Le "Lotus Bleu" est composé entre 1934 et 1935 par Hergé et Tchang Tchong-jen. La Shanghai des années trente, des concessions et de l’occupation japonaise y est le théâtre principal des aventures de Tintin. Shanghai est encore à l’époque d’Hergé une ville cosmopolite, la perle de l’Orient, le Paris de l’Asie du sud-est.&#13;
&#13;
Mais Hergé ne retient rien du cosmopolitisme de Shanghai. Aucun bâtiment classique des rives du Huangpu — le fameux Bund, essentiellement construit par les britanniques —, aucun hôtel ou édifice caractéristique de la concession internationale n’est ici représenté. Aucun décor de la Shanghai des années trente ne subsiste dans l’illustration. L’atmosphère y est souvent nocturne, ce qui est un peu un paradoxe pour la "ligne claire". Des aplats de gris et halos de lumière, de la pluie, certains lieux sordides ou en transition…   &#13;

This figure exceeds 300,000 in the case of Shanghai. Before 2015, the majority of China&amp;rsquo;s population will be living in urban areas. Shanghai New Towns documents and analyses the meteoric rate of urbanization of the countryside round Shanghai, most particularly the part played there by New Towns and New Villages. This decentralized planning model takes its cue from classic examples from Russia and Western Europe. A few pilot new towns have been developed on paper with help from Western designers and then adapted to suit Chinese standards. This book shows how the plans have been put into practice. Photos, essays by Chinese and Western critics and descriptions of projects illustrate what daily life looks like and how these new cities function within the Yangtze River Delta Metropolitan Area as a whole.                 <text>Two years ago I lived for 11 months in the 17th floor of a high-rise building in Shanghai. My bedroom had a small bow window, a privileged observatory; wherefrom everyday I looked at the city. From there, there wasn't architecture anymore, there wasn't social life; there was just a big pattern. On the contrary when I was walking on the street, Shanghai appeared to me a crowded city full of signs, people, messages and objects: a tremendous chaos. Looking from my window every thing was appearing differently: it was calm and diffuse. My glance was wondering in front of that view that every morning was changing. Every morning the city was more or less suspended, it was wrapped in a thinner or thicker layer of haze. This opacity made the city lighter, impalpable, almost fragile in front of my eyes. This aesthetic quality won me; I was every day inside a fairy-tale. I connected my visual experience with the "Air" of Shanghai. Here it started "Shanghai, Air and other stories".</text>

The American metropolis has been transformed over the past quarter century. Cities have turned inside out, with rapidly growing suburbs evolving into edge cities and technoburbs. But not all suburbs are alike. In Shaping Suburbia, Paul Lewis argues that a fundamental political logic underlies the patterns of suburban growth and argues that the key to understanding suburbia is to understand the local governments that control it - their number, functions, and power. Using innovative models and data analyses, Lewis shows that the relative political fragmentation of a metropolitan area plays a key part in shaping its suburbs. &lt;br /&gt;

After the Holocaust, the empty, silent spaces of bombed-out synagogues, cemeteries, and Jewish districts were all that was left in many German and Polish cities with prewar histories rich in the sights and sounds of Jewish life. What happened to this scarred landscape after the war, and how have Germans, Poles, and Jews encountered these ruins over the past sixty years?&lt;br /&gt;
&lt;br /&gt;
In the postwar period, city officials swept away many sites, despite protests from Jewish leaders. But in the late 1970s church groups, local residents, political dissidents, and tourists demanded the preservation of the few ruins still standing. Since the collapse of the Soviet Union in 1989, this desire to preserve and restore has grown stronger. In one of the most striking and little-studied shifts in postwar European history, the traces of a long-neglected Jewish past have gradually been recovered, thanks to the rise of heritage tourism, nostalgia for ruins, international discussions about the Holocaust, and a pervasive longing for cosmopolitanism in a globalizing world.&lt;br /&gt;
&lt;br /&gt;
Examining this transformation from both sides of the Iron Curtain, Michael Meng finds no divided memory along West-East lines, but rather a shared memory of tensions and paradoxes that crosses borders throughout Central Europe. His narrative reveals the changing dynamics of the local and the transnational, as Germans, Poles, Americans, and Israelis confront a built environment that is inevitably altered with the passage of time. Shattered Spaces exemplifies urban history at its best, uncovering a surprising and moving postwar story of broad contemporary interest.&lt;/div&gt;

                <text>How does the symbolic violence of political language find expression in the process of metropolization and what dominant rhetorical forms does it take? We have drawn on the results of recent studies of public policy in the urban regions of Naples, Toronto, Montreal, Lyon, Strasburg and Grenoble to call into question the nature of the political narratives used in the metropolitan development of these major urban regions. We draw the conclusion from these studies that the political élites involved (elected representatives, administrative officials and associated experts) are experiencing trouble in finding a credible and legitimate form of discourse at the inter-communal level when they try to formulate and justify their priorities for public action at this governmental level in matters concerning territorial planning and development and the promotion of social cohesion. In their different ways of promoting the metropolitan area, one observes a serious failure to convey meaning in their use of political rhetoric devoid of emotion, as also in their professional explanations which fail to galvanize and captivate the public because of their lack of expressive eloquence. To understand how these failings in political narrative illustrate but also explain the ineffective, uncertain and tentative governability of urban institutions, this paper sets out to integrate into a cognitive approach to public policy the effects of context and of territoriality, by calling upon different analytical traditions (includind Cultural Studies and Narrative Policy Analysis). This combinative approach leads us to emphasize in conclusion that the transcoding processes of conveying the local common good can seriously hinder the emergence of a working political order at the metropolitan level.</text>

In the 21st century, urban development is facing new challenges caused by the parallel occurrence of both growing and shrinking cities. The development patterns and instruments of urban growth are well-known. However, the processes of shrinkage and its broad societal consequences, which affect an increasing number of cities, need intensive investigation. &lt;br /&gt;
&lt;br /&gt;
Using the example of German urban development, Dr. Sigrun Kabisch describes the causes and consequences of urban shrinkage. The discussion of the &amp;ldquo;Urban restructuring program&amp;rdquo; as the political answer to urban shrinkage draws attention to the complex linkages in urban development. In particular, housing demolition as one reaction to shrinkage can bring about new urban land use patterns including more green and open spaces on the one hand, but also psychological stress situations for the affected inhabitants on the other. &lt;br /&gt;
&lt;br /&gt;
Based on this finding, Dr. Kabisch argues, we need new thinking about urban development. A comprehensive approach with context sensitivity is necessary to discover and use the opportunities of urban shrinkage. In this vein, accepting shrinkage as an urban pathway can help to develop the affected cities in a more sustainable way.&lt;/div&gt;

                <text>Si la question des villes en décroissance, ou Shrinking Cities, est de plus en plus étudiée en Europe comme aux États-Unis, elle ne fait jusque-là l’objet que d’un intérêt très limité en France. En effet, peu de travaux de recherche ont été consacrés à la décroissance urbaine, et les politiques urbaines, du moins au niveau national, s’en sont peu préoccupées. Cette situation pourrait s’expliquer par le fait que ce processus n’a pas atteint, en France, le seuil critique qui en ferait un enjeu académique ou politique. Afin de vérifier cette hypothèse, cet article a pour but de mesurer l’ampleur du processus des villes en décroissance en France.                 <text>While Shrinking Cities are the object of a growing interest in Europe and in the United States, they remain understudied in France. Indeed, few research works have been dedicated to the topic and urban policies, at least at the national level, do not deal with this question. This situation could find an explanation in the fact that the process of urban shrinkage, in France, has not reached the point where it could get academic and politic attention. In order to verify this hypothesis, this article aims at measuring the extent of the phenomenon of urban shrinkage in France. It will try to assess whether this process, although internationally recognized, is in France as marginal as the lack of interest it creates suggests or whether its evolution could lead to a better recognition by national policies.</text>

Un travail de généalogie de nos façons de vivre en ville permet de montrer en quoi cette exotisation participe d’un corpus de techniques d’usage des mondes urbains par lesquelles les habitants rapprochent des espaces-temps distincts dans un « transfert analogique » (Lahire, 1998), qui offre l’occasion d’un « déplacement » récréatif. L’accomplissement de ces voyages imaginaires requiert toutefois des lieux dotés d’une épaisseur sémiotique/symbolique singulière, situés le plus souvent dans les quartiers centraux des villes d’Occident. Il peut alors paraître judicieux d’interroger la pertinence des modèles issus de la géographie du tourisme pour penser certains aspects des processus urbains contemporains, notamment celui du retour en ville d’une nouvelle classe moyenne. Le recours à ces modèles semble en effet susceptible de compléter les deux grandes interprétations de la gentrification, soit celles de la rente urbaine et de la consommation ostentatoire. Dans leur quête du bien vivre en ville qui les attire vers les quartiers populaires, se pourrait-il que ces habitants quêtent les conditions d’une « recréation » immédiate de soi, qui leur permette de regagner, régénérés, la sphère du quotidien productif ? </text>

                <text>Our geographic modernity seems to be characterized by an unprecedented process resulting in the attribution of exotic traits to familiar elements. A genealogy of our urban ways of life shows how this process stems from a body of techniques of urban usages by which city-dwellers draw distinct time-spaces closer to each other, through an “analogical transfer” (Lahire, 1998). This provides the opportunity for recreational journeys. However, such imaginary journeys require places characterized by a singular symbolic/semiotic substance, most often situated in the central neighborhoods of Western cities. It therefore seems appropriate to question the relevance of the models of geography of tourism to study certain aspects of contemporary urban processes, particularly the return to the city of a new middle class. Resorting to these models may complete the two main interpretations of gentrification, namely urban income and ostentatious consumption. Their quest for urban life, which draws them towards popular neighborhoods, may betray a search for the conditions of an immediate self-recreation, allowing them to return to the daily sphere of production feeling refreshed. </text>

                <text>Durant les années soviétiques, l’homme a entrepris de dominer la nature vierge de l’est de l’Oural. Sédentarisant des populations nomades ou semi-nomades qui vivaient dispersées sur de grandes étendues pour y construire des villes minières en particulier, l’URSS a causé des dommages à l’environnement dans les années soixante qui se ressentent aujourd’hui. Dans la partie orientale de la Sibérie, la création des villes remonte au début du xxe siècle Pour comprendre les enjeux d’une politique écologique dans le contexte sibérien, on se posera ici les questions suivantes : qu’est-ce qu’une ville de Sibérie dans un pays de taïga et de toundra qui vit essentiellement de l’industrie minière dans le contexte post-communiste ? Comment l’espace citadin s’inscrit-il dans l’environnement ? Quelles relations entretient-il à la nature ? Pour répondre à ces questions, nous décrirons tout d’abord l’espace environnemental de la nature, des campagnes et des villes. Puis, nous nous demanderons comment ces nouvelles républiques autonomes de Sibérie comme la Yakoutie gèrent l’héritage soviétique, prises entre le désir de mettre en œuvre une politique écologique sous les sollicitations à la protection de l’environnement des organisations internationales et les nécessités de survie économique qui dans le contexte russe et mondial les incitent à exploiter à nouveau des richesses minières au mépris de leurs engagements en faveur de la protection environnementale. La république Sakha (Iakoutie) servira de cadre à notre recherche. </text>

                <text>Emilie Maj. Soviet legacy and environmenal stakes in Siberian city  During the Soviet years, man tried to master virgin nature East of the Urals. By settling nomadic or semi-nomadic populations living on vast tracts of land to build mining towns in particular, the USSR caused environmental damages in the 1960’s which are now felt today. To understand what is at stake in an ecological policy in the Siberian context, the following questions will be asked: what is a Siberian town in a Taiga and Toundra country, that derives most of its living from mining industry in the post-communist context? How does the urban space fit in the environment? What relationship does it have with nature? To answer these questions, we will first describe the environmental space of nature, countryside and town. Then, basing our research on the Sakha republic of Yakutia, we will ask how the new autonomous Siberian republics manage the Soviet heritage, as they are caught between the desire to put in place an ecological policy to protect the environment in response to appeals by international organisations, and the necessities of economic survival which incite them to start exploiting their mining wealth again in spite of the environmental protection promises they have made. </text>

Dans un proche avenir, &lt;br /&gt;l'approche géographique de notre monde qui est véhiculée par des outils comme &lt;br /&gt;Google Earth ou le Géoportail 3D deviendra courante et s'adressera au plus grand &lt;br /&gt;nombre, contribuant ainsi au développement d'une culture géographique plus intuitive. &lt;br /&gt;Devant le succès et l'engouement dont bénéficient actuellement les technologies 3D et leurs diverses &lt;br /&gt;applications, il paraît aujourd'hui intéressant de faire un état des lieux. Quel exemple plus diversifié &lt;br /&gt;pour cela que le champ des collectivités territoriales et de leurs multiples compétences. &lt;br /&gt;Le service Système d'Information Géographique Urbain (S.I.G.U.) de la Ville du Havre a commencé &lt;br /&gt;à modéliser la Ville en trois dimensions dès l'an 2000. L'intérêt de cette démarche et des possibilités &lt;br /&gt;qu'elle offre ont pu largement être vérifiés, notamment pour ce qui concerne la concertation publique &lt;br /&gt;et l'accompagnement de projets. &lt;br /&gt;L'activité s'est alors développée. Une maquette virtuelle complète de la Ville a pu être constituée et &lt;br /&gt;continue maintenant à s'enrichir. Son exploitation a permis au service S.I.G.U. d'acquérir une solide &lt;br /&gt;expérience, dont on trouvera dans la suite de cet article l'illustration de quelques résultats.</text>

                <text>Cet article étudie la signalétique du métro parisien en tant que dispositif d'ordonnancement qui engage les usagers dans une forme de coproduction particulière du service de mobilité. À partir d'une analyse des documents internes et d'entretiens menés au sein de la RATP, il montre que ses concepteurs ont misé sur certains usages qui supposent de la part des voyageurs des attitudes et des compétences spécifiques. Quatre principales figures d'usagers anticipés sont ainsi identifiées qui reposent sur quatre formes d'engagement avec la signalétique : celle d'un voyageur qui contrôle son trajet en déchiffrant des informations, celle d'un planificateur qui anticipe en computant une série de données, celle d'un voyageur qui résout des problèmes en reconnaissant des formes, et enfin, celle d'un voyageur qui réagit presque automatiquement à des repères. Ces figures constituent le fondement d'une politique de l'attention pluraliste que la signalétique installe au cœur du service de mobilité.</text>

                <text>Les opérations de requalification des centres des petites villes se sont multipliées depuis deux décennies. Cet article analyse comment le réaménagement des centres-villes s'inscrit dans un processus de patrimonialisation qui participe à une nouvelle conception de l'urbanité à travers une mise en scène des espaces centraux. Cette mise en scène des espaces publics passe par la multiplication de signes d'ancienneté. On peut distinguer des modalités différentes selon que les artefacts mobilisés renvoient à l'histoire du lieu, à des éléments hérités du passé et réinscrits dans l'espace ou qu'ils relèvent d'une ancienneté générique telle qu'elle s'est popularisée dans l'usage des mobiliers urbains « de style » — comme les candélabres « tradition » et bornes en fonte symbolisant l'appartenance à une urbanité d'apparence. Ce phénomène identitaire particulier vise à produire une urbanité, au moins physique. Cette artefactualisation amène à une redéfinition de la patrimonialisation. La tendance actuelle à la substitution d'« objets patrimoines » par des signes rappelant leur existence passée et les artefacts simulant de l'ancienneté et suscitant de l'historicité mobilisent les notions d'ambiance, d'esthétique et de « simulacre » selon le terme utilisé par Jean Baudrillard. La combinaison des références au patrimoine local et à l'ancien générique participe d'une mise en scène plus globale visant à inscrire le centre dans le temps long et à la production esthétique d'une néo-archéo urbanité « petite ville ».</text>

                <text>Cette communication aborde les aspects esthétiques et sémiotiques intéressant la réévaluation d'un type d'urbanisme issu d'un mouvement d'expansion de petites villes, au Moyen Age, dans le Sud-Ouest de France : les bastides. Nous y abordons l'histoire de la chose et du mot entre mythe et réalité et l'imposition d'un modèle théorique par Viollet-Le-Duc et par des historiens. Nous développons ensuite les dimensions proprement esthétiques et sémiotiques du sujet posées par la réhabilitation patrimoniale au travers des restaurations et de la revalorisation. Des choix impulsés par les Monuments historiques ou les Architectes des bâtiments de France à la communication visuelle que ces revalorisations ont inspirée, nous comparons deux modes sémiotiques à propos de l'énonciation de cette esthétique de la beauté " historique " : celui de l'architecture et celui de la représentation du patrimoine. Quels signes circulent à propos de cet idéal de beauté ? Telles sont les questions posées dans cette contribution appuyée sur des analyses de cas : restauration de la bastide de Damazan (Lot-et-Garonne) ou communication promotionnelle de Pierre et Vacances à Monflanquin (Lot-et-Garonne).</text>
