In this small, but sharply-pointed book, renowned theorist Sanford Kwinter addresses the sometimes subtle, sometimes brutal transformations that characterized the modernization processes set into motion at the turn of the millennium. From the strange appearance of the 'Trojan Horse' that was the Centre Pompidou which served as the harbinger and template of the new idea of &amp;quot;Europe&amp;quot;, through the dot.com bubble of the late 1990s, to the destruction of the World Trade Center Towers in New York, a new world came into being that design thinking has yet to fully take into account. The City is here seen not only as the last frontier of human history currently under threat of total eclipse, it is the indomitable form of collective experience upon which one can count as assuredly as one can on death and taxes. Requiem, to quote from Thomas Daniell's introduction, is first and foremost redemptive: &amp;quot;Kwinter's most negative assessments of the city are driven by a deep commitment to its sublime potentials--a desire to sacralize the most profane and fecund of human creations&amp;quot;.&lt;/div&gt;

  Cet article analyse les relations entre, d'une part, les mutations du marché de l'immobilier, d'autre part l'évolution des politiques publiques et de la gouvernance urbaine à Lisbonne. Sous l'effet de phénomènes liés à la mondialisation-globalisation, mais à une échelle qui reste régionale (européenne), le marché de l'immobilier à Lisbonne, qui était auparavant un marché local, a subi de profondes transformations, avec notamment l'arrivée de sociétés d'investissement étrangères. L'étude de la provenance des investissement étrangers récents montre une nette domination du Royaume-Uni (plus de 50% en 2002). La mutation du système politique portugais, favorisant la décentralisation des pouvoirs et la libéralisation économique, a permis aux institutions locales d'accompagner ce changement sur trois axes principaux : marketing territorial plus agressif, allègement de la fiscalité locale, création de nouvelles zones d'activité, notamment dans le périmètre de "l'Expo 98".

Our first project comprises a collection of &amp;lsquo;working papers&amp;rsquo; established with the aims of both delineating and testing what we refer to as &amp;lsquo;spatial methodologies&amp;rsquo; for urban research. This collection, entitled Researching the spatial and social life of the city, forms the first volume of what is now intended to become an annual publication Cities Programme doctoral research student work. London forms the exploratory setting for the papers in this first publication. A more specific feature of this group is the exceptionally dense network of institutionalized associations (an inventory led in 1982 to the official figure of 769 associations).                 <text>Quel que soit l'angle sous laquelle on l'aborde, l'innovation apparaît comme une activité collective qui implique des collaborations, des échanges, des circulations de toutes sortes. C'est aussi une activité située, puisque l'on dispose à présent d'un ensemble de résultats empiriques qui convergent sur l'existence d'« effets de proximité spatiale », c'est-à-dire sur le fait que ces collaborations, échanges et circulations sont plus fréquentes lorsque les partenaires sont proches dans l'espace géographique, en particulier lorsqu'ils sont situés dans la même métropole ou le même bassin d'emploi. Diverses explications de ces effets de proximité spatiale ont été proposées, qui mettent en jeu des conceptions variables des rapports entre la sphère économique et la vie sociale d'ensemble, des contraintes qui s'exercent sur les collaborations et les échanges, de la dynamique même de l'innovation. Ainsi dans le cas des relations science-industrie par exemple, de nombreux auteurs attribuent les effets de proximité aux contraintes sur les échanges de savoirs tacites (les savoirs et savoir faire scientifiques non publiés ou non codifiables parce que trop nouveaux), qui exigeraient des échanges en face à face, et donc une proximité forte entre les entreprises et les laboratoires</text>

                <text>Les services aux entreprises ont connu depuis un demi-siècle une très forte croissance dans les villes de France métropolitaine. À la Réunion, leur croissance a également été importante mais ne s'est déclenchée qu'à compter des années 1970 en raison de la période de transition nécessaire au passage d'une économie sucrière à une économie de service. En prise directe avec la tertiarisation du système productif, ces services sont révélateurs des dynamiques urbaines associées au cycle d'innovation contemporain. Aujourd'hui, ces dynamiques sont indissociables du processus de métropolisation qui affecte les plus grandes villes. De fait, alors que dans les années 1950, la capitale parisienne exerçait une domination sans partage, une décentralisation relative s'est depuis opérée à l'avantage des plus grandes villes des réseaux urbains régionaux, contribuant ainsi à l'intégration territoriale de chacune des parties de l'espace national. S'agit-il d'une nouvelle génération de villes qui constituerait un sous-ensemble spécifique au sein de la structuration des systèmes urbains ? La Réunion, département d'outre-mer, suit-elle ces logiques contemporaines ? Son éloignement de la France métropolitaine et son passé colonial constituent-ils des handicaps insurmontables ? Sa situation géographique dans l'aire régionale de l'océan Indien a-t-elle un impact sur le développement des services aux entreprises ? Les principes d'organisation économique et urbaine observés en France métropolitaine imposent-ils la continuité des espaces régionaux ou tolèrent-ils des discontinuités territoriales ? Cette thèse présente au préalable un état des connaissances sur les services aux entreprises et les réseaux urbains. Pour interpréter les liens entre ces services et le développement économique et urbain, les différentes formes de centralité urbaine s'avèrent être un élément clef. Les formes christallérienne et métropolitaine de la centralité sont particulièrement sollicitées par les logiques d'organisation spatiale des services aux entreprises. Leur inscription dans les réseaux urbains de la France métropolitaine et de la Réunion est analysée au regard de leur diffusion interurbaine à compter des années 1960 et 1970. De nombreuses cartes des différentiels de croissance urbaine permettent d'identifier les rythmes de diffusion et les sélections urbaines opérées. À l'échelon de la France métropolitaine, les services aux entreprises contribuent au renforcement du niveau supérieur de la hiérarchie urbaine car ils se concentrent en priorité dans les plus grandes villes. À la Réunion, la diffusion des services aux entreprises n'est opérante que depuis une trentaine d'années mais a été particulièrement rapide et intense. Comme en France métropolitaine, la structuration hiérarchique du réseau urbain joue un rôle majeur. Dans le contexte d'un réseau urbain relativement jeune, la diffusion des services aux entreprises participe à la complexification et à la hiérarchisation des centres et des périphéries. Malgré les grands écarts de dimension des réseaux urbains de la France métropolitaine et de la Réunion, la confrontation de l'importance relative de Paris et de Saint-Denis dans leurs réseaux urbains respectifs, révèlent des effets d'invariance d'échelle entre les échelons national et régional. Enfin, la réalisation d'environ 150 entretiens avec des prestataires d'études, de conseil et d'assistance, situés dans le sud-ouest du Bassin parisien et à la Réunion, révèle les logiques des acteurs et la manière dont ils s'appuient sur la hiérarchie urbaine pour développer leur activité et élaborer des stratégies à différentes échelles géographiques. Ces stratégies s'appuient notamment sur l'organisation en réseau des entreprises. À la Réunion, les réseaux d'entreprises sont assez sommaires mais suivent les mêmes logiques qu'en France métropolitaine et sont souvent en relation avec les milieux professionnels de France métropolitaine, parisiens notamment. Tant le processus de diffusion interurbaine des services aux entreprises que l'organisation des prestataires, témoignent d'un emboîtement spatial à distance entre la Réunion et son espace national et d'un isolement relatif de la Réunion dans l'aire régionale de l'océan Indien.</text>

Cette étude centrée sur le cas de Pékin démontre que dans le système post-réforme, comme dans l’ancien système socialiste, une grande partie de la population est marginalisée au regard de ces opportunités, du fait du statut de migrant. Les migrants sont particulièrement nombreux dans les immeubles locatifs privés de qualité médiocre et de loyer élevé, alors que les résidents originaires de Pékin continuent à dominer dans le parc locatif public subventionné et l’acquisition d’anciens logements publics. La source d’inégalité n’est pas le fait d’être un “local” ou un nouveau venu, mais plutôt la classification officielle comme migrant avec hukou rural. Les migrants à hukou urbain sont, en fait, avantagés dans le nouveau système. Les données d’après l’an 2000 montrent une expansion rapide des nouveaux logements produits par le secteur privé à Pékin et achetés au prix du marché. Reste à voir si l’accès à ce “logement commodifié” va surmonter les politiques discriminatoires d’allocation de logements par l’État. </text>

                <text>Market reform in China has created new housing opportunities for urban residents, particularly the option of purchasing former public housing at subsidized prices. This study of Beijing demonstrates that in the reform system, just like the prior socialist system, a large fraction of the population is marginalized from these opportunities by virtue of their status as migrants. Migrants are disproportionately found in relatively high-cost, low quality private rental housing, while native residents continue to dominate the remaining subsidized public rental sector and the purchase of former public housing. The source of inequality is not whether the person is a local or newcomer, but more specifically official classification as a migrant with agricultural registration. Migrants with urban registration are actually advantaged in the new system. Post-2000 data show rapid expansion of new housing produced by the private sector in Beijing and purchased at market prices. It is yet to be seen whether access to this “commodity housing” will overcome discriminatory state allocation policies. </text>

                <text>The paper is concerned with the inter- relationship between macro- and micro- environmental issues in residential care for the elderly, and begins with a discussion of the historical development of residential care for older people. Changes in the past decade will be addressed in the light of demographic and social changes. Such a discussion will allow us to look at: changes in and consequences of the distribution of residential care, i.e. national profile and local examples (maps provided); planning implications; services implications; changes in and consequences of the current accessibility and utilisation of residential care. The paper concludes with an examination of the implications of these changes of the structure of residential care and the lifestyle of individual elderly people.</text>

                <text>We performed a correspondence testing in order to assess the potential discrimination at job access level against young people of ethnic origin from the underprivileged suburbs of the Paris area (Ilede-France). We measure simultaneously the effects of place of residence (privileged or underprivileged city), of nationality (French or Moroccan), and of sound of surname and of forename (French or Arab), on the chances of obtaining a job interview when answering a job ad. We base our assessment on a controlled experiment conducted on the profession of waiter. We constructed 16 jobseeker profiles and sent 938 resumes in reply to 118 job vacancies advertised at the end of 2006. We obtain two results. First, there is evidence of a significant effect against the candidates with an Arab origin; second, there is evidence of residential discrimination against the candidates that are either the most qualified or of French origin. Overall, discrimination would tend to level down the employment opportunities of the candidates in underprivileged suburbs by putting at a disadvantage the candidates that are usually the most favored.</text>
