Ces trois types appelés pauvreté intégrée, pauvreté marginale et pauvreté disqualifiante permettent d'analyser à la fois la pauvreté en fonction de sa place dans la structure sociale et les institutions d'assistance envers les «pauvres» et les «exclus» comme un instrument de régulation de la société dans son ensemble, c'est à dire considérée comme un tout. La dernière partie de l'article tente de rapprocher les réalités nationales ou régionales des sociétés européennes de ces trois types idéaux, ce qui conduit à vérifier les variations socioculturelles du rapport social à la pauvreté et à l'exclusion. Traditionally competitiveness has only been related to rankings with a very limited contribution to regional and urban economics. At the same time, the concept of attractiveness is gaining more attention from economists who now define it in terms of competition for capital, people and government resources. Attractiveness is now linked to stages of economic growth to provide a broader framework to analyse the process in which cities are immersed to reach a higher standards of quality of life for their inhabitants. It is claimed that cities do compete with each not just for resources or people, but also for great events, resources from international organisations and institutions, prizes, infrastructure of high calibre, and even for an image among the public. On the other, attracting investment is not just reduced to companies from any economic sector. The theory suggests that making the city more attractive implies a competitive process to create the appropriate conditions for business to work in a stable environment. “Redefining” the cities’ image is useless if it is not accompanied by a total reengineering of the government’s activities, where support for business plays an important role. The empirical analysis begins with the presentation of the economic asymmetries among the sample of 40 Mexican cities. It is concluded that the economic policies of the central government in the last ten years have benefited those places which were already rich. Evidence is presented using the factors and variables of competitiveness and attractiveness with secondary data in order to illustrate the magnitude of the asymmetries among cities. In the second part of the analysis, two econometric models are presented. The first one intends to “capture” the variance of the 72 variables used in the experiment. The objective is to build an equation portraying urban economic development. However, as it was expected, the high statistical correlation among the variables led to a model including only 9, very few if the model is intended for simulating the impacts of decisions made by local authorities. The second model is constructed using all the factors and variables with the idea of being able to simulate as many as possible urban policies in a dynamic context. The results provided by the model are consistent with the results presented in the first part of the empirical analysis and seem to fit well the data for the sample selected. J'ai utilisé ces sciences dans le domaine du génie civil durant ma thèse, en particulier pour l'amélioration du dispositif de gestion des digues de protection contre les inondations. En effet, la particularité de ces ouvrages est leur grande longueur qui complique leur gestion. C'est pourquoi nous avons fait le choix de privilégier une recherche dans le domaine des Systèmes d'Information Géographique (SIG). En parallèle, l'analyse systémique, la Sûreté de Fonctionnement et les méthodes d'aide à la décision multicritères ont été employées pour modéliser les mécanismes de rupture des digues et pour évaluer l'état et la performance des digues. Enfin, ces méthodes ont été couplées à un SIG pour obtenir un système d'aide à la décision à référence spatiale permettant aux gestionnaires de digues de prioriser les opérations de maintenance grâce à la visualisation du niveau de performance de leur parc de digues. Aujourd'hui, mes recherches ont pour finalité la formalisation des connaissances utiles pour l'aide à la décision et pour l'aide à la conception de villes résilientes aux inondations. En particulier et en préliminaire, l'évaluation de la résilience urbaine vis-à-vis du risque inondation constitue l'apport principal de mes recherches pour permettre de s'appuyer sur un socle scientifique solide en vue de la fabrication de la ville résiliente, à moyen terme. Les méthodes employées et les outils développés, ou en cours de développement, ont pour objectifs d'une part d'informer sur le niveau de résilience de la ville par rapport à des scénarios d'inondation, d'autre part d'aider sur les décisions à prendre pour augmenter le niveau de résilience des territoires urbains. Cette recherche est donc transdisciplinaire et au service de la ville. La discipline scientifique principale utilisée dans le cadre de nos recherches est le Génie Urbain, discipline par essence transversale faisant appel à d'autres disciplines, parmi lesquelles la systémique, la Sûreté de Fonctionnement, la théorie des graphes, la recherche opérationnelle, la géographie urbaine et la géographie des risques, l'aide à la décision et les Sciences de l'Information Géographique. Cette recherche s'appuie essentiellement sur trois concepts :  le concept de gestion patrimoniale des ouvrages de génie civil appliqué aux digues de protection contre les inondations. Notre apport scientifique consiste en la production d'un modèle fonctionnel déterministe de l'évaluation de la performance des digues vis-à-vis de leurs mécanismes de rupture. Les méthodes employées proviennent de la Sûreté de Fonctionnement et de l'aide à la décision multicritère.  le concept de résilience urbaine en réponse à une gestion des risques jusqu'alors centrée sur la gestion des aléas. Le développement d'une méthodologie d'évaluation de la résilience des réseaux techniques urbains est l'objectif. Pour cela, nous analysons la capacité de résistance des réseaux, leur capacité d'absorption et leur capacité de récupération. Nous nous appuyons sur le modèle fonctionnel développé pour les digues, ensuite nous proposons la conception d'un indicateur de redondance des réseaux sur la base de la théorie des graphes et de travaux de géographie des réseaux.  le concept de système d'information à référence spatiale d'aide à la décision à destination des gestionnaires d'ouvrages de génie civil, des gestionnaires des réseaux techniques urbains, des collectivités territoriales et des services de l'Etat. Nous utilisons les Sciences de l'Information Géographique pour enrichir les fonctionnalités classiques des systèmes d'information existant avec les connaissances produites en termes de performance et de résilience. Il s'agit d'améliorer les capacités d'analyse des systèmes d'information par l'incorporation de nos modèles, avec, in fine, un objectif d'aide à la décision pour la ville résiliente aux inondations. La recherche entreprise est partenariale et s'opère dans plusieurs projets de recherche comme FloodProBE, FloodResilienCity, Resilis et Paris Résiliente. Les partenaires liés à cette recherche collaborative et applicative sont nombreux, internationaux et de nature différente. Parmi les partenaires académiques, cette recherche est menée avec le Cemagref, le laboratoire PRODIG (co-directions de thèses), le LEESU (Département Génie Urbain), l'Université de Sheffield (UK), aussi, mais dans des objectifs plus opérationnels, avec Deltares (NL) et Sintef (N). Sur le plan industriel, les Groupe Egis et Sogreah sont impliqués côté français, tout comme HR Wallingford (UK) et Dura Vermeer (NL). Enfin, puisque notre recherche est appliquée, plusieurs collectivités territoriales participent à cette recherche et bénéficient des résultats : la Ville de Paris et les Grands Lacs de Seine en Ile de France, le Conseil Général du Loiret, l'AgglO et la Ville d'Orléans sur le Bassin de la Loire, et, à l'international, les Villes de Bradford (UK), Dublin (Irl), Mainz (D), Bruxelles et Leuven (B), Rotterdam et Dordrecht (NL), Trondheim (N), Prague (CZ), puis, La Nouvelle-Orléans (USA). La recherche que je mène depuis le début de ma thèse s'inscrit, du fait de mon parcours universitaire et professionnel, dans une démarche logiquement transdisciplinaire. Je m'appuie sur un corpus scientifique et disciplinaire qui me permet de répondre à l'objectif de rendre la ville plus résiliente face aux risques. Parmi ces disciplines, rassemblées sous le Génie Urbain, on retrouve l'urbanisme et l'aménagement de l'espace, le génie civil, les Sciences de l'Information Géographique, la géographie, l'analyse de risque,... Ces disciplines articulées entre elles représentent une contribution à l'amélioration des conditions de la résilience des villes. Les méthodes et outils développés sont d'abord génériques, puis ils sont testés et validés avec les gestionnaires des villes (Dublin, thèse de Serge Lhomme, Paris, thèse de Marie Toubin). La dimension spatiale de ma recherche en constitue aussi un fil conducteur : localiser, spatialiser, analyser les effets des risques et des mesures de résilience dans l'espace urbain font partie intégrante du processus de résilience urbaine et d'aide à la décision pour les acteurs concernés. The research explores three possible sources of contradictions that cause this problem: the process of meaning construction in capitalist societies, the global conceptualisation and institutionalisation of heritage, and the role of dissonance of identities in creating dissonance in the construction of heritage. In order to explore such a subjective topic in a manner that would produce generalisable findings instrumental for purposes of urban planning and development, the chosen methodology is structural and positivistic and relies on frameworks of semiotics, mapping, media topic analysis, and most importantly on the findings of an extensive questionnaire survey that was made possible by the gradual opening up of public expression in Jordan. The first source of contradictions explored manifests through the construction of meaning. In an investigation of frameworks that explain the process, the semiotic framework of the myth developed by Barthes is synthesised with the ideas of Baudrillard and Lefebvre who also explored the process of production and consumption of meaning in bourgeois societies that is of particular relevance to the neo-liberal economic framework in Jordan, which caused a focus on cultural tourism and revitalisation of heritage as drivers of economic development. An application of the semiotic framework to the attributes of al-Balad showed that although al-Balad is becoming known as a place of heritage (a place of the past), for the majority of the Ammanis it is still conceptualised as a market (a place of the present). The second source of contradictions emerges from the global conceptualisation and institutionalisation of heritage. An analysis of the plethora of definitions of heritage in literature leads to re-instating its historical role as a legitimiser of social identities, and the significance of this role for the newly emergent nations that accompanied the advent of the age of Enlightenment and modernity and espoused its ethos and latent contradictions. The major contradiction in this process is conceptualising an interruption between the present and the past, which renders the past frozen and dead. The third source of contradictions is the dissonance of identities in Jordan. An exploration into the society of Jordan reveals several hybrid identity groups: Islamist, Arab, Jordanian nationalist, tribal and Palestinian; it also reveals that the construction of heritage in Jordan is dominated by an exclusivist Hashemite narrative constructed by the Royal family for purposes of self-legitimization, and by an attempt to create a historically unique Jordanian identity rooted in pre-Islamic history to counter the threat of Israel. Despite the dominance of these two narratives in the Jordanian historical discourse, in reality heritage narrative is strongly shaped by US funded tourism industry, resulting in an emphasis on Jordan’s Christian past. The resulting manipulation of narrative in the construction of heritage for purposes of political empowerment or economical revenue excludes most identity groups from the process, and thus they find the resulting urban heritage of little meaning or relevance; it becomes “abstract space” in Lefebvre’s terms. The conclusions of the exploration of the three sources of contradictions are discussed against the results of statistical analyses performed on the findings from the questionnaire survey revealing that despite al-Balad’s deteriorating status in the urban dynamics of the city, the Ammanis still find it significant, however they perceive it primarily a place of function, and do not fulfil its potential as a place of heritage by using it to legitimise their identities. Understanding the complex socio-cultural processes that accompany the construction of heritage in Amman reveals numerous aspects of urban practices in Arab Muslim cities at a point in time directly preceding the Arab Spring. Date A point or period of time associated with an event in the lifecycle of the resource 2011 Description An account of the resource On August 29, 2005, a large tropical cyclone, named Hurricane Katrina, made landfall on the Gulf Coast of the United States. Despite following a track that mostly missed New Orleans, Katrina drowned this city by causing the failure of a protective levee infrastructure that surrounded population portions of the metropolitan area. In this majority African-American city, with a large number of impoverished people, Katrina caused over 900 deaths, tens of thousands of injuries, and left hundreds of thousands of residents displaced. However, the injustices of Katrina can be traced to the founding of New Orleans in 1718, when various government entities worked to alter the city's hazardous natural environment to promote development, beginning with French prison labor in the colony's earliest days, maintaining through a period of Spanish rule, and continuing to contemporary times under the administration of the United States. Indeed, the various infrastructural improvements serve as a discourse of safety, promoting capitalist development and residential settlement of a risky place. By the time Katrina struck, most of these residents, who took these discourses of safety very seriously, were generally of socioeconomically oppressed classes and least able to endure the consequences of that discourse's broken promise.
