                <text>En urbanisme et en aménagement du territoire, on a assisté ces deux dernières décennies des discours sur les nouveaux territoires. Alors que les propos traditionnels font de la ville leur objet de référence exclusif et s'engagent pour l'urbanisation vers l'intérieur, de façon à empêcher l'étalement urbain, ceux sur les nouveaux territoires se refusent d'ignorer ce phénomène et cherchent de nouvelles approches analytiques et prospectives. Malgré leur potentiel innovateur et critique, les discours sur les nouveaux territoires sont considérés comme problématique. Par rapport à ceci, les quatre arguments suivants sont essentiels: le lien entre l'analyse du réel et la prospective n'est globalement pas thématisé, bien que la plupart des auteurs se définissent comme des interventionnistes; les discours s'entendent comme un miroir fidèle de la réalité et ignorent le potentiel conceptuel et méthodologique de la dite crise de la représentation; il existe une multitude de néologismes qui désignent les nouveaux territoires mais qui, par leur vocabulaire ambigu et leur abondance, ne rendent pas plus claire la thématique et contribuent, au contraire, à la rendre floue; malgré la remise en question de la compréhension classique de la ville, la notion de ville est utilisée systématiquement pour décrire les nouveaux territoires. Basée sur cette problématique, une compréhension complémentaire des discours sur les nouveaux territoires est recherchée. Dans un premier temps, cet objectif est poursuivi par la confrontation des discours avec des sources théoriques. Les principes de l'analyse du discours de Michel Foucault servent de fondement méthodologique. Mais le concept central est celui de la performativité qui émane de la théorie austinienne des actes de langage. Elle désigne des locutions qui ne décrivent pas seulement la réalité (donc qui sont déterminées par celle-ci dans une relation causale) mais qui, en tant que locutions, sont elles-mêmes des réalités ou ont comme effet une modification de la réalité. La performativité est désormais vue comme une qualité générale de tout usage du langage. Ceci implique que le langage n'est jamais étudié pour lui-même mais en tant que locutions dans leurs contextes sociaux qui leur confèrent leurs sens. Enfin, le principe de symétrie de Bruno Latour doit permettre un nouveau lien entre les discours et leur objet, les nouveaux territoires. Dans un deuxième temps, une étude de cas examine l'émergence et l'usage du néologisme Glattalstadt (ville de la vallée de la Glatt). Depuis une dizaine d'années environ, des aménageurs, urbanistes et scientifiques désignent par ce néologisme l'aire au nord de Zurich qui se développe intensément. À l'aide de publications, de rapports d'étude ainsi que de treize entretiens avec des acteurs clés, l'étude analyse le contexte lié à cette expression. Elle obtient les trois résultats suivants: premièrement, Glattalstadt est une ville de circonstances où la notion de ville fait sens (ou non) par rapport à certaines approches et certains thèmes et où la délimitation spatiale de l'aire s'adaptent; deuxièmement, Glattalstadt contient toujours une vision d'avenir qui complète la représentation au présent et qui contribue activement à la construction du territoire; troisièmement, le nombre croissant des travaux scientifiques génère une laboratorisation du lieu ce qui modifie la référentialité du savoir élaboré. De manière générale, les discours sur les nouveaux territoires sont compris comme des discours à l'oeuvre où la description du réel contribue aux mutations territoriales. Ils correspondent à la tradition de l'urbanisme exogène et orienté Top- Down où une structure conceptuelle est plaquée sur un territoire. Par contre, au moment où les discours sont confrontés à cette réalité, comme par exemple dans la vallée de la Glatt, des frottements avec des éléments endogènes et orientés Bottom-Up ont lieu.</text>

  Palermo Viejo est un quartier de Buenos Aires qui a connu des transformations majeures depuis le milieu des années 1970. La renommée du quartier a entraîné l'apparition de très nombreux commerces nouveaux, des transformations immobilières profondes surtout depuis la crise de 2001, et l'apparition de populations nouvelles permanentes ou non. Dans un contexte de plus en plus marqué par les formes de la mondialisation, différents groupes d'acteurs essayent de mettre en avant localement leur propre représentation du territoire, sans pouvoir empêcher ni les conflits récurrents ni la dérive lente de cet espace vers une gentrification créant des formes d'exclusion et de divertissement.

Si le fil rouge organisant ces entretiens est celui des liens avec la culture nationale d'origine, d'autres questions ont été posées sur les conditions du départ du pays d'origine et de l'arrivée en France, sur les parcours scolaires et professionnels, sur les rapports avec l'entourage, sur la vie familiale et associative. On verra comment les parcours des unes et des autres peuvent être contrastés.</text>
