                <text>Depuis la fin des années 1950 l'une des vocations principales du haut pays est d'être un lieu de villégiature. Une villégiature toutefois un peu particulière puisque nombre des maisons occupées ont été acquises par héritage ou sont rachetées par des « autochtones », c'est-à-dire des personnes dont les parents ou elles-mêmes sont parties travailler en ville tout en ayant conservé des attaches familiales dans un village présenté comme étant celui des origines. Cette problématique particulière renvoie autant au sens donné aux lieux et en particulier à la fonction symbolique de revêt tout habitat, qu'au sens des migrations qui doivent être interprétées en fonction des trajectoires familiales et professionnelles de chacun. Observé sous cet angle particulier d'analyse, l'usage du haut pays apparaît profondément ancré dans son époque.</text>

                <text>La sphère municipale contemporaine est riche de circulations d'expériences, de recettes, d'hommes, de solutions techniques ou réglementaires. Les acteurs de ces circulations partagèrent l'idée que les expériences en matière municipale sont transmissibles, traduisibles et transférables au delà des spécificités législatives ou des contextes locaux. Au 20e siècle, divers périodiques, expositions, ou encore les travaux d'une association internationale comme l'Union Internationale des Villes adoptent explicitement ce point de vue. Mais c'est peut-être dans le regard et la pratique des visiteurs états-uniens en Europe que ce principe transnational a été le plus intense à partir des années 1880-1890 où le constat d'un devenir commun l'emporte sur la méfiance vis à vis du vieux monde corrompu et non démocratique. Les dernières dé¬cen¬nies du 19e siècle voient grandir l'échange nord-atlantique, qui dans les années 1930 se combine, de la part des acteurs états-uniens, avec un investissement hémis¬phérique en direction du reste des Amériques. On se propose ici revenir sur l'économie générale de ces échanges entre 1890 et 1914 (thèmes, modalités, milieux), avant de scruter plus en détail une série de voyages initiés par les organisations professionnelles d'administrateurs et de techniciens municipaux états-uniens dans les années 1930, afin de mieux comprendre les possibilités, les contraintes et les limites du voyage municipal en Europe.                 <text>La ‘ville globale' est devenu un objet d'étude très couru depuis une quinzaine d'années. La participation active des cités aux mouvements d'interconnexion qu'on résume sous le nom de globalisation est pourtant absente de cette littérature. On fait ici l'hypothèse qu'en tant qu'acteurs et que sujets, les villes à travers leur incarnation politique, celle des gouvernements municipaux urbains, sont plus qu'un simple terrain où se déploie la globalisation. Les échanges entre et au sujet du fonctionnement de ces gouvernements municipaux urbains, de leur action et de leur situation institutionnelle y sont considérés comme participant à la construction des phénomènes d'interconnexion transnationale, qu'ils soient régionaux ou globaux. Cet article propose une première approche de la ‘toile municipale' tissée entre et au sujet des gouvernements municipaux urbains à l'époque contemporaine. Cette toile inclut gouvernements municipaux, élus et employés municipaux mais aussi savants et réformateurs; organismes intergouvernementaux, organisations non gouvernementales domestiques et transnationales aussi bien que sections des gouvernements nationaux ou infra-nationaux, sans omettre les entreprises qui travaillent sur le marché de l'urbain. Elle organise et canalise la circulation des idées, des personnes, des services entre et au sujet des gouvernements municipaux urbains. L'article s'attache particulièrement aux acteurs, matériaux de cette toile, aux objets qui la parcourent, en insistant sur les effets de long terme de ce réseau de contacts et d'échange qui s'est mis en place depuis la fin du 19° siècle.</text>

                <text>L'immobilier se financiarise. L'époque où ce secteur n'était pas considéré comme une&lt;br /&gt;classe d'actifs à part entière est révolue. Mais une fois que l'on a pris acte de cet état de&lt;br /&gt;fait, la question est de savoir comment travailler avec cet actif récalcitrant, hétérogène et&lt;br /&gt;illiquide. Les indices immobiliers fournissent des éléments de réponse ; notamment pour&lt;br /&gt;la gestion de portefeuille, la gestion des risques avec les produits dérivés et la gestion des&lt;br /&gt;prêts immobiliers. Dans cette thèse nous développons et nous approfondissons la&lt;br /&gt;structure de l'indice de ventes répétées de Case et Shiller en la rendant plus interprétable&lt;br /&gt;financièrement, plus maniable et plus intuitive. Nous étudions ainsi le lien fonctionnel&lt;br /&gt;entre les indices de prix et l'indice de ventes répétées. Nous présentons une méthodologie&lt;br /&gt;d'analyse de données qui, grâce à divers indicateurs, assure une exploitation de&lt;br /&gt;l'information enchâssée dans les échantillons bien supérieure à celle que l'on obtient en&lt;br /&gt;se contentant d'utiliser la procédure traditionnelle. Nous étudions la fiabilité de l'indice,&lt;br /&gt;sa volatilité et le problème des deux populations. Un procédé de quantification du&lt;br /&gt;phénomène de réversibilité est aussi développé et des éléments pour l'évaluation des&lt;br /&gt;produits dérivés sur indices immobiliers sont présentés. Enfin, cette problématique&lt;br /&gt;aboutira à l'introduction du concept d'indice informationnel et l'on posera la question&lt;br /&gt;centrale pour toute construction d'indice : Comment quantifier l'information ?</text>

                <text>In the contemporary context of globalisation, the international structure of cities is changing. This paper is aimed to understanding the processes of urban change to a morphological point of view, and to proposing new methodologies in monitoring urban forms of tomorrow. Is it absurd to preserve urban density ?&lt;br /&gt;To identify and analyse the urban growth dynamics and the resultant urban forms at the intra-urban scale, this study is based on the fringe belts model, tested on two French cities, Rennes and Nantes. The model stresses the alternance of high and low density zones. This quiet traditionnal theory, using topics such as density, size, heterogeneity, historical background, is adjusted with the use of GIS and new questionnings to be put in perspective with the issue of the « Renouvellement urbain » in France. The recent law on Urban Solidarity and Redevelopment (August 2000) encourages compact city policies, calling the fringe belts areas into question. In this frame, the application of the model in France, through theoretical and empirical investigations, makes the current urban form of Rennes and Nantes understandable and comparable. The role of the public authorities in the spatial dynamics is questionned. &lt;br /&gt;As a result, we must conclude that for the moment, the fringe belts are rarely taken in account as entities by planners. Thus, the model could be diffused and used as an efficient planning tool to elaborate urban strategies and politics of urban form development.</text>

                <text>Ce rapport a été établi par une équipe du Laboratoire d'Economie des Transports à la demande du Commissariat général du Plan. Son objet est de retirer quelques leçons de la base « Millenium Cities Database » établie pour 100 villes du monde pour le compte de l'UITP. Deux thèmes sont abordés dont l'intérêt est flagrant pour les politiques publiques. Le premier consiste à déceler, à travers la très grande diversité des villes, le rôle que semblent jouer les facteurs réputés déterminants pour le partage modal. Les premières études unidimensionnelles ont suggéré d'explorer quelques relations à variables explicatives multiples qui se sont révélées pertinentes. Le second thème renvoi à la question fondamentale de la maîtrise de l'étalement urbain. L'une des pistes suggérée aujourd'hui repose sur l'hypothèse de Zahavi de constance des budgets temps de transport. La deuxième partie du rapport montre assez bien la fragilité de cette hypothèse, non seulement dans les comparaisons intercontinentales, mais aussi dans les comparaisons entre villes traditionnellement dotées en ressources statistiques.</text>

                <text>Les recherches menées depuis une vingtaine d'années sur l'alimentation des villes et dont un aperçu des résultats est fourni dans ce numéro thématique, balancent entre deux pôles : les raisons de craindre les conséquences de l'urbanisation sur l'agriculture et celles d'espérer. Alors que la ville faisait peur aux ruralistes, son rôle d'entraînement sur l'agriculture est largement reconnu aujourd'hui. L'agriculture vivrière a globalement réussi le difficile pari de nourrir des villes en croissance très rapide dans les pays du Sud ; un défi relevé par une agriculture paysanne et un secteur agroalimentaire largement artisanal. Ce secteur du commerce et de la transformation considéré comme informel s'avère en fait assez organisé pour faire face aux incertitudes. L'une des grandes nouveautés de la recherche sur l'alimentation des villes depuis les années 1980 est la reconnaissance du rôle de la qualité dans le fonctionnement du secteur agroalimentaire. Ces travaux conduisent à reconnaître le caractère multifonctionnel de l'alimentation et notamment l'importance des facteurs culturels dans les comportements alimentaires des consommateurs urbains. Si la plupart des travaux présentés dans ce numéro insistent sur le dynamisme des acteurs du Sud, sur leurs capacités d'organisation et d'innovation, tempérant les discours souvent pessimistes sur ces pays, ils ne nient pas les nouvelles difficultés auxquelles ils sont confrontés. L'urbanisation de la pauvreté monétaire, la transition nutritionnelle, les risques de marginalisation des petits producteurs liés au développement de normes de qualité et au rôle croissant de la grande distribution constituent de nouvelles inquiétudes. En contrepoint, la recherche par les consommateurs de produits de terroir ou le développement de l'agriculture intra- et périurbaine, apparaissent comme des alternatives, comme des moyens de retrouver une proximité dans les rapports à l'alimentation.</text>
