This document presents an attempt to build a theoretical framework for the spatial analysis of social facts, derived from Tobler's first law of geography (‘Everything is related to everything else, but near things are more related than distant things') and Blau's theory of macro sociology and multilevel structural analysis. At individual level four basic times of position and interaction are defined (geographical/sociological and discrete/continuous). It is then necessary to discuss the effects of scale aggregation and time dynamics on the elementary levels of position and interaction. This part is illustrated by examples about airflows between world cities in 2000 and euro coins diffusion across borders between 2002 and 2007.

Our study, which is based on a qualitative survey, attempts to understand everyday sound perception in urban public spaces. Parameters influencing sound perception are investigated. The elaboration of a complex methodological protocal allows us to match qualitative and quantitative data (questionnaires, focus groups, pictures, acoustic measurements, interviews, sonic mind maps). The results presented in the paper illustrate the importance of sonic perception in the evaluation of urban ambiances.

In this paper the problem of a city with access to two firms or facilities (shopping malls, airports, commercial districts) selling a differentiated product (shopping, flights) and/or offering a differentiated workplace is studied. Transport connections to one facility are congested. A model is presented for this asymmetric duopoly game that can be solved for a Nash equilibrium in prices and wages. A comparative statics analysis is used to illustrate the properties of the equilibrium. A numerical model is then applied to the two Brussels airports. Three stylised policies are implemented to address the congestion problem: expansion of transport capacity; congestion pricing; and a direct subsidy to the uncongested facility. Our results indicate that the degree of intrinsic differentiation between the two firms is crucial in determining the difference in profit and market share. Price and wage differences also depend on trip frequency and consumer preferences for diversity. Congestion pricing is the most effective policy tool but all three options are shown to have attractive attributes.

Business environment in which a port carries out its operation is increasingly reflected by intra- and inter-port competition on regional and global scales, resulting in port concentration and deconcentration. While a number of recent studies interpret those phenomena as impacts from global forces such as containerisation, little has been done about local forces such as the evolving relationships between urban policy and port growth. This paper proposes to compare how the two global hub port cities of Hong Kong and Singapore have sustained their port activities while transforming into major economic centres. Entropy indexes are calculated by district, based on service industries related to port activities between 1993 and 2004. Results show the spatial shifts of port-related activities stemming from simultaneous factors, such as port competition which affects the international position of Hong Kong and Singapore, and lack of space and congestion at the port-city interface. However, one main differentiating factor in the evolution of the two hub port cities is the varying impact of regional cross-border relations with mainland China and Malaysia.

Conditioned by the largely rejecting and discriminatory socio-political climates in the United States and the transplanted Chinese cultural traditions, the Chinese in metropolitan Chicago before WW II displayed striking occupation concentration and residential dispersion. The dispersion, however, had little bearing in assessing their incorporation into the mainstream as their primary group association was intricately connected to Chicago's Chinatown. More than half a century later, Asian population, Chinese being one of the largest components, in metropolitan Chicago has achieved substantial spatial integration. In comparison with blacks and Hispanics, Asians in general and Chinese in particular have demonstrated higher degree of residential integration, education attainment, and general socio-economic achievements. This is partly attributable to the changing composition of the Chinese population and the much improved pluralistic, cultural and socio-economic climates in the United States.

En raison du climat de rejet et de discrimination socio-politique des États-Unis, mais aussi de traditions culturelles transplantées, les Chinois de Chicago montrent, avant la Seconde Guerre mondiale, une remarquable concentration spatiale de leurs activités doublée d'une grande dispersion résidentielle. Different forms of spatial knowledge (expert, tacit, sector and community knowledge) are a strategic resource in urban development. Research methods concerning participatory data collection and analysis that elicit and integrate the various forms of knowledge or co-produce knowledge through collaboration between scholars and practitioners have the potential to inform local action and public policy. Recent developments in the (geo)information technology and data collection tools have extended the opportunities for spatial knowledge production, use and exchange. Such technical advances have the potential to both enhance wider access and understanding as well as to result in more exclusive processes. Although such tools have generally been the preserve of professionals there are increasing examples which suggest they might offer some inclusionary benefits like the case of the collaborative Map Kibera project (http://www.mapkiberaproject.org/) in which a digital geo-referenced database of physical and socio-demographic database of an informal settlement is created and shared, or the provision of and access to user-generated data on Google Earth and Google Maps. While technology opens up new avenues for knowledge management, data reliability and the type of knowledge transmitted will become a pressing issue due to the open access to internet platforms and lack of control concerning user-generated information and reference data. We start the paper with a theoretical discussion on knowledge management models, followed by a review of available tools for the production, use and exchange of various forms of knowledge. Building on the review and examples of our own work in Asia, Africa, and Latin America, we highlight key challenges, added value and its limitations in urban development. We argue that although much progress has happened, development of technology and new tools alone is not able to fully address key issues regarding greater accountability, empowerment, production, control and use of information. These developments may also foster social exclusion, which could hinder greater benefits of participatory spatial knowledge management in the context of urban sustainability.

Urban planning is a complex field of knowledge and practice. Through the decades, theoretical debate has formed an eclectic set of possible perspectives, without finding, in our opinion, a coherent paradigmatic framework which can adequately guide the interpretation and action in urban planning. The hypothesis of this book is that the attempts of founding an autonomous planning theory are inadequate if they do not explore two interconnected fields: architecture and public policies.The book critically reviews a selected set of current practices and theoretical founding works of modern and contemporary urban planning by highlighting the continuous search for the epistemic legitimization of a large variety of experiences. The distinctive contribution of this book is a documented critique to the eclecticism and abstraction of the main international trends in current planning theory. The dialogic relationship with the traditions of architecture and public policy is proposed here in order to critically review planning theory and practice. The outcome is the proposal of a paradigmatic framework that, in the authors’ opinion, can adequately guide reflections and actions. A pragmatic and interpretative heritage and the project-orientated approach are the basis of this new spatial planning paradigm.</div>

<b>Pier Carlo Palermo </b>is Dean of the School of Architecture and Society at the Politecnico di Milano, where he founded and directed the Department of Architecture and Planning. His main research interests concern the theory and history of urbanism, urban studies, spatial planning and policy design. He has worked as planning consultant on programmes of national and international interest (EU Programmes, Italian Ministries of Economics, Environment, and Infrastructure and other territorial institutions). He has published numerous books on these topics.</div>

His research activity focuses on the role of cultural policies and contemporary architecture in urban transformation and local development, and more recently on issues of urban planning and policy tools. Production of urban space is assumed to be a rent seeking activity, carried out by many developers who are constantly trying to get the best possible assessment of market and spatial features in order to better produce profit. Developers act locally, that is, they can choose their locations from all over the city, although they do not have a perfect foresight. Different urban locations prompt different types of development, e. g. several housing, commercial, industrial types, although each location can support more than one type development. The more structured the city is, the narrower is the type choice; on the contrary, in areas scarcely occupied the degree of freedom and unpredictability is larger. Developers compete to each other for locations where the land price is lower; in fact land is considered the single most important component of the development, in the sense that it is the only one whose price can vary and hence affect the price of the final good. Developers "invent" new locations constantly, by buying cheap land, investing on it and selling the resulting built space at higher prices. As soon as a developer discover a new location, others follow, making the land price to rise and the advantage to disappear. The resulting urban development is uneven and generally unpredictable; however, urban areas can be assessed from the point of view of its stability, or its resistance to change. A model has been tried out, as follows.Urban space is disaggregated in units of public space, each one presenting a certain level of urbanisation (infrastructure and built form), what affords a measure of spatial differentiation. Built form is also distinguished by their typological affiliation, so that the stocks are classified according to categories, precisely the ones taken on by developers. Moreover, stocks are also characterised by vintages, so that their actual market value can be updated after each iteration. The urban system is constituted by a network of public spaces, each one affording development of a certain number of types. This affordance is more restrict in the inner parts of the city and more open in the parts of scarce development or in sharp decay. The model tries to simulate the action of developers, either by giving them a profit goal or by fixing a urban growth preview. Decision making process is very simple; it involves choosing among different location alternatives the one which allies lowest costs (land and stocks to be devaluated) with highest values (more profitable building types). As developers compete and developments change the spatial affordances, dynamics of space production results unstable and shifting.

Postulates of W. Christallers central-place theory are discussed with an introduction of a new sixth postulats. Under consideration are specific cases of settlement systems which can not be described by the apparatus of the classical central-place theory. It is shown that besides external causes responsable for the deformation of Christaller grid (anisotropy of the territory, etc.) there are some inner, immanent causes of it which have spontaneous nature. The paper formulates basics of the relativist version of the central-place theory, introduces notions of "the degree of stability of urban settlement systems" and “isostatic equilibrium" (as an attractor). It presents the results of analysis of the degree of stabilite of settlement systems of Estonia, Armenia, Georgia, and Central Russia. It is substantiated that it is possible to create a theory of the Great Unification by applying the synthetic approach to both the relativist central-place theory and phasic conceptions of spatial development.

Widespread public support exists for the provision of natural amenities, such as lakes, rivers or wetlands, and for efforts to preserve these from agricultural pollution. Agri-environmental policies contribute to these efforts by encouraging farmers to adopt environmentally friendly practices within the vicinity of these ecosystems. A spatially targeted agri-environmental policy promotes natural amenities and may thereby affect household location decisions. The purpose of this paper is to investigate the extent of these impacts on the spatial urban structure. We extend a monocentric city model to include farmers' responses to an agri-environmental policy. Our main findings are that the implementation of a spatially targeted agri-environmental policy may lead to some additional urban development, which could conflict with the aim of the policy.

This area is presently undergoing an economic restructuring process which, due to their different occupational structures, can affect the activity rates of men and women differently.

Lors de l’hiver 2006, l’association Les Enfants de Don Quichotte installe un campement de tentes sur les berges du canal Saint-Martin, à Paris. Il s’agit alors de susciter le débat public au sujet de la situation des SDF, question qui semble confinée dans l’angle mort tant du point de vue des politiques publiques, que de celui des usages ordinaires constitutifs des espaces publics. L’originalité de l’action entreprise tient dans sa mise en scène, qui est structurée par un scénario, c’est-à-dire une mise en récit opérée dans et par l’espace.
During the winter of 2006, the organization Les Enfants de Don Quichotte installed a tent camp on the banks of the Canal Saint-Martin in Paris. The objective was to draw attention to the situation of the homeless which until then had remained invisible in public spaces and were neglected by public policies. This action generated an intense public debate. Our purpose is to focus on the originality of the action which lied in the way it was staged, structured by a script, set in a spatial narrative.

L'articolo analizza la dimensione spaziale del fenomeno migratorio nelle città italiane. Esso concentra l'attenzione sulle molteplici forme di insediamento dei migranti all'interno degli spazi urbani, con riferimento, in particolare, al caso di Napoli. Prende in considerazione tanto la dimensione residenziale quanto gli spazi “altri” e, in special modo, gli spazi pubblici che vengono trasformati dai migranti in relazione alle loro molteplici forme di appartenenza (di genere, etnica, lavorativa). L'esempio di Napoli mette in discussione le tradizionali interpretazioni del fenomeno migratorio nel Mezzogiorno italiano. Fino a un recente passato, si è dato in genere risalto al ruolo di quest'area - e, nello specifico, al ruolo della Campania - come spazio di transito per i migranti. In realtà, tale interpretazione del fenomeno migratorio nelle regioni meridionali lascia in secondo piano la complessità delle dinamiche migratorie contemporanee, trascurando di analizzare il ruolo svolto dalle risorse relazionali e dalle strategie messe in campo dai migranti nel loro processo di inserimento socio-spaziale. Per questa ragione, l'analisi delle diverse forme migratorie che si sviluppano nello spazio urbano necessita di una prospettiva che tenga conto di differenti scale territoriali, prendendo in considerazione le pratiche socio-spaziali che prendono forma a livello locale quanto a livello internazionale e globale. In questa prospettiva, Napoli non appare più come un “caso a parte”, irriducibilmente diverso dagli altri come è stato considerato finora, bensì come un laboratorio di nuove forme migratorie.

Starting from the traditional concepts, i.e. frictional, conjonctural and structural unemployment, and from a new one, i.e. structured unemployment, Serge L. Gouazé studies, using the example of the Ruhr industrial area, how the working together of conjonctural factors, structural ones and of some mecanisms of selection have led, after the first phase of passive reorganization of work market, to a more and more strong structuration of unemployment. In the Sixties, unemployment was in the Ruhr area mainly being a structural one. Now, after approximately ten years, the specific and uneven response of the firms to conjonctural fluctuations have led to a structured unemployment, of which long duration unemployment and recurrent one are two extreme configurations.
La controverse sur la nature du chômage actuel, keynésien ou classique, laisse au moins une question en suspens : celle de savoir comment s'opère le rationnement de l'emploi entre des actifs occupés et d'autres totalement privés de travail. Partant de la typologie traditionnelle chômage frictionnel, conjoncturel, structurel, complétée par la notion de chômage structuré, Serge L. Gouazé tente de montrer sur l'exemple concret du bassin industriel de la Ruhr comment la conjonction de facteurs conjoncturels et structurels d'une part et l'existence d'autre part de certains mécanismes de sélection répartissant de façon inégale le risque de chômage entre les diverses catégories de main-d'œuvre ont entraîné - après une première phase d'assainissement « passif » du marché de l'emploi - une « structuration » du chômage de plus en plus marquée. Si, dans les années 60, le chômage dans la Ruhr était principalement structurel, depuis une dizaine d'années la particulière et inégale réactivité des entreprises de la Ruhr aux fluctuations conjoncturelles a produit un chômage « structuré » dont le chômage de longue durée et le chômage récurrent sont deux manifestations extrêmes.
