Contemplating a series of seemingly banal subjects - maps, public art, parks - Joseph Allen peels back layers of obscured history to reveal forces that caused cultural objects to be celebrated, despised, destroyed, or transformed as Taipei experienced successive regime changes and waves of displacement. In this thoughtful stroll through the city, we learn to look beyond surface ephemera, moving from the general to the particular, to see sociocultural phenomena in their historical and contemporary contexts.

Joseph R. <text>Globalisation, the buzzword of the late twentieth century, calls for the attention of historians. As others have already suggested, one way to contribute to the historicisation of the phenomena encapsulated in this idiom is to pay attention to connections over long periods. Connections between municipal governments and exchanges about the subject have both been neglected by historical scholarship for various reasons, but they can contribute to the history of the "construction of the universal". Indeed, the information systems of municipal connections – their vectors, actors and structures – have defined, intersected with, nourished or undergone a series of would-be universalist "transboundary formations". These formations are shifting combinations of values, collective actions, practices, rules, organisations and individuals, all of which are advanced as possible futures for mankind. By examining some of these discourses of ‘social order' and "world order" and the way in which they combine with municipal connections, this article attempts to produce the "‘municipal contribution" announced in its title.</text>

                <text>In this introduction we will first elaborate on why municipal employees and services is a relevant and revealing theme in urban history, and then go on to analyze the strengths and weaknesses of existing scholarship. With particular reference to the contributions to this book, we will consider the consolidation of civic expansionism from the mid-nineteenth century. Next, we will examine the complex relationships that emerged between the executive and administrative spheres of local government, the changing role of central government and employees' responses to the needs and directives of the often highly politicized municipal power-base. Finally, we will look to further research approaches to open out this important, yet under-rated aspect of urban history.</text>

                <text>This paper aims at analyzing the process of urban shrinkage in the Japanese frame. It focuses on the case of Tama New town, developed at the end of the sixties 40 km West of Tokyo during a period of demographic boom. Nowadays, this ageing new town is representative of Tokyo's shrinking suburb. Criteria of shrinkage are defined and tested in Tama. Thus, it is possible to delimit a form of retraction or shrinkage characteristic of that kind of suburb. As a result, applied solutions are proposed, calling into question a model of urbanization (endless urban sprawl) and bringing to the fore new debates concerning reversibility and sustainability of town planning.</text>

                <text>
Abstract from the publisher :

Paul Stronski tells the fascinating story of Tashkent, an ethnically diverse, primarily Muslim city that became the prototype for the Soviet-era reimagining of urban centers in Central Asia. Based on extensive research in Russian and Uzbek archives, Stronski shows us how Soviet officials, planners, and architects strived to integrate local ethnic traditions and socialist ideology into a newly constructed urban space and propaganda showcase.

The Soviets planned to transform Tashkent from a “feudal city” of the tsarist era into a “flourishing garden,” replete with fountains, a lakeside resort, modern roadways, schools, hospitals, apartment buildings, and of course, factories. The city was intended to be a shining example to the world of the successful assimilation of a distinctly non-Russian city and its citizens through the catalyst of socialism. As Stronski reveals, the physical building of this Soviet city was not an end in itself, but rather a means to change the people and their society.

Stronski analyzes how the local population of Tashkent reacted to, resisted, and eventually acquiesced to the city’s socialist transformation. He records their experiences of the Great Terror, World War II, Stalin’s death, and the developments of the Krushchev and Brezhnev eras up until the earthquake of 1966, which leveled large parts of the city. Stronski finds that the Soviets established a legitimacy that transformed Tashkent and its people into one of the more stalwart supporters of the regime through years of political and cultural changes and finally during the upheavals of glasnost.

Paul Stronski is an independent scholar and lecturer who has taught at Stanford, George Mason, and George Washington universities.

</text>

                <text>1. Several market failures would justify some forms of price control and entry regulation in the taxicab industry. Unfortunately, history shows that very often the taxi regulators get captured by taxi operators' lobbies and fail to adapt their regulation to changing market conditions. Hence, faced with a sclerotic service supply, several cities and countries have thoroughly deregulated their taxi industry... only to gradually bring back some elements of regulation later on. Since the late 1960s academics have at length debated the pros and cons of price and entry regulations for the taxi market, either using very simplified models of selected segments of the market or referring to empirical data comparing service supply before and after deregulation in one or in several case studies. Because of the paucity of available data on the demand side, most of these empirical studies generally only consider the supply side, overlooking the impact of regulation or deregulation on taxi use and on the perception of taxi services by their clients. We have selected eight capital cities with contrasting regulatory systems and carried out a survey among their residents to understand why and how they use taxis and to collect their opinion about the quality of the service provided. Some 3200 respondents answered about 40 questions. Taxi use varies greatly from one city to the other, both in terms of trip frequency and of trip purposes. A statistical analysis of the results enabled us to draw some conclusions about the impacts of various elements of taxicab regulation on the mobility of urban residents.</text>
