                <text>Ce travail présente la problématique de l'accès aux services urbains dans deux petites villes libanaises d'environ 10.000 habitants, Chekka et Amioune. Dans un premier temps, il s'agit de « tester la réalité de la diversité sociale et territoriale de l'accès aux services urbains de l'eau, l'assainissement et de l'électricité » dans la cadre d'une période transitoire d'une réforme de l'eau tâtonnante. &lt;br /&gt;Dans un second temps, il s'agit d'observer la redéfinition du jeu d'acteur et du mode de régulation des services urbains dans le cadre de la réforme de l'eau et de voir dans quelle mesure la création des nouveaux établissements des eaux influait-elle ou influerait-elle sur cette diversité sociale et territoriale d'accès aux services urbains à Amioun et Chekka. &lt;br /&gt;Avant de s'interroger sur la régulation des services urbains, et la redéfinition du jeu d'acteur entre pouvoir local et pouvoir central dont émanent les établissements des eaux, il s'agit de faire un état des lieux des services urbains à Amioun et à Chekka, afin de mesurer l'ampleur de cette diversité des services (distribution) et de la diversité d'accès des populations à ces mêmes services, engendrant des comportements variés d'adaptation (approvisionnement).</text>

                <text>Cette recherche fait le choix de la thématique des services urbains en réseau, classiquement organisés sous la forme de services publics à caractère industriel et commercial. Ces objets de recherche sont souvent laissés au domaine des Sciences pour l'Ingénieur. Pourtant l'approche par les sciences sociales appliquées, qui est la pratique de chercheurs en urbanisme, est essentielle pour comprendre la façon dont l'organisation et la gestion de ces services urbains en réseau structurent très fortement l'action collective urbaine. &lt;br /&gt;La mutation des services urbains en réseau est un révélateur particulièrement significatif de la confrontation entre les trajectoires des transformations de la ville et l'action collective urbaine, vocable qui regroupe l'urbanisme, l'aménagement, la gestion, ou encore les politiques urbaines. Ce postulat peu fréquent recoupe les catégories thématiques habituelles (habitat, développement économique, organisation spatiale et division sociale de l'espace, espaces publics...) pour mettre en tension pratiques sociales et action collective autour des enjeux de régulation économique, sociale et environnementale de la ville contemporaine.</text>

                <text>La mise en place, les transformations et les configurations territoriales des réseaux urbains de l'Arabie du Sud à la période préislamique (XIIe s. av. – VIe s. ap. J. C.) sont analysées en mettant l'accent sur la polarisation fonctionnelle des villes et sur l'articulation des fonctions au sein d'ensembles politiques. La première étape passe par la remise en contexte de l'étude, par une lecture critique des sources et par la définition des concepts de ville et de société segmentaire dans le cadre défini. La deuxième étape présente les différentes trajectoires urbaines à travers les monographies de villes significatives regroupées dans des études régionales. Elles permettent d'aborder les questions relatives à la continuité et à la résilience du peuplement régional. Enfin, une troisième étape aborde dans une perspective dynamique :&lt;br /&gt;- les processus qui régissent l'apparition et le développement du fait urbain ;&lt;br /&gt;- les polarités fonctionnelles qui définissent l'armature urbaine ;&lt;br /&gt;- les représentations mentales de la ville sudarabique ;&lt;br /&gt;- la définition des territorialités urbaines et l'évolution du réseau urbain.&lt;br /&gt;Cette analyse systémique avance des premiers éléments pour l'élaboration d'un modèle de peuplement de l'Arabie du Sud à la période préislamique.</text>

                <text>La problématique de la petite ville et la pertinence des objets urbains doivent être reconsidérées avec les recompositions territoriales et les processus contemporains de métropolisation. Le constat d'une multiplication d'opérations de requalification des centres des petites villes depuis deux décennies amène à repenser les modes de production urbaine. Notre hypothèse est que la requalification des centres-villes s'inscrit dans un processus de patrimonialisation qui participe à une nouvelle conception de l'urbanité à travers une mise en scène des espaces centraux. On interroge donc la constitution de nouvelles figures de l'urbanité et l'émergence de nouveaux discours sur les figures de la petite ville à travers l'instrumentalisation des valeurs patrimoniales dans le champ de l'aménagement et de l'urbanisme.&lt;br /&gt;Les notions de patrimoine, d'identité et d'urbanité sont examinées à partir d'un échantillon de vingt&lt;br /&gt;petites villes du département de l'Isère. L'étude des procédures de requalification et des stratégies des acteurs met en évidence des modalités d'une construction politique d'un type d'urbanité. Notre&lt;br /&gt;recherche analyse particulièrement la production de centralité et les implications physiques et&lt;br /&gt;symboliques des opérations de revalorisation et esthétisation des espaces publics. Ces dernières&lt;br /&gt;mobilisent des signes de temps long et d'une « ancienneté » générique comme en témoigne le&lt;br /&gt;recours banalisé aux mobiliers urbains « de style » ainsi qu'aux artefacts renvoyant à des imaginaires&lt;br /&gt;du passé urbain.</text>

                <text>This paper applies the theme of sustainable development to the case of urban transport and daily mobility of the inhabitants of a city. A set of indicators which simultaneously takes the three dimensions of sustainability––environmental, economic, and social––into account is suggested. We present here the results of exploratory research funded by Renault Automobile Manufacturers, carried out to verify the feasibility and the usefulness of elaborating such sustainable mobility indicators. Values of the economics, environmental and social indicators are presented for the Lyons case. These estimations are mainly based on the household travel survey held in this city in 1994–1995. In the end, this set of indicators should allow the comparison of different urban transport strategies within an urban area, but also between different urban contexts, and through time. The conditions of generalization of these measurements of indicators are then discussed.</text>

                <text>Major deficiencies in urbanisation and transportation systems are reinforcing patterns of social and urban segregation in Dar es Salaam, Tanzania's largest city. Analysis of the 1993 Human Resources Development Survey shows that there are numerous obstacles to the daily travel of the city's inhabitants, notably the poor. These barriers weigh heavily on schedules, complicate access to services ever further, limit the use of urban space, and place considerable pressure on household budgets. Consequently, the poorest individuals tend to retreat into their neighbourhood where the low-quality urban facilities are unable to assist in the development of human and social capital and economic opportunities, the alleviation of poverty or the prevention of social exclusion.</text>

                <text>The organisation of urban public transport in France has some specificity in comparison to other European countries, even if problems are similar and the creation of the European Union leads progressively to an harmonisation. To understand these differences, it is first necessary to focus on historical and institutional aspects, including the 1982 Transport Law. This paper describes the evolution of the urban transport policy, giving illustration through the case of Lyon's conurbation; it highlights the reason for an unsuccessful attempt to reduce car use for urban trips, and discusses the main stakes for implementing new sustainable transport policies in French cities.</text>

L'exercice était annoncé comme situé à la croisée de l'état des lieux et de l'échange sur les bonnes pratiques d'action publique. Il a rassemblé trois intercommunalités qui avaient pour point commun une position géographique en surplomb de la région urbaine grenobloise. Au final, les débats ont favorisé une séance improvisée et conviviale de thérapie collective, avec des controverses animées dans trois directions : la spécificité historique des relations que les intercommunalités entretiennent avec leurs communes membres, les enjeux gestionnaires qui se posent aux élus communautaires pour lancer des initiatives, et enfin le déficit d'identité et de lisibilité de leurs actions.</text>

                <text>L'espace périurbain japonais se distingue de ce que l'on observe en Europe ou aux États-Unis. La ville progresse en conservant dans son tissu même des éléments agro-ruraux. Nous utilisons ici un SIG réalisé pour deux quartiers de la commune de Toride, située dans la lointaine banlieue de Tokyo ; il permet de quantifier l'extension urbaine et de mieux en saisir le rythme depuis 1945. Il permet aussi de mettre en évidence le paysage très bigarré et, à certains égards, désordonné des grandes banlieues japonaises contemporaines.</text>

                <text>A quelles pratiques et perceptions ordinaires donnent lieux les milieux confinés recevant du public ? Répondre à une telle question suppose de rendre compte des spécificités du sous-sol à la fois comme milieu sensible et comme espace public. A cet égard, l'hypothèse de départ est que l'environnement souterrain renvoie à une forme particulière d'expérience visuelle du public. Cette écologie sensible du sous-sol met en jeu une approche interdisciplinaire qui permet d'articuler formes sensibles, formes construites et formes sociales. L'analyse présentée propose trois axes de questionnement alimentés par des exemples issus du Grand Louvre à Paris : la construction spatio-lumineuse du milieu souterrain, les types de mobilisation sensori-motrice des passants et les modes d'apparaître du public.</text>
