                <text>This joint paper, which deals with policing in Italy, chiefly aims at describing the main evolutions which have occurred in the field of security over the last fifteen years. During the last decade, a new institutional process took place: beside the State law enforcement agencies, other players started claiming to have their duties acknowledged. Indeed, local governments -i.e. municipalities- and regions have played a growing role in the co-production of security, especially in Emilia-Romagna, where new inter-agency partnerships have been experimented on localities' initiative since the mid-nineties. &lt;br /&gt;The growing involvement of localities in the co-production of security has been explained by the growing claim for safety expressed by the local populations (the “citizens' committee” phenomenon) and the crisis of the traditional political parties which were used to channelling social demands towards the State. This dynamic has given an impetus to a reflection on the police duties. The watchword of “proximity” has entered the police institutions as an answer to this new crisis of legitimacy. The main idea was to strengthen the relations between the (national and local) police forces and the local populations by promoting rooted police agents among them. So, both local and national police forces have started an identity transition based on principles borrowed from the community policing philosophy.&lt;br /&gt;This paper will be basically divided into two parts. The first one will tackle the new institutional organization of policing in Italy, and more precisely the combination of dynamics which generated the growing involvement of localities in the field of security. In particular, the case study of Emilia-Romagna will be examined, since the Region appeared as a pioneer in the nineties by promoting local (regional and municipal) security policies and inter-agency partnerships. The second part will deal with the impact of these evolutions upon local and national police forces' practices and identities. It will be pointed out that there are some convergences in the evolving practices of both police forces, but also that these dynamics have a quite different impact on their own professional identity.</text>

                <text>Ce papier examine la question du changement d'échelles des politiques de sécurité en Italie au cours des années 90, qui a conduit à l'avènement d'une gouvernance multi-niveaux impliquant les communes, les régions et l'Etat. Nous soutenons qu'un petit groupe d'entrepreneurs politiques, proches du Parti Démocrate de Gauche, a contribué à la mise sur l'agenda régional du thème de la sécurité en Emilie-Romagne, à la suite de l'ouverture d'une fenêtre d'opportunité politique en 1995. La Région Emilie-Romagne a ensuite développé un « modèle » de relations inter-institutionnelles, qu'elle a cherché à diffuser auprès de l'ensemble des collectivités italiennes (Régions, Provinces, Communes), qui se sont alliées face à l'Etat pour revendiquer la reconnaissance de leur rôle dans le domaine de la sécurité par l'intermédiaire d'une proposition de loi commune. Le changement d'échelles analysé demeure cependant incomplet car souffrant de la résistance institutionnelle du Gouvernement central et des conséquences des disparités territoriales Nord-Sud existant en Italie.</text>

                <text>Cet article analyse les discours de résidents du Vieux Tours - un des premiers secteurs restaurés en France - mobilisés pour tenter de limiter les nuisances liées à la concentration de certaines activités (bars, restaurants, discothèques). Les habitants mobilisés exercent une vigilance stricte sur le respect des règlementations de lutte contre le bruit et des prescriptions de protection du patrimoine. Le Vieux Tours est aujourd'hui doté d'une instance de concertation chargée d'offrir une scène aux revendications de l'association des habitants et de pacifier les relations entre les différents usages de cet espace. Dans un contexte de conflits et controverses se met en œuvre un mode particulier d'habiter basé sur l'appropriation des objectifs et du référentiel de l'action publique patrimoniale.</text>

                <text>The massive downsizing of the state-owned sector and the concomitant impressive growth of the private sector at the end of the 1990s have altered the nature of the Chinese labor market. The introduction of market mechanisms has contributed to increasing labor turnover and competitiveness in market wages. Using two urban household surveys for 1995 and 2002, this paper analyzes the evolution of labor market segmentation in urban China, by applying an extended version of Oaxaca-Blinder decomposition methods. During the 7-year period, the sharp increase in real earnings for all workers shows substantial differences across ownership, economic sectors, and regions. We find strong evidence of a multi-tiered labor market along these three major lines and highlight increasing segmentation within each of the three dimensions, the gap between the privileged segments of the labor market and the most competitive segments widening over time.</text>

                <text>En 1964 Sebastián Salazar Bondy publica el libro de ensayos llamado Lima la horrible (SALAZAR BONDY, 2008). En dicho texto se explicitará, describirá y, en última instancia, denunciará una representación específica de la ciudad de Lima: la de determinadas producciones culturales de los siglos XIX y XX. En su exaltación idílica de un pasado, ellas parecieran darles la espalda a los cambios sociales ocurridos en la capital como consecuencia de los flujos migratorios campo-ciudad. Herramientas de la censura de una historia prehispánica, ellas serán el soporte ideológico de prebendas sociales. &lt;br /&gt;En este sentido analizaré la caracterización que de estas estrategias pasatistas realiza el ensayo, así como también sus proposiciones alternativas y, al mismo tiempo, vindicatorias de otro horizonte cultural (deudor del indigenismo). Dichas proposiciones alternativas, serán planteadas como ejercicio liberador de las cadenas que mantienen a los limeños atados al hechizo del pasado. Al mismo tiempo, sin embargo, esta postura que en principio pareciera no sólo progresista sino también revolucionaria, se mostrará, a partir de determinados postulados finales, como censora de aquel mismo horizonte al cual creía apoyar. &lt;br /&gt;Lenguaje que se quiere de la verdad, como opuesto al considerado represor de la conciencia ciudadana, nuestro texto es al mismo tiempo un opúsculo que aboga por las modificaciones ideológicas como medio de defensa antes que como auténtico ejercicio de apertura social. Así, en última instancia me detendré en este « cortocircuito » del argumento con el fin de reflexionar a propósito de sus implicancias literarias, sociales y culturales.</text>

                <text>Cette communication tente de cerner de quelle manière les pratiques musicales des jeunes ont émergé dans l'espace universitaire à Bordeaux. Les musiques actuelles sont entrées tardivement dans le champ universitaire et ont investi les Sciences Sociales plutôt que les Arts, en tant qu'expression d'un mouvement social. C'est ainsi que ces musiques se sont institutionnalisées peu à peu dans le champ professionnel de l'animation sociale. Il leur faut trouver aujourd'hui une place plus innovante dans le cadre des formations universitaires.</text>

                <text>Des études sur données agrégées ont mis en évidence une corrélation positive entre le taux de propriétaires et le taux de chômage en Europe et aux Etats-Unis. Les nombreux travaux économétriques sur données individuelles américaines, danoises, hollandaises ou anglaises, plus rarement sur données françaises, qui ont été développé dans la littérature ont conduit à des résultats très contradictoires. L'étude économétrique proposée dans cet article s'inscrit dans cette réflexion en proposant une analyse comparée, sur données individuelles britanniques et françaises, des effets du statut résidentiel sur la durée des épisodes de chômage. L'influence des différents modes d'occupation du logement sur la durée de séjour dans l'état de chômage est estimée pour la France à partir du Panel Européen des Ménages et pour le Royaume Uni à partir du British Household Panel Survey. On contrôle lors des estimations les sources de biais relevant de la censure et de l'auto sélection. Les résultats économétriques font apparaître des effets très discriminants entre les deux pays. Si la propension à la propriété immobilière augmente la durée de chômage en France, elle n'induit en revanche aucun effet statistiquement significatif en Angleterre. Dans les deux pays les accédants à la propriété manifestent, toutes choses égales par ailleurs, les durées de chômage les plus basses, témoignage de salaires de réserves différenciés au sein des propriétaires. Au Royaume Uni, ce sont plutôt les locataires du secteur social qui enregistrent les durées de chômage les plus longues, résultat qui ne réfute pas l'observation faite dans d'autres études d'une plus faible mobilité des locataires du secteur social par rapport aux locataires du secteur privé.</text>

                <text>Dans une perspective de report modal, la performance adaptative est un facteur important du développement des systèmes de transports collectifs. Il est donc fondamental de disposer d'outils permettant d'évaluer leur vulnérabilité à des perturbations et le rôle de certaines actions comme l'information des voyageurs. Le modèle PERTURB et la plate-forme de simulation, développés dans le cadre de cette recherche, ont ainsi pour objet de mesurer la vulnérabilité structurelle et fonctionnelle des transports en commun ainsi que le rôle de l'information des voyageurs dans la régulation de situations perturbées. Trois champs théoriques sont mobilisés : théorie des systèmes, théorie des graphes et systèmes multi-agents. Les simulations sont réalisées sur un terrain d'étude (Île-de-France) et des systèmes de transport théoriques. Elles permettent d'effectuer des préconisations en matière d'Aménagement des transports et d'information des voyageurs mais suscitent également de nouvelles interrogations. Comment intégrer l'information des voyageurs dans l'optimisation du traitement des situations perturbées ? Comment concilier une transparence de l'information et éviter des reports trop massifs de flux de voyageurs ?</text>

Pour la plupart venus des principales agglomérations irakiennes, et surtout de Bagdad, ils se sont installés dans les faubourgs de la capitale syrienne. Ni la Syrie, ni le Haut Commissariat aux Réfugiés des Nations Unies n'ont ouverts de camps pour accueillir les réfugiés, qui forment aujourd'hui l'une des plus importantes populations de réfugiés urbains à travers le monde. Cet article analyse les modes d'installation des Irakiens à Damas, et le rôle que joue la ville dans les parcours migratoires des exilés.</text>

                <text>L'entrée en institution statistiquement importante, des personnes âgées de plus de 85 ans est aujourd'hui le plus souvent justifiée par des données concernant l'allongement de l'espérance de vie, le maintien prolongé de ces personnes à leur domicile et le niveau de leur dépendance.&lt;br /&gt;&lt;br /&gt;Toutefois, il importe de ne pas sous-estimer les raisons macro-sociales de ces parcours d'institutionnalisation. : évolution des politiques de la vieillesse à partir des années 80 dans le sens du développement des structures d'accueil institutionnelles, inégale répartition sur le territoire de l'offre de services à domicile, et aussi les caractéristiques sociales individuelles des personnes concernées : faible réseau relationnel, faibles ressources économiques et culturelles... &lt;br /&gt;&lt;br /&gt;Toutes les personnes âgées de 85 ans, à dépendance équivalente, ne sont pas également concernées par l'entrée en institution.&lt;br /&gt;&lt;br /&gt;Nous tenterons ici de mettre en évidence les déterminismes sociaux de l'institutionnalisation des plus âgés et de montrer en quoi ces parcours d'institutionnalisation peuvent correspondre à un processus de disqualification sociale.</text>

                <text>After the 2006 summer war and the 2007 assault of Nahr el Bared, the issue of energy and water supply is once again one of the main issues the Lebanese have to cope with. It is a consequence of the damages inflected by both conflicts (mostly during the 2006 war) as well as a result of the State paralysis, which is hindering the necessary reforms. But the recovery of the energy and water delivery, deeply affected by the civil war (1975-1990), had never been fully achieved during the reconstruction process. Strangely, while the crisis of these infrastructures has been recognized as one of the dimensions of the civil war urban crisis (Awada 1988, Davie 1991), urban scholarship has mostly overlooked the public service supply issue during the 1990's. &lt;br /&gt;In this paper we would like to address it and, specifically, to understand how the water and electricity supply is linked to the process of territorial fragmentation in post civil war Lebanon. Since the end 1990's, several attempts at reforming both sectors have been launched. They seem to be part of a wider global trend of neoliberal reforms affecting urban utilities. Since the social and territorial impacts of such reforms are usually strong, we will also try to assess their effects in the Lebanese cities. Lastly, we have to examine how the recent cycle of violence and of political unrest has heightened the problems, which is one of the currently most disputed political issues.</text>
