                <text>Née d'un projet fédérateur de l'espace régional et national, sensible à gommer ce qui était vécu comme une rupture entre le monde des villes et le monde des champs, la radio s'est surtout développée dans le cadre urbain. Elle y a trouvé ses auditeurs, ses professionnels et ses programmes. Elle s'est construite dans les villes et s'est nourrie d'elles. Par une forme de paradoxe qui n'est qu'apparent, la radio est à la fois profondément citadine et indépendante de l'espace urbain. Dès les premières années vingt, elle est vécue comme devant transcender les différences de territoire, unifier l'espace en permettant le loisir collectif et instantané mais en même temps, elle se nourrit avant tout de l'humus culturel et économique de la ville. La radio des années trente se veut en même temps universelle et ancrée solidement dans le local. La radio des années trente est avant tout une production régionale : jusqu'à la Libération, coexistent en France une douzaine de stations privées et autant de postes publics, or la zone d'écoute de ces stations est à l'échelle de la ville d'abord et ensuite de la région. A l'exception de Radio Paris, aucun poste n'est véritablement audible sur tout le territoire et si les sans-filistes se battent pour obtenir une meilleure couverture du territoire par les émetteurs, ce n'est en aucun cas pour abolir les diversités régionales.</text>

                <text>Water scarcity is a characteristic of north-western states of India, such as Gujarat. Over time, the continuous increase of the population as well as the financial, administrative and technical deficiencies of the new supply system have lead to the deterioration of the water service in the city. In the meantime, the water demand has considerably increased due to the improvement of standards of living. This has resulted in an increasing pressure on underground water resources, which has lead to an alarming depletion of aquifers. From this overall situation arises the question of the use of complementary alternative sources of water in Ahmedabad and more particularly of the rehabilitation of the rainwater harvesting structures still existing in its old city area. The objective of the research is to evaluate to what extent this traditional system may constitute an additional source of water within the Old city of Ahmedabad and may locally reduce the pressure on water demand, assuming that the existing supply system does not fulfil the needs of the users. The results of an exploratory field study conducted in the Old city in 2001-02, which combined quantitative and qualitative aspects, give an outlook on people's opinions and behaviors regarding both systems. Finally, the rehabilitation of rainwater harvesting structures in the Old city of Ahmedabad suggests the necessity of empowering local structures of water management (households, non governmental association) in semi-arid urban areas to create the conditions for a sustainable implementation.</text>

De Le Corbusier à MVRDV, les textes retenus n’ont pas simplement été considérés en tant que classiques mais comme de véritables instruments d’action qui redéfinissent les relations entre théorie et pratique de l’architecture. Ils ont été analysés tout à la fois comme des objets en tant que tels mais aussi comme participant d’un espace inscrit socialement. Ainsi font-ils partie d’une histoire sociale et matérielle de la culture architecturale, combinant l’étude des acteurs et des milieux intellectuels ou professionnels avec l’analyse de la matérialité des livres et de leur circulation.</text>

                <text>The economic zone of Rajin-Seonbong (Raseon) is located at the north-eastern border of North Korea, adjacent to China and Russia. Although its attractiveness to foreign investors has remained limited since its creation in 1991, Raseon is of growing interest as a transit port for Russian and Chinese trade. This paper reviews some theories on the constraints and advantages of remotely located ports, arguing that limited economic base can be overcome by a strategy based on transhipment flows to and from China, South Korea, Russia and Japan. In particular, it develops the idea that economic factors, such as remoteness from the nation's core region, are not sufficient to explain the uneven success of the project. More likely is the mismatch between local industries and port facilities. Unlike the Chinese free-trade zone experiment, port and logistics development in North Korea may take place prior to industrial development, strengthening Raseon as a potential gateway and growth pole in Northeast Asia</text>

L&amp;rsquo;observatoire note que la mise en &amp;oelig;uvre du plan de r&amp;eacute;novation urbaine, qui pr&amp;eacute;voit d&amp;rsquo;ici 2013 la construction de 250 000 logements sociaux et la r&amp;eacute;habilitation de 400 000, s&amp;rsquo;accompagne d&amp;rsquo;une augmentation de la p&amp;eacute;nurie li&amp;eacute;e aux nombreuses op&amp;eacute;rations de d&amp;eacute;molition, pr&amp;eacute;alables &amp;agrave; toute reconstruction. La programmation fix&amp;eacute;e pr&amp;eacute;voit cependant l&amp;rsquo;inversion de cette tendance &amp;agrave; partir de l&amp;rsquo;ann&amp;eacute;e 2007. Le rapport r&amp;eacute;v&amp;egrave;le par ailleurs qu&amp;rsquo;en d&amp;eacute;pit des am&amp;eacute;liorations sensibles constat&amp;eacute;es en mati&amp;egrave;re de ch&amp;ocirc;mage et de r&amp;eacute;ussite scolaire, ces zones continuent d&amp;rsquo;enregistrer de moins bons r&amp;eacute;sultats que le territoire national pris dans son ensemble.&lt;br /&gt;

L&amp;rsquo;Observatoire a &amp;eacute;t&amp;eacute; cr&amp;eacute;&amp;eacute; par la loi du 1er ao&amp;ucirc;t 2003 dans le but de mesurer l&amp;rsquo;&amp;eacute;volution des in&amp;eacute;galit&amp;eacute;s sociales et les &amp;eacute;carts de d&amp;eacute;veloppement entre les quartiers sensibles et les agglom&amp;eacute;rations auxquelles ils appartiennent. Il pr&amp;eacute;sente chaque ann&amp;eacute;e un rapport au Parlement. La liste des zones urbaines sensibles (ZUS) a &amp;eacute;t&amp;eacute; &amp;eacute;tablie d&amp;egrave;s 1996 et de nouveaux quartiers s&amp;rsquo;y sont ajout&amp;eacute;s en fonction des dispositifs progressivement mis en place. Aujourd&amp;rsquo;hui ces zones regroupent environ 4,7 millions d&amp;rsquo;habitants, soit 8% de la population.&lt;br /&gt;

Bernadette Malgorn, pr&amp;eacute;sidente du conseil d&amp;rsquo;orientation de l&amp;rsquo;Observatoire national des zones urbaines sensibles (Onzus) a remis, le 16 novembre, son rapport annuel au ministre en charge de la politique de la ville.&lt;br /&gt;
&lt;br /&gt;
Comme tous les ans, ce rapport propose un panorama d&amp;eacute;taill&amp;eacute; de la situation des quartiers (emploi, sant&amp;eacute;, &amp;eacute;ducation, s&amp;eacute;curit&amp;eacute;, discriminations) qui b&amp;eacute;n&amp;eacute;ficient des dispositifs de la politique de la ville. Il constate, cette ann&amp;eacute;e, que les habitants des zones urbaines sensibles sont plus touch&amp;eacute;s par la crise que le reste de la population nationale. Ainsi, la part de la population vivant sous le seuil de pauvret&amp;eacute; y est de 36,1%, soit presque trois fois plus &amp;eacute;lev&amp;eacute;e que dans leurs agglom&amp;eacute;rations ; tandis que le taux de ch&amp;ocirc;mage est en augmentation, touchant particuli&amp;egrave;rement les jeunes (40,7 %) et de plus en plus les seniors. S&amp;rsquo;agissant de l&amp;rsquo;&amp;eacute;ducation, le rapport constate le retard scolaire des coll&amp;eacute;giens de Zus et l&amp;rsquo;orientation majoritaire en fili&amp;egrave;re professionnelle des lyc&amp;eacute;ens qui sont r&amp;eacute;sidents de Zus. Ce dernier rapport zoome, par ailleurs, sur les 2 millions de femmes qui vivent en Zus : malgr&amp;eacute; une r&amp;eacute;ussite scolaire meilleure que celle des gar&amp;ccedil;ons, leur acc&amp;egrave;s &amp;agrave; l&amp;rsquo;emploi n&amp;rsquo;est pas bon et moins d&amp;rsquo;une femme sur deux occupe un emploi. Pour la premi&amp;egrave;re fois depuis cinq ans, le taux de ch&amp;ocirc;mage des femmes en Zus est m&amp;ecirc;me plus &amp;eacute;lev&amp;eacute; que celui des hommes. Lorsqu&amp;rsquo;elles travaillent, elles sont particuli&amp;egrave;rement touch&amp;eacute;es par la pr&amp;eacute;carit&amp;eacute; et le temps partiel. Dans un contexte de crise, leur situation familiale peut expliquer cet acc&amp;egrave;s plus difficile &amp;agrave; l&amp;rsquo;emploi : elles sont davantage en situation de monoparentalit&amp;eacute; et ont une responsabilit&amp;eacute; parentale plus pr&amp;eacute;coce. Autre constat : le sentiment de discrimination tr&amp;egrave;s marqu&amp;eacute; dans les Zus et particuli&amp;egrave;rement dans le domaine de l&amp;rsquo;emploi. Le rapport confirme en effet un &amp;laquo; effet quartier &amp;raquo; Zus n&amp;eacute;gatif sur l&amp;rsquo;acc&amp;egrave;s &amp;agrave; l&amp;rsquo;emploi.
