                <text>Les parcellaires antiques sont peu connus pour la Lusitanie romaine, et le cas de la centuriation de Mérida (Augusta Emerita), citée par les textes et reconnue en grande partie sur le terrain, demeure exceptionnel. Pour le reste de la province, les choses ne sont pas aussi claires et seuls deux territoires de civitates ont fait l'objet d'une véritable recherche préliminaire sur les traces d'éventuelles cadastrations: Evora (Liberalitas Iulia Ebora) et Beja (Pax Iulia). À l'occasion d'un état des lieux concernant principalement cette dernière ville, nous essaierons de revisiter le dossier et de voir comment les outils techniques modernes (SIG et document géo-référencés) peuvent aider à mettre en évidence de nouveaux éléments pour une meilleure perception de la structuration territoriale de la cité, qu'elle soit urbaine ou rurale. Nous tenterons aussi d'en tirer les conséquences sur le plan de l'évolution statutaire de la colonie.</text>

  Des recherches archéologiques récentes mettent bien en valeur l'importance du 
fait urbain en Égypte dès les premiers temps de l'histoire pharaonique: les fondations de cités semble en effet avoir été, dès la première dynastie, des événements 
primordiaux, régulièrement évoqués par les premiers documents qui nous sont 
parvenus. De l'Ancien Empire au Moyen Empire, certaines de ces implantations, 
que l'on désigne sous le terme de «villes de pyramides» sont des centres administratifs qui accompagnent l'édification du complexe funéraire royal, programme 
central du règne. Plusieurs d'entre elles ? comme Kahoun, XIIe dynastie ? conservent un rôle majeur bien après la disparition de leur fondateur. Le Nouvel Empire 
livre une documentation encore plus détaillée sur le processus même de fondation 
des cités : aussi bien Tell el-Amarna (capitale du pharaon «hérétique » Akhénaton, 
fin de la XVIIIe dynastie) que Per-Ramsès (créée à l'est du Delta par les premiers 
pharaons de la XIXe dynastie) sont alors conçues comme de véritables théâtres 
permettant la mise en scène de la fonction royale.

                <text>This paper aims at showing the potentialities of the Earth observation (EO) data for the knowledge of the atmospheric pollutants concentration field over metropolitans areas. At present, deterministic modeling and decision support systems only use pollutants maps obtained with mathematical methods. But, given the few scattered stations measuring the pollutants concentrations, an accurate map of the spatial distribution is almost impossible with standard methods. We found a strong correlation between the black smoke (BS) concentrations and data from sensor TM6 of the Landsat satellite. The map derived from the EO data gives errors close to those obtained by standards methods. The representation is nevertheless closer to the real urban environment. In a near future, EO derived products could be treated in near real time in conjunction with pollutants measurements to provide accurate information to decision maker.</text>

La résolution de rendre au centre historique son aspect colonial a fait apparaître de nouvelles compositions sociospatiales parmi lesquelles les pratiques festives et culturelles. Ces inventions culturelles s'intègrent dans le long processus de renaissance urbaine sous la forme de mises en scène de la mémoire du patrimoine. Le patrimoine urbain est reconnu comme un terrain propice aux stratégies économiques et à la pratique des idéologies urbaines actuelles ; l'étude des fêtes à São Luis montre que la ville est devenu précocement le territoire idéal quant à la pratique du marketing urbain. La question posée est de savoir si la ville historique va réussir à se prémunir des répercutions néfastes du tourisme sur l'environnement et les sociétés ?</text>

                <text>The theme of urban atmospheres allows the constitution of a "sensible gaze" in migration studies. In the cities are developed new forms of atmosphere sharings. Migrant populations seem to play an important role in that process and suggest other modalities of sensorial perceiving of the urban space. The ethnic neighbourhoods became indeed the key for an "atmospherized diversity" which transforms the urban landscape. In this PHD research on Tamil population in Île-de-France, I question the role of sensorial cultures of the individuals within their lifes in the city, as well as the intimate dimension of immigration, atmospheres allowing to deal with the comings and goings between what is possible or desirable to share and what is not.</text>

Les probl&amp;eacute;matiques qui peuvent aujourd&amp;rsquo;hui &amp;ecirc;tre abord&amp;eacute;es sont donc multiples. Elles apparaissent &amp;eacute;videntes &amp;agrave; la lecture de la synth&amp;egrave;se dressant l&amp;rsquo;&amp;eacute;tat des connaissances anciennes par laquelle d&amp;eacute;bute ce volume.&lt;/div&gt;

Avant la r&amp;eacute;alisation de ces fouilles il &amp;eacute;tait impossible de se forger une id&amp;eacute;e pr&amp;eacute;cise de l&amp;rsquo;aspect que pouvaient avoir les quartiers nord de la ville antique, de percevoir le cadre de vie dans lequel &amp;eacute;voluaient leurs habitants. Tenter une approche des principales phases d&amp;rsquo;&amp;eacute;volution de la structure urbaine &amp;eacute;tait illusoire. Il &amp;eacute;tait &amp;eacute;galement vain d&amp;rsquo;envisager toute &amp;eacute;tude du b&amp;acirc;ti et des activit&amp;eacute;s &amp;eacute;conomiques qui lui sont li&amp;eacute;es. De m&amp;ecirc;me essayer de percevoir de quelle mani&amp;egrave;re la vie citadine s&amp;rsquo;est &amp;eacute;tiol&amp;eacute;e &amp;agrave; la &amp;#64257;n du Haut-Empire n&amp;rsquo;&amp;eacute;tait m&amp;ecirc;me pas concevable. &lt;/div&gt;

L&amp;rsquo;expos&amp;eacute; des nouvelles connaissances d&amp;eacute;coulant de la r&amp;eacute;alisation de ces fouilles montre de lui-m&amp;ecirc;me les multiples directions dans lesquelles il est aujourd&amp;rsquo;hui possible d&amp;rsquo;engager des r&amp;eacute;&amp;#64258;exions.&lt;/div&gt;

La pr&amp;eacute;sente publication doit &amp;ecirc;tre consid&amp;eacute;r&amp;eacute;e comme une synth&amp;egrave;se sur nos connaissances actuelles de la Rennes antique. Depuis quarante ans, la Biblioth&amp;egrave;que municipale de Rennes d&amp;eacute;tenait un curieux manuscrit comme on disait au XIXe si&amp;egrave;cle. Tellement curieux &amp;ndash; et impressionnant d&amp;rsquo;ailleurs avec ses 1 800 pages &amp;ndash;, que cet ensemble form&amp;eacute; des Cahiers d&amp;rsquo;&amp;eacute;colier tenus par Edmond Vadot, secr&amp;eacute;taire g&amp;eacute;n&amp;eacute;ral de la mairie de Rennes de 1885 &amp;agrave; 1909, &amp;eacute;tait demeur&amp;eacute; in&amp;eacute;dit.&lt;/div&gt;
&lt;br /&gt;
Et pourtant, il est bien question d&amp;rsquo;une histoire de la Ville, vue et v&amp;eacute;cue de l&amp;rsquo;int&amp;eacute;rieur par un observateur plac&amp;eacute; au croisement id&amp;eacute;al pour en comprendre les ressorts. Pas moins de sept maires se succ&amp;egrave;dent dans cette chronique, faisant passerelle entre Edgar Le Bastard et Jean Janvier, ici r&amp;eacute;unis par un m&amp;ecirc;me d&amp;eacute;sir de modernisation. On y per&amp;ccedil;oit aussi les effets tr&amp;egrave;s directs de l&amp;rsquo;affaire Dreyfus et les changements de majorit&amp;eacute;s municipales qui en r&amp;eacute;sultent, les relations souvent compliqu&amp;eacute;es avec l&amp;rsquo;&amp;Eacute;tat &amp;agrave; travers ses pr&amp;eacute;fets, comme les tentations d&amp;rsquo;un fonctionnaire un peu trop entreprenant devant un pouvoir municipal incertain de lui-m&amp;ecirc;me.&lt;/div&gt;
&lt;br /&gt;
Mais c&amp;rsquo;est aussi &amp;agrave; l&amp;rsquo;histoire d&amp;rsquo;une migration g&amp;eacute;ographique et professionnelle, &amp;agrave; une trajectoire sociale et &amp;agrave; un itin&amp;eacute;raire psychique qu&amp;rsquo;invite ce texte, d&amp;eacute;concertant par son mode de composition, comme par son contenu. De fait, la vie de bureau laisse assez de loisirs, entre deux conversations, pour qu&amp;rsquo;&amp;agrave; c&amp;ocirc;t&amp;eacute; des portraits parfois acides et des d&amp;eacute;lib&amp;eacute;rations municipales, l&amp;rsquo;esprit puisse divaguer. De la Bresse reconstruite par l&amp;rsquo;imaginaire aux plaisirs baln&amp;eacute;aires des rivages de la Manche, des jalousies entre &amp;eacute;lus rennais aux al&amp;eacute;as domestiques, en passant par l&amp;rsquo;exp&amp;eacute;rience terrible de la guerre francoprussienne de 1870, la langueur et les doutes de la Belle &amp;Eacute;poque trouvent en Vadot un m&amp;eacute;morialiste inattendu, aux con&amp;#64258;uences de l&amp;rsquo;extraordinaire et de la banalit&amp;eacute;. &amp;Agrave; l&amp;rsquo;apog&amp;eacute;e du scientisme bien des doutes subsistent en effet, auxquels savants, vulgarisateurs&amp;hellip; et tables tournantes tentent de r&amp;eacute;pondre &amp;agrave; leur mani&amp;egrave;re.&lt;/div&gt;
&lt;br /&gt;
Il fallait donc plusieurs yeux pour lire ces Cahiers et plusieurs mains pour les commenter. Issue d&amp;rsquo;un travail collectif ayant associ&amp;eacute; des &amp;eacute;tudiants puis des enseignants-chercheurs, cette &amp;eacute;dition volontairement partielle illustre la complexit&amp;eacute; des jeux sociaux et des identit&amp;eacute;s politiques alors en &amp;oelig;uvre.&lt;/div&gt;

Parall&amp;egrave;lement &amp;agrave; un retrait de l&amp;rsquo;&amp;Eacute;tat providence, la ville appara&amp;icirc;t comme r&amp;eacute;gulateur social. Elle doit faire face &amp;agrave; une s&amp;eacute;gr&amp;eacute;gation spatiale croissante, qui bouleverse le rapport centre/p&amp;eacute;riph&amp;eacute;rie, favoris&amp;eacute; par le cancer des territoires que sont l&amp;rsquo;&amp;eacute;talement urbain, le co&amp;ucirc;t de l&amp;rsquo;immobilier.&lt;/div&gt;
&lt;br /&gt;
L&amp;rsquo;augmentation de l&amp;rsquo;espace consomm&amp;eacute; par l&amp;rsquo;habitant, la transformation des terres agricoles et bois en habitat, le d&amp;eacute;veloppement de zones industrielles ou commerciales, des infrastructures de transport modifient le paysage, induisant des co&amp;ucirc;ts suppl&amp;eacute;mentaires pour les voiries, les services aux personnes, etc.&lt;/div&gt;
&lt;br /&gt;
Des villes comme Rennes et Saint-Malo sont plut&amp;ocirc;t bien loties : elles demeurent attractives et conjuguent activit&amp;eacute;s &amp;eacute;conomiques, mixit&amp;eacute; sociale, rayonnement culturel, offre de loisirs&amp;hellip; Ce sont des ensembles bio-diversifi&amp;eacute;s dont le cadre urbain fait soci&amp;eacute;t&amp;eacute;.&lt;/div&gt;
&lt;br /&gt;
L&amp;rsquo;innovation et l&amp;rsquo;&amp;eacute;conomie de la connaissance, la strat&amp;eacute;gie pertinente pour le d&amp;eacute;veloppement urbain, la valorisation de l&amp;rsquo;identit&amp;eacute; des territoires, la responsabilit&amp;eacute; du politique, autant de sujets que nous avons voulu traiter et d&amp;eacute;placer dans un cadre prospectif, au-del&amp;agrave; de la coop&amp;eacute;ration existante entre les deux villes. Mais ont-elles pour autant un dessein commun ?&lt;/div&gt;
&lt;br /&gt;
L&amp;rsquo;axe bipolaire Rennes/Saint-Malo, o&amp;ugrave; l&amp;rsquo;hinterland joue un grand r&amp;ocirc;le, a fait d&amp;eacute;bat, les 30 et 31 mai 2008, pendant les journ&amp;eacute;es-rencontre. Ce contexte induit une remise en cause profonde des m&amp;eacute;tiers de l&amp;rsquo;am&amp;eacute;nagement en France, d&amp;rsquo;autant plus n&amp;eacute;cessaire que les quartiers cibl&amp;eacute;s par le Programme national de r&amp;eacute;novation urbaine ont un besoin crucial d&amp;rsquo;am&amp;eacute;nagement.                 <text>Si le partenariat public-privé (PPP) a suscité de nombreux espoirs dans les années 1990 pour étendre la desserte en eau dans les grandes villes des PED, son développement est aujourd'hui limité en raison des risques importants qu'il fait assumer aux opérateurs privés.  L'objectif de ce travail de recherche en gestion est de proposer une vision renouvelée du PPP pour la gestion des services d'eau dans les PED, accordant une place centrale à la desserte des populations pauvres. A partir d'un cadre d'analyse théorique de la gouvernance des services qui met l'accent sur le couplage entre les dimensions contractuelles, institutionnelles et participatives de la gouvernance, nous examinons deux cas de terrain (Manaus au Brésil et La Paz en Bolivie), dans lesquels se joue une nouvelle dynamique des PPP, marquée par l'influence croissante de la participation des usagers, qui vient modifier à la fois les aspects contractuels et institutionnels de la gouvernance.</text>

                <text>This article aims at discussing the role of atmospheres in recent French urban renewal operations, mostly focused on the demolition of the "grands ensembles", large housing units built from the 50's until the end of the 60's. Along with the economic and technical reasons that might imply those spectacular operations, the need to change the image or the ambiance of a neighbourhood or of a city is frequently called as an argument to defend them. By comparing different cases of urban renewal implying either demolition or conservation of the built environment, I propose to show, at the opposite, how demolition turns to be a negation of the ambiantal awareness, and how ambiances can become an operative concept, not to be merely opposed to demolition, but to be considered as a decision-making tool for re-shaping of the built environment.</text>
