                <text>Research is reviewed showing that the educational achievement of British school children shows marked geographical disparities, particularly between innerurban and suburban /rural areas. These disparities are linked to differences in the socioeconomic characteristics of the populations of these areas, notably social class and ethnicity, which in turn are reflected in differences in material circumstances and cultural variables. Tower Hamlets in East London is one of the most disadvantaged boroughs in England, both socioeconomically and in terms of educational achievement. The large Bangladeshi community resident in Tower Hamlets is perhaps the most deprived minority ethnie group in the country, and both they and the indigenous working class community present an enormous challenge to the education service. However a careful examination of the data on achievement reveals that the Bangladeshi pupils are achieving better than would be expected given the disadvantages they suffer. Nonetheless principles of equal opportunity require that the education service respond more adequately to the particular needs of these children. This case study demonstrates the importance of examining processes and relationships specific to each locality.</text>

Ce papier présente un résumé des études qui ont mis en exergue des différences régionales de scolarité en Grande-Bretagne. 
On observe des écarts importants entre les élèves des zones rurales ou péri-urbaines et ceux qui habitent le centre des grandes villes. Ces écarts sont liés aux caractéristiques socio-économiques de ces populations, notamment à la classe socio-professionnelle et à l'ethnicité. 
Ces derniers facteurs sont aussi liés aux inégalités de conditions de vie et aux caractéristiques culturelles. 
On peut prendre comme exemple la population des Bengalis qui habitent l'arrondissement de Tower Hamlets à Londres. C'est une des populations les plus démunies de Grande-Bretagne, ce qui est cause de difficultés pour les responsables locaux de l'éducation. 
En dépit de leur situation très défavorisée, les élèves bengalis réussissent mieux à l'école que prévu. 
Néanmoins, leur formation n'est guère optimale. Le principe d'égalité nécessite un système local d'éducation qui soit mieux adapté aux besoins spécifiques des écoliers bengalis dans ce quartier.</text>

                <text>Dans bon nombre de pays africains, la réalisation de certains services publics est confiée par délégation aux entreprises du secteur privé. Alors que la théorie nous enseigne que la délégation d'un service public par le mandant à un mandataire est très souvent sujette à des problèmes d'asymétries informationnelles, il y'a lieu de s'interroger sur la performance sociale d'un tel arrangement institutionnel. Dans le cas spécifique du service public de gestion des déchets solides (DS), la recherche d'un arrangement institutionnel satisfaisant doit faire intervenir trois ordres de contraintes qui vont du contexte économique, institutionnel et politique propre à la gestion des DS aux contraintes informationnelles, transactionnelles et administratives propres à toute relation d'agence. Cet article se propose de construire un indicateur composite de performance du service public de gestion des DS. Il est constitué d'un ensemble de valeurs qui nous semblent indispensables dans tout processus d'évaluation d'un service public de gestion des DS. Il prend en compte les aspects institutionnels liés à la gestion des DS et s'appuie sur le concept de développement durable. Quatre modules constituent notre indicateur composite de performance: le module institutionnel, social, économique et environnemental. Celui-ci remplit une fonction de base d'information pour la prise de décision politique, mais aussi une fonction d'évaluation ou d'audit, interne et/ou externe d'un service public de gestion des DS dans le contexte africain en général et camerounais en particulier. Il incombe cependant aux Etats africains de trouver le compromis socialement désirable entre ces différentes valeurs.</text>

                <text>Cette thèse est basée sur une approche empirique des espaces urbains, enrichie de nos réflexions personnelles et de nos recherches. Notre questionnement principal concerne les liens entre forme et usage, par exemple dans quelle mesure la configuration d'une ville, ou d'un quartier, est déterminée par les activités humaines et les modes de vie actuels et à venir de ses habitants. Nous avons retenus plusieurs exemples significatifs dans différentes métropoles, surtout à Berlin, mais aussi à Helsinki, Londres, Montréal et New York. Avec notre position d'architecte--‐photographe, nos itinéraires sont un bon moyen d'explorer et d'essayer de comprendre les espaces urbains. En tant que photographe et témoin de situations urbaines singulières, nous sommes ancrés dans le présent, et nous recherchons ce qui façonne l'identité d'un lieu particulier, nous traduisons nos observations par la photographie qui nous aide ultérieurement à développer notre réflexion et à organiser nos arguments. En tant qu'architecte, nous examinons ces situations urbaines, nous analysons les principes et les objectifs urbains et architecturaux qui les sous--‐tendent de manière à identifier les modes d'articulation entre forme et usage. Nous plaçons ainsi les processus de transformation urbaine dans leur ouverture à l'évolution de la société. No entanto, nos trabalhos que pudemos consultar até hoje, parece faltar, tanto uma descrição das características sociodemográficas gerais desta população, como uma apresentação de elementos contextuais, principalmente no que se refere a seus lugares de origem e à articulação deste fluxo para a metrópole com os outros fluxos de imigração boliviana no Brasil.                 <text>To be best prepared for tomorrow's cities we need to forecast urban travel demand. To this end, this study calibrates an urban travel demand model, which uses the principal structural variables that have been identified in the literature. It uses a robust econometric method, which has been little applied in the sphere of transportation. The results show that two variables stand out from the others: the user cost of transport - by private car and public transport - and urban density. It is surprising, but explicable with the available data, that the demand functions estimated for a given country are independent from the group of countries to which it belongs.</text>

                <text>La question de l'équité du péage urbain ne cesse de susciter des travaux de recherche : Richardson (1974), Jara-Diaz (1989), Jones (1991, 1992, 2002), Giuliano (1992), Gomez-Ibanez (1992), Banister (1994), Emmerink et alii (1995), Rietveld, Verhoef (1998), Wardman et alii (2002). Le nombre élevé et les conclusions souvent contradictoires de ces derniers impliquent de faire le point sur leurs principaux résultats. L'objet de ce papier est donc de faire une revue de la littérature sur l'équité du péage urbain. A travers l'exposé de différents travaux, nous montrons d'abord les différentes acceptions de l'équité dans le cas du péage urbain, pour finalement établir s'il existe ou non un " savoir partagé " sur cette question. Nous détaillons ensuite deux questions centrales pour juger du caractère équitable de cette nouvelle mesure : l'affectation des recettes du péage [Goodwin (1989), Jones (1991, 2002), Small (1992, 1993), Hau (1992), Verhoef et alii (1997)], et son influence sur la liberté de choix des individus [Jones (1991), Baron, Jurney (1993), Frey, Pommerehne (1993), Schlag, Teubel (1997), Jakobsson et alii (2000)]. Il apparaît finalement qu'il est nécessaire de prendre en compte le contexte local (alternatives existantes, localisations des ménages et des emplois, nouvelle infrastructure) et national (autres taxes existantes, compétitivité du secteur des transports, objectif de la mesure) de cette nouvelle mesure.</text>

                <text>La notion de monument historique - distincte de la notion de patrimoine - apparaît durant la Révolution française. La protection du patrimoine, dont les origines proviennent d'une réponse directe à la situation de crise révolutionnaire, s'organise lentement mais avec des principes forts pendant le XIXème siècle : un support associatif local très actif, une administration en gestation et un cadre théorique et légal en point de mire (la première loi de protection des monuments historiques étant votée en 1887). La recherche historique a toujours accordé une place importante au patrimoine, en particulier par le biais de l'histoire de l'art. En privilégiant l'entrée politique, un grand nombre d'historiens se sont penchés sur l'évolution des différentes branches du service des monuments historiques. D'autres ont effectué un remarquable travail épistémologique redéfinissant le concept de patrimoine, à l'orée de ses multiples ramifications, tout en répondant à cette pluralité en proposant une analyse pluridisciplinaire de la question. Notre étude s'inscrit dans ce constat d'un besoin de réintégrer la question patrimoniale à une analyse globalisante intégrant les objets, les discours et les acteurs en réifiant les objets patrimoniaux du discours qui les produit à travers le temps. L'objectif de cette étude est de comprendre comment le patrimoine, dans sa diversité, va être mis en valeur par les acteurs sociaux grâce à une analyse du discours qui le sous-tend. Nous suggérons que le patrimoine n'est pas plus intrumentalisé que les autres fabrications humaines. Le patrimoine est créé par des discours qui, à leur tour, créent de l'espace public. Donc le patrimoine est la rencontre de l'homme et de son environnement : thématique notamment développée par les spécialistes de l'environnement.</text>

                <text>Alors que de nombreuses études ont été réalisées sur la mortalité des enfants dans le monde en développement, très peu se sont intéressées à ses inégalités spatiales. Et même lorsqu’il existe des travaux sur ce sujet, ces derniers comparent plus les régions à l’intérieur d’un pays que les quartiers au sein d’une ville. En s’intéressant à Ouagadougou (capitale du Burkina Faso), cet article vise à analyser les niveaux et les tendances des inégalités spatiales de mortalité infanto-juvénile à partir des recensements burkinabè de 1985 et de 1996. Une tentative d’explication de ces différences de mortalité est également menée. Elle combine méthodes statistiques et connaissance du contexte. Les résultats obtenus montrent une physionomie relativement dichotomique de la mortalité au milieu des années 80, les secteurs périphériques de la ville ayant les mortalités les plus élevées. À cette date, les différences spatiales de mortalité étaient associées à la densité des quartiers ainsi qu’au profil social des habitants : les secteurs de la périphérie étaient par exemple très peu instruits avec une mortalité plus élevée. En 1996 par contre, l’opposition centre/périphérie a disparu pour faire place à une distribution hétérogène de la mortalité. La mixité sociale au sein des secteurs, devenue certainement plus importante à cette époque, n’a pas favorisé l’apparition de lien statistique entre les caractéristiques communautaires et les inégalités spatiales de mortalité. Les changements de mortalité observés sur la période étudiée sont essentiellement dus aux changements dans le niveau d’instruction des femmes dans certains quartiers, à l’évolution de la proportion de femmes nées à Ouagadougou, à l’amélioration de l’hygiène collective et enfin à l’arrivée de services sociaux essentiels comme l’eau potable et l’électricité, en particulier dans les quartiers périphériques qui se densifient.  </text>

                <text>While many studies have been conducted on child mortality in the developing world, few have investigated its spatial inequalities. Even when there is works on this subject, they tend to compare regions within a country rather than neighbourhoods within a city. Focusing in Ouagadougou (capital of Burkina Faso), this study aims to analyze the levels and trends in spatial inequalities of child mortality, using the Burkina Faso 1985 and 1996 censuses. We try to explain differences in mortality using statistical methods and contextual information. The results show centre/periphery differences in mortality in the mid 1980s, outlying areas of the city having the highest mortality levels. At that time, the spatial differences in mortality were related to the population density in neighbourhoods and the socio-economic status of the inhabitants : for example, residents of outlying areas were very poorly educated with higher mortality. In 1996 on the other hand, the centre/periphery differences disappeared, making way for heterogeneous mortality distribution. The social mix within sectors, which was certainly more marked in 1996 made it impossible to establish statistical relationships between community characteristics and spatial inequalities in mortality. The changes observed in mortality over the period studied were mainly due to changes in the educational attainment of women in some areas, changes in the proportion of women born in Ouagadougou, improvements in community hygiene, and the provision of essential social services like water and electricity, especially in outlying areas that are becoming denser. </text>

À travers la première guerre de Religion à Toulouse (1562-1563), et un épisode 
majeur de ces conflits, la prise de l'hôtel de ville par les protestants et la reconquête victorieuse par les catholiques, il est proposé de mesurer l'intrusion de la 
guerre civile dans une des plus importantes villes du royaume de France. Le 
commandement militaire dans la cité, le recours massif à des hommes de guerre 
et la nécessité de trouver un financement à ce nouveau type d'effort de guerre, 
présidèrent aux contraintes d'une mise en défense urbaine opérée dans l'urgence. Les sources municipales, qu'elles soient délibératives ou comptables, 
s'avèrent particulièrement riches parce que cette guerre civile fut d'abord l'affaire de la cité, magistrats municipaux, parlementaires, combattants des rues et 
gardiens des remparts. En essayant d'identifier les différents acteurs de ces 
troubles, il sera possible de cerner les mécanismes de la prise d'armes. Des chefs 
de guerre aux simples soldats en passant par les payeurs des troupes, la mobilisation fut générale et sans précédent dans une ville épargnée par la présence 
concrète des conflits depuis la guerre de Cent Ans. Après une telle flambée de 
violence, la pacification et le retour à la normale de la vie municipale sont tout 
autant problématiques, posant la question des alternatives à la violence religieuse dont la ville fut le théâtre.
