                <text>Les enjeux paysagers et agricoles sont devenus prégnants dans l'agencement des espaces d'une grande agglomération comme l'Ile-de-France à tel point que les nouvelles procédures, comme les zones agricoles protégées, s'invitent dans les opérations d'aménagement comme les OIN. De telles évolutions illustrent une volonté nouvelle d'un aménagement rural et urbain partagé avec du côté rural le maintien d'un paysage patrimonial susceptible de formaliser une entrée de ville de qualité et le souci d'une alimentation saine et de proximité. Le difficile avènement de l'agri-urbain renvoie toutefois à trois questions : celle des échelles ou des territoires d'intervention ; celle des acteurs et de leur coalition pour faire advenir une gouvernance multi-niveaux ; celle enfin des pratiques au quotidien autrement dit des formes d'intervention sur les paysages et de leur publicisation.</text>

This special issue considers together (i) the role of democracy (or lack of it) in the city (Ramaswamy, Heuz&amp;eacute;, Ahmad); (ii) the redeployment of urban politics along with economic restructuring (Rajagopal); and (iii) the role of the city in democracy (Gazdar &amp;amp; Mallah)&amp;mdash;which suggests that the three dimensions of urban democracy are not mutually exclusive but on the contrary overlap and reinforce each other. The five papers in this issue focus on four South Asian cities&amp;mdash;Karachi, Kolkata, Mumbai and Ahmedabad&amp;mdash;while the book review adds elements about Delhi. Sur cette base, les faiblesses et les forces des politiques régionales et locales italiennes sont esquissées.                 <text>The paper analyses the unresolved question of urban and metropolitan governance in Italy in the light of current trends towards re-centralization at national level of policies and resources. This is part of a broader global-local issue. While the “global” has received an extraordinary recognition, a mistrust towards the “local” as and obstacle to development continues to be part of the political and economic dominant approaches in Italy. On this base, weaknesses and strengths of Italian regional and local policies are sketched. There is a growing need to conceive the “local” in a more universal way: the city as a complete society open to cross-border relations with other placesand cultures, and a node of wider global city-regions and networks. An approach towards macroregional governance in the framework of European place-based reform of territorial cohesion is finally proposed. </text>

Il appelle dans une deuxi&amp;egrave;me partie &amp;agrave; une transformation de la ville par l&amp;#39;am&amp;eacute;lioration de la vie quotidienne de ses habitants (accent mis sur la personne, sur le b&amp;acirc;ti et l&amp;#39;urbain ainsi que sur le d&amp;eacute;veloppement &amp;eacute;conomique et donc l&amp;#39;emploi). &lt;br /&gt;

  Les évolutions contemporaines du peuplement des villes-centres sont marquées par la croissance de multiples formes de ménages détachées du modèle familial nucléaire. Cela fait dire à certains qu'une nouvelle phase de croissance urbaine s'est ouverte dans les sociétés capitalistes avancées, la « réurbanisation ». Cet article met l'accent sur la présence croissante de jeunes adultes vivant seuls ou avec un(e) partenaire dans l'espace urbain central et relie cette évolution aux mutations contemporaines des parcours d'entrée des jeunes dans la vie adulte. L'analyse cherche à cerner la nature des dynamiques territoriales initiées par ce type d'évolution socio-démographique et à en interroger le sens au prisme conceptuel de la gentrification. Les observations empiriques réalisées sur le cas de Bruxelles nous amènent à relever l'importance particulière d'un processus de gentrification marginale sur le marché locatif privé.

                <text>This contribution presents the way we use the concept of ambience and the method of "commented walk" with the intention of comprehending the expectations that two ecological neighborhood users have of the space they live in. We call these expectations "expected space". Our main key to access it is the collection of perceptions and evaluations of the lived space during commented walks. The hypothesis we work on is that people judge the space they live in by comparing what they perceive with what they expect. By asking people about their perception and judgment of their everyday environment, we are able to understand the reference and representations they use to judge, in other words the "expected space".</text>

                <text>Secouée par l'agitation boulangiste dans les années 1880 puis par l'agitation ligueuse dans le contexte de l'affaire Dreyfus dans les années 1890, la France est marquée par de nombreux mouvements sociaux assez violents, à une époque où l'anarcho-syndicalisme est omniprésent dans la classe ouvrière et où le syndicalisme révolutionnaire devient l'idéologie dominante au sein d'une CGT qui se structure lentement. Fidèles à une réputation ancienne de violence, les bouchers parisiens n'échappent pas aux manifestations bruyantes du moment. Du côté patronal, alors qu'une grève violente est organisée en 1889 à la Villette contre l'importation des moutons allemands et que certains chevillards (bouchers en gros) apportent leur soutien actif aux coups de mains antisémites et nationalistes du marquis de Morès en 1891 et de Jules Guérin en 1897-1899 (au sein de sa fameuse Ligue Antisémitique), les patrons bouchers détaillants font preuve d'une certaine modération (par rapport aux épiciers notamment), lors des grandes manifestations organisées par les ligues de défense du petit commerce contre les coopératives de consommation ou les grands magasins. Du côté des employés, il est très intéressant de voir que la principale revendication ouvrière, à savoir la suppression des bureaux de placement payants, va entraîner un déchaînement d'actions violentes (attentats meurtriers) entre 1888 et 1892, ce qui débouche sur la fermeture de la Bourse du Travail de Paris en 1893 et sur une répression policière féroce qui touche la plupart des Chambres syndicales ouvrières. Tout en refusant les intrusions socialistes, la Chambre syndicale ouvrière de la Boucherie de Paris fait preuve d'une certaine modération dans ses positions par rapport à d'autres professions plus virulentes (les coiffeurs et les limonadiers notamment). L'utilité du recours à la grève revient souvent dans les débats au sein des syndicats ouvriers, avant leur intégration progressive au sein de la CGT.</text>

                <text>Le développement durable se voulait un projet de civilisation, mais le concept a vite été fragilisé par la suprématie des intérêts économiques, et par l’enfermement dans des préoccupations d’ordre environnemental. Dans la période de crise actuelle, on s’interroge : comment veut-on vivre ? avec quelles valeurs ? dans quelles villes et dans quels territoires? Il s’agit ici de voir comment les arts et la culture peuvent contribuer à cet objectif du « vivre ensemble ». Au-delà de positionnements opportunistes, on observe qu’une meilleure prise en compte de la culture, dans ses différentes acceptions, peut promouvoir des approches transversales, reposant sur les valeurs de solidarité, de respect de la diversité culturelle, de démocratie locale et de citoyenneté, et remettre ainsi les habitants au cœur des politiques et des projets de territoires. La recomposition du paysage culturel que l’on observe en France, notamment autour des agendas 21 de la culture et des nouveaux territoires de l’art, témoigne de la part d’artistes, élus et autres professionnels de la culture d’une volonté de travailler au plus près de la population afin de monter des projets qui remettent la culture au cœur des politiques locales. </text>

                <text>Sustainable development was supposed to be a “civilization” concept, but the power of the economic interests and the pressure of the environmental issues have fragilized the concept. With the recent world crisis, many questions now arise: we must change our model, but how do we want to live, with which values and indicators, in what kind of towns and territories? In this article we propose to analyse how cultural development can help to reach the aim of “living together”. Indeed, taking into account cultural diversity and initiating local activities enables to develop new kinds of projects with the inhabitants, and to promote essential values such as local democracy, solidarity, tolerance, proximity… The changes in the French cultural policies seem to show that things are moving that way. </text>

                <text>About eighty percent of Addis Ababa’s settlements are considered “slum”. The study examines the phenomenon of urban upgrading in tenant-dominated non-planned inner-city settlements of the city. It focuses on tenants’ responses and spatial transformations. The phenomenon is investigated through the analysis of case studies located in three localities. The data are primarily collected through qualitative techniques supplemented by a quantitative technique. The investigation is carried out from the perspective in which upgrading is viewed as a process embedded in a dynamic context, rather than a decontextualised static project. Based on the case studies analytical generalizations are made. </text>
