourhood than are residents who hold a positive view of the reputation. This effect exists can be explained by looking at the importance of neighbourhood status for the personal identity and self-worth of individuals. If people believe their individual status suffers from membership of a group (in this case, based on their residential neighbourhood), they may decide to disassociate themselves from this group by moving out of their neighbourhood. We also found that people who hold a negative reputation perception are less likely to attend city-initiated meetings concerning the neighbourhood. These results are important, because they give insight into not only the mechanism responsible for changes in the socio-spatial structure of the urban landscape, but also into the stability of urban neighbourhoods. We therefore suggest that future research on moving intentions and neighbourhood participation should include perceived reputation as an important variable. After all, we have shown that doing so enhances our understanding of the mechanisms that induce people to move out of their neighbourhood (in addition to other important variables).</text>

                <text>La guerre civile et l'effondrement de l'Etat en Somalie, consacrés par la chute de la dictature Siad Barre en 1991, ont provoqué de nombreux déplacements forcés de population tandis que la capitale était livrée au pillage. Vidée d'une bonne partie de ses habitants, Mogadiscio a ensuite connu un certain répit avec le débarquement humanitaire de l'Opération Restore Hope en 1992-1995. Mais la reprise des combats et le départ des Occidentaux ne permirent pas de reconstruire la ville. Celle-ci ne continue pas moins d'accueillir des paysans qui fuient des zones encore plus sinistrées de la campagne, en l'occurence des terres agricoles qui comptent parmi les plus fertiles du pays et qui, de ce fait, sont très convoitées par les seigneurs de guerre. Avec le temps, une forme bien particulière d'organisation urbaine s'est ainsi dégagée à mesure que les déplacés venaient s'entasser dans des camps au milieu des ruines. Reste à savoir si une telle urbanisation de crise est durable ou si, une fois la paix revenue, les migrants reviendront chez eux. Le présent dossier tente de répondre à ces questions en introduisant des nuances relatives, entre autres, à l'occupation antérieure des déplacés, à leur statut social, à leur origine géographique, à leur insertion économique et à la durée de leur implantation. Malgré l'évacuation de ses habitants lors de la chute du régime Habyarimana en 1994, la capitale du Rwanda n'a pas démenti ce schéma et s'est vite repeuplée une fois le génocide terminé. La différence est qu'elle est désormais tenue par des élites tutsi et que les bouleversements de l'année 1994 ont radicalement changé la composition de sa population. La question qui se pose à présent dans une perspective de réconciliation dépasse très largement les enjeux de la reconstruction urbaine et révèle une forte dimension politique. Leur étude systématique et diachronique jamais réalisée à ce jour s’avère riche d’enseignements sur le fonctionnement du système universitaire et sur les dynamiques des territoires qui l’abritent. À partir de résultats concernant les migrations étudiantes entre régions, on met en évidence le rôle particulier de l’Île-de-France, les changements intervenus dans les schémas de migration des étudiants inscrits en IUT et enfin le fait que les pratiques migratoires étudiantes sont semblables à celles de l’ensemble de la population française. </text>

Despite the fact that it could help to understand University as a system and ways regions can evolve, the study of students’ migrations was not yet done. A set of results highlights first the main role of French capital region. It also shows main changes in migrations of students following vocational training in University. At least, it reveals that architectures of students’ migrations look like these of migrations of the whole French population. </text>

                <text>A partir de la fin des années 1990, l'Union Européenne (UE) a promu, dans le cadre de la stratégie européenne pour l'emploi et du fonds social européen, l'intégration de l'objectif d'égalité entre les sexes dans les politiques de l'emploi des Etats-membres. Cet article cherche à montrer quels sont les effets de ces impulsions européennes sur la conduite des politiques d'emploi au niveau local, à partir de l'étude des politiques en direction des chômeurs et chômeuses de longue durée à Berlin et en Seine-Saint-Denis. Sur les deux territoires étudiés, la place de l'objectif d'égalité entre les sexes semble paradoxale. On observe certes, dans le sillon des changements au niveau communautaire, des dynamiques de promotion de l'égalité dans la mise en oeuvre des politiques de lutte contre le chômage. Toutefois, cet objectif reste peu opérationnalisé et peu légitime au sein des services publics de l'emploi locaux français et allemand et auprès de leurs partenaires. Cette place paradoxale s'explique par la nature des injonctions communautaires en matière d'égalité. N'étant pas contraignantes, ces injonctions n'ont pas d'effet direct au niveau local. Mais elles constituent tout de même une ressource - financière ou stratégique - pour des actrices locales sensibles à la thématique de l'égalité, qui leur permet de faire avancer, dans le cadre de projets ponctuels, qui restent minoritaires, une cause peu entendue au sein des institutions nationales, voire des institutions locales.</text>

                <text>Bien connu pour son cadastre sarde du XVIIIe siècle, la Savoie a connu des antécédents intéressants à cette réalisation, notamment au XVIIe siècle. On décrit ici la confection de ces cadastres dits "anciens", en analysant les acteurs et les institutions qui interviennent dans cette procédure. Il est possible de cartographier leur aire d'utilisation. Il est également possible de faire ressortir les problèmes sociaux qu'ont soulevé ces opérations, d'étudier les juridictions qui ont été chargées des causes concernant taille et cadastre et de dresser un état de la conservation de ces documents. On tente enfin une triple comparaison entre ces cadastres, le cadastre sarde et un autre type de document décrivant la terre et la propriété, les terriers et reconnaissances.</text>

                <text>Cette étude porte sur le groupe des auxiliaires de justice qui ont travaillé près des juridictions annéciennes (Conseil, Chambre des comptes et judicature-mage de Genevois) aux XVIe-XVIIe siècles. Greffiers, audienciers, huissiers, clavaires, receveurs : de chacune de ces fonctions découle un certain nombre de caractéristiques communes au groupe : maîtrise de l'écriture, savoir pratique jamais sanctionné par un diplôme universitaire, place subalterne dans la hiérarchie judiciaire, grande polyvalence, nomination qui leur vient du prince dans laquelle la vénalité des offices n'intervient pas mais où le jeu des recommandations et de la survivance est prépondérant. Ensemble d'individus relativement homogène quant à ses caractéristiques sociales : généralement originaires d'Annecy et de ses environs, leur place ne leur permet guère d'aspirer à des carrières très brillantes mais ils disposent de ressources telles que leur descendance parvient à franchir plusieurs échelons dans la notabilité, parfois jusqu'à la noblesse. Engagés dans la vie municipale d'Annecy, ils participent à l'essor économique et artistique de cette ville et certains d'entre eux ont été des amis de François de Sales.</text>
