The low-income populations of West and Southern African cities however share many socio-economic characteristics that influence travel behaviour (e.g. high levels of under-and unemployment, limited household resources, low levels of private vehicle ownership, etc). It is argued that an analysis of travel behaviour findings across these contexts would be beneficial to transport planners and policy-makers in Africa to bridge the French-English language divide. The aim of the paper is therefore to identify similarities and differences in travel behaviour amongst low-income populations in francophone and Anglophone African countries, and to discuss their implications for the formulation of policies and strategies directed at improving the travel conditions of the poor. The available French and English literature on travel behaviour in African cities is reviewed, which, together with the experiences of the authors in analysing passenger travel data collected in Burkina Faso, Mali, Niger, Senegal and South Africa, enables a meta-analysis of African travel survey findings amongst low-income populations in particular. The paper concludes with a discussion on the implications its findings have for the formulation of policies and strategies directed at improving the travel conditions of the poor. Particular attention is paid to the importance of walking as a travel mode, and to its equitable and efficient accommodation in policy and practice. Un tel constat s'explique d'abord par des caractéristiques de l'offre de transport motorisé qui, si elles sont le lot de la plupart des villes du Sud, sont néanmoins exacerbées en Afrique. D'une part, le taux d'équipement des ménages en véhicules motorisés est généralement très bas du fait de coûts élevés à l'achat comme à l'usage. D'autre part, la fréquentation des transports collectifs est souvent limitée par leur relative inadaptation aux besoins de la population, notamment en termes de fréquences et de couverture spatiale.<br />Parallèlement aux effets de ces caractéristiques propres aux différentes composantes de l'offre de transport, le contexte de crise économique et d'ajustement structurel qui touche les pays africains pèse sur la demande. Il a entraîné une chute sensible des niveaux de vie, pourtant déjà très faibles, des populations urbaines. Le transport, activité dérivée ayant essentiellement pour but de permettre la réalisation d'activités économiques ou sociales, est rarement mentionné au premier plan des préoccupations des ménages, supplanté par l'amélioration de la disponibilité de nécessités premières telles l'alimentation et le logement (Calpas, 1996). Néanmoins, les ménages ont mis en œuvre des stratégies de réduction des dépenses de transport (Godard et alii, 1996 ; Malou, 1996 ; Dillé, 1998) qui se sont traduites par une contraction de la demande solvable depuis les années 80 : substitution de déplacements motorisés par des trajets pédestres, suppression de déplacements non contraints... Diverses observations montrent, par exemple, une baisse des taux d'équipement en véhicules particuliers, voire la contraction des parcs automobiles, suite à des réductions fortes de pouvoir d'achat, comme à Abidjan (Godard, Teurnier, 1992) ou au Nigeria (Akinlo, 1998).<br />Tout semble donc indiquer une forte sensibilité des comportements de déplacement urbain à la "conjoncture''. Pourtant, le poids de la mobilité urbaine dans le budget des ménages africains reste mal connu. Nous cherchons ici à éclairer cette question, à partir de l'analyse d'une enquête auprès de ménages niaméens. Après un cadrage bibliographique qui montre la diversité des estimations disponibles pour quelques villes d'Afrique subsaharienne, nous discutons certains choix méthodologiques susceptibles d'expliquer cette variabilité. Puis nous explicitons les hypothèses retenues dans cet article. Après la mise en évidence de la faiblesse de l'équipement en véhicules individuels à Niamey, du fait notamment de coûts d'usage importants, il est alors possible d'estimer la place du transport dans les budgets des ménages, globalement et par quintiles de revenus. Les transports collectifs apparaissent ainsi comme un moyen de transport onéreux qui pèse tout particulièrement sur les budgets des plus pauvres et auquel l'accès reste donc contraint. L'initiative privée pallie l'insuffisance d'Etat régulateur et a ouvert la porte à diverses pratiques illicites comme la corruption et le racket dans le secteur. Les transports populaires constituent un secteur pourvoyeur d'emplois. Leur dynamique a permis une certaine amélioration du transport urbain local. En revanche, elle pose un certain nombre de problèmes urbanistiques et gestionnaires. Les rues, les trottoirs et les carrefours sont détournés de leur fonction circulatoire au profit d'une émergence de gares spontanées. L'étude économétrique proposée dans cet article s'inscrit dans cette réflexion en proposant une analyse comparée sur données individuelles britanniques et françaises des effets du statut résidentiel sur la durée des épisodes de chômage. L'influence des différents modes d'occupation du logement sur la durée de séjour dans l'état de chômage est estimée pour la France à partir du Panel Européen des Ménages et pour la Grande-Bretagne à partir du British Household Panel Survey. On contrôle lors des estimations les sources de biais relevant de la censure, de l'auto sélection et des sources d'hétérogénéité inobservable. Les résultats économétriques font apparaître des effets très discriminants entre les deux pays. Si la propension à la propriété immobilière augmente la durée de chômage en France, elle n'induit en revanche aucun effet statistiquement significatif en Angleterre, les accédants à la propriété manifestant<br />même, toutes choses égales par ailleurs, les durées de chômage les plus basses. En Grande-Bretagne, ce sont plutôt les locataires du secteur social qui manifestent les durées de chômage les plus longues, résultat qui ne réfute pas l'observation faite dans d'autres études d'une plus faible mobilité des locataires du secteur social par rapport aux locataires du secteur privé.
