Le premier bilan de l'étude des syndicats mixtes SRU témoigne de la souplesse de l'outil face à la diversité des situations locales. Cet article propose d'approfondir la manière dont les autorités organisatrices de transport urbain (AOTU) « pensent » les pôles d'échanges lors du contexte particulier que constitue l'élaboration du PDU. On se demande si les pôles d'échanges, au-delà de leur participation à la « phraséologie » des procédures de planification, peuvent constituer un nouvel outil pour l'action publique locale. Pour cela, une déconstruction du discours des projets de déplacements urbains est effectuée pour saisir si les pôles d'échanges incarnent des problématiques d'intégration spatiale et intersectorielle dans des procédures qui sont censées mettre en œuvre ces enjeux. Concernant la question spatiale, l'analyse montre que les pôles d'échanges et l'intermodalité apparaissent rarement dans les PDU comme des vecteurs d'interfaces entre les institutions. Suite aux changements de statuts et de périmètres des AOTU, les projets de pôles d'échanges semblent plutôt au service de l'identification du territoire communautaire. Au niveau intersectoriel, les PDU peinent à identifier des nodosités territoriales (selon l'expression de Claude Raffestin) qui pourraient en être le support de l'interface entre urbanisme et transport. Les PDU indiquent plutôt leur intention de « favoriser l'urbanisation à proximité de lignes de transport collectif » comme si les nœuds d'articulation des réseaux n'avaient pas de rôle particulier à jouer dans la structuration du territoire. Au final, les résultats de cette recherche insistent sur le fait que, dans l'esprit des PDU, les pôles d'échanges semblent surtout associés à la construction d'un modèle de ville « insulaire », en servant tantôt de filtre (via les parcs-relais), tantôt de démultiplicateur de l'accessibilité au centre de l'agglomération et à toutes les échelles. A partir d'une étude bibliographique, cette terminologie permet de clarifier des mots voisins utilisés dans des contextes différents. L'article montre notamment que l'émergence du terme « pôle d'échanges » et de son équivalent « parc-relais » fait sens par rapport à l'évolution de ces dispositifs. En effet, le besoin de « nommer » ces lieux complexes témoigne de leur importance grandissante dans l'organisation à la fois des réseaux et des fonctions urbaines (répartition de l'habitat, de l'activité, des services ...). Ces dynamiques convergent vers un intérêt croissant pour ces lieux de l'intermodalité mais ne suffit pas à résoudre la diversité des approches, des définitions et des manières de faire les pôles d'échanges. Le panorama est complété par un regard croisé des enjeux liés à l'aménagement des pôles d'échanges dans la région stéphanoise et dans l'arrondissement de Valenciennes. <br /><br />Cette recherche a notamment permis de mettre en valeur le rôle des pôles d'échanges dans l'affirmation d'une identité d'agglomération. Ces nœuds s'affirment comme des objets de pouvoir tout en constituant des lieux d'incertitude et de tâtonnement de l'action publique locale. L'analyse a également pointé les difficultés de l'intercommunalité sur les projets qui dépassent le strict cadre de ses compétences et de son périmètre. In the context of an emerging transborder metropolitan region between urban areas of France (Dijon, Besançon, Mulhouse), Switzerland (Basel, Neuchâtel) and Germany (Fribourg), this article deals with the potential territorial effects of a main infrastructure project, the Rhin-Rhône high-speed lane (TGV), currently in construction. After a reflexion on the morphology of the transport network in the intermediate spaces, we measure the prospects of mobility offered by the TGV Rhin-Rhône. This work will identify the tensions and recompositions in the role-playing of actors in this project of high-speed rail infrastructure. The issue of this paper is to analyze the opportunities and the risks resulting from the construction of the TGV network, built to answer to stakes of a higher space scale.
