L'article traite des maisons de retraite et commence par décrire le développement historique de ces institutions. Leur évolution pendant la dernière décennie est examinée ainsi que les éléments démographiques et sociaux qui ont joué. Cet examen permet de voir les changements dans la distribution nationale et locale des maisons de retraite, les conséquences de ces changements, les implications pour la planification des services sanitaires et sociaux et les changements dans l'accessibilité et l'utilisation des établissements. Enfin, l'article examine l'importance de tous ces changements sur la structure des maisons de retraite et le mode de vie des personnes âgées.
The paper is concerned with the inter- relationship between macro- and micro- environmental issues in residential care for the elderly, and begins with a discussion of the historical development of residential care for older people. Changes in the past decade will be addressed in the light of demographic and social changes. Such a discussion will allow us to look at: changes in and consequences of the distribution of residential care, i.e. national profile and local examples (maps provided); planning implications; services implications; changes in and consequences of the current accessibility and utilisation of residential care. The paper concludes with an examination of the implications of these changes of the structure of residential care and the lifestyle of individual elderly people.

Un modèle canonique de migration vers les villes.
Un modèle canonique est utilisé pour analyser les relations entre l'exode rural et les migrations inter-urbaines, la structure économique des villes et les flux de capitaux. En fonction de la pénurie d'emplois dans les plus grandes villes, il s'y développe des activités de services occasionnelles.
L'étude envisage conjointement les motifs de migration, la structure économique des villes et les flux de capitaux. La matrice de migration M est l'ensemble dépendant, l'ensemble indépendant étant formé par une combinaisons des matrices I (Investissements) et E (structure économique des villes). On fait apparaître les relations suivantes :
a) les migrants ruraux se retrouvent dans les activités occasionnelles, et sont liés négativement aux ouvriers, qui sont engagés dans les métiers créés par le nouvel investissement ;
b) les migrants interurbains sont attirés par les villes où la construction et le secteur tertiaire dominent sur le secteur industriel ;
c) la migration rurale s'oriente davantage vers les villes qui offrent des possibilités d'emplois de service, que vers les villes industrielles.
Enfin, il n'y a pas de lien entre les flux de migration et les investissements.

Si la question de l'organisation de l'action collective, qui constitue un problème autant scientifique que public, a été largement étudiée notamment en sociologie et en sciences politiques, elle a été peu analysée dans des contextes socio-urbains transfrontaliers. Pourtant, sur le plan opérationnel, la question de l'organisation se situe au coeur de l'aménagement du territoire transfrontalier, en particulier en Europe occidentale. Un travail scientifique sur ce sujet semble d'autant plus pertinent que la question de l'organisation est rendue beaucoup plus complexe par la présence de frontières : démultiplication des acteurs et des échelles,conflits de positionnement, etc. Nous verrons que loin de disparaître, ces frontières sont en mutation et jouent un rôle essentiel dans la manière dont l'action s'organise. Dans cette perspective, ce travail explore de manière fine les mécanismes de coopération entre acteurs institutionnels d'une part, et s'interroge d'autre part sur le rôle des frontières dans la production d'une métropole transfrontalière, à travers le cas de l'agglomération franco-valdo-genevoise

More than 1.2 million students have left China to study abroad during the past three decades of economic reform in China. In 2007 alone, China sent around 144,000 students abroad, 167 times of the number of students in 1978. This large scale of student migration has often raised debate on brain drain , because many of these student migrants do not return to China upon graduation. However, there has been a reverse trend in the past decade as China witnessed a growing wave of return migration. More and more Chinese students are coming back to China after their studies and work abroad due to the strong economic situation and promising career opportunities at home. These returnees are given the nick-name Haigui or, in English, sea-turtles. This doctoral research is therefore an academic inquiry to this emerging social phenomenon. While international migration is mainly researched on the national level, this innovative doctoral research seeks to understand the relationship between migration and global city formation. To do so, it analyses inter-city migration flow by applying a relational case study of circular student migration between Shanghai and Paris and examines the rationale behind return migration and the role of management/business student returnees from French business schools on Shanghai s pathway to become China s premier global city. This research reveals that global cities have become the strategic points for Chinese talents (students and skilled professionals) acting the role as sending, transiting and receiving sites, which are interconnected in the dynamic process of knowledge accumulation, contact making and network creation. Chinese student returnees contribute to the development of Shanghai by actively engaging in transnational activities including developing and maintaining cross-border organisation/corporate ties and personal networks, knowledge transfer, acting as global-local business and cultural interface, as well as enriching cosmopolitan and multicultural business and cultural spaces in Shanghai.

En France, les espaces ruraux et périurbains ont connu un regain démographique important depuis les années 1980 alors même que les lois de décentralisation contribuaient à les libérer de la tutelle d’un État longtemps tout puissant dans l’aménagement de « son » territoire. Loin d’alimenter la thèse d’une renaissance rurale et d’un développement local plus autonome, cet article, qui s’appuie sur de nombreuses recherches et terrains, vise à montrer le renforcement des inégalités sociales dans les choix de mobilité et d’ancrage, d’une part, et des inégalités territoriales sur le marché de l’attractivité, d’autre part. Quatre figures de territoires synthétisent, de manière idéale-typique, la manière dont s’articulent localement des dynamiques sociodémographiques et migratoires, des relations sociales et des fonctionnements politico-institutionnels en orientant le développement dans le sens du repli protecteur qui confine à la dévitalisation, de la sélection sociale parée des atours de la durabilité, de la recherche de mixité, ou bien encore de l’ouverture compétitive.
In many disadvantaged neighbourhoods, inhabited by both socially deprived populations and by immigrants, the sense of insecurity is particularly strong. The aim of this article is to determine the origin of this sense of insecurity by dissociating the crossing of a hypothetical foreigner "tolerance threshold" from the simple concentration of poverty. In other words, is the problem a social issue or a race issue, in the knowledge that immigrants frequently combine both of these aspects ? The answer to this question shapes the choice of solutions adopted by the public authorities and the various local social actors. As poor neighbourhoods are socially heterogeneous, the degree of social disadvantage is captured here by the unemployment rate. We find that high unemployment has a negative impact on inhabitants' attitudes towards their neighbourhood. To explore the sense of insecurity in disadvantaged neighbourhoods, an initial methodological problem must first be resolved : that of not influencing the responses of persons naturally inclined to complain about insecurity.

<div><b>Abstract from the publisher:</b></div> </div> Between 1840 and 1880, the Eastern Mediterranean port of Izmir (Smyrna) underwent unprecedented change. A modern harbor that welcomed international steamships and new railway lines that transported a cornucopia of products transformed the physical city. Migrants, seasonal workers, and transient sailors thronged into an already diverse metropolis, helping to double the population to 200,000. Simultaneously, Ottoman officials and enterprising citizens vied to control and reform the city’s administrative and legal institutions.<br /> <br /> Ottoman Izmir examines how urban space, institutional structures, and everyday practices shaped one another in the thriving seaport of Izmir during a volatile period of growth. Sibel Zandi-Sayek investigates a variety of urban actors—Muslims and non-Muslims, Ottomans and Europeans, newcomers and native residents, merchants, investors, civil servants, and press reporters—who were actively engaged in restructuring the city. Concentrating on the workings of urban committees and on laws and policies that were written, rewritten, but never fully implemented, Zandi-Sayek exposes how modern interventions sought to impose clear-cut concepts of public and private, safety and danger, and hygiene on a city that previously had a wide range of customary regulations.<br /> <br /> Ottoman Izmir shows how Izmir’s various stakeholders contested its built environment. In so doing, it offers a new view of the dynamics of urban modernization.</div> </div> <b>Sibel Zandi-Sayek</b> is associate professor in the Department of Art and Art History at the College of William and Mary.</div> </div>

Avec un temps de retard par rapport aux métropoles et villes moyennes, les initiatives culturelles se démultiplient dans les petites villes (de 3 000 à 20 000 habitants). L'action culturelle des pouvoirs publics locaux tend à accompagner un certain nombre de mutations sociales, économiques et territoriales dans ces collectivités caractérisées par des profils divers mais également par des enjeux de développement communs (intégration de nouvelles populations, accompagnement de l'économie de service, réaction à l'éclatement territorial des pratiques sociales, participation aux territoires de projet). Intégrant des logiques de l'action publique territorialisée, la vie culturelle dans les petites villes s'élabore selon des partenariats et une ingénierie variables, souvent sources d'inégalités entre petites villes.

L'explosion de l'usine azf à Toulouse en septembre 2001 a eu de lourds impacts sur la vie culturelle de l'agglomération, en particulier pour la diffusion des musiques amplifiées. La fermeture de deux équipements phares a engendré l'éclatement spatial de l'offre et l'émergence d'acteurs peu identifiés auparavant ? tant privés que publics. Pour autant, cette catastrophe n'a pas provoqué de réelles ruptures dans les recompositions urbaines. S'imposent avant tout l'amplification de processus en cours et l'inertie de certaines stratégies d'acteurs qui conservent des logiques communales, sans concertation ni action collective.

Nous proposons un modèle conceptuel et graphique de territoire construit à partir d'une approche empirique, intuitive et déductive du paradigme systémique de territorialisation. Ce modèle s'appuie sur une approche individualisée avant d'être étendu au collectif. Il est d'abord replacé dans le contexte de l'évolution du concept dans les pensées scientifiques.
