Theories of "growth poles" forgotten since the 1960s re-emerge, although in different form, without the idea of building new cities in the desert. Metropolitanisation, although sometimes difficult to grasp empirically, is recognized as a post-fordist phenomena, with a gain of the importance of large cities, linked to the increasing need for size-based agglomeration effect in the global, networked knowledge economy. And European policy makers are once again discussing the need of and the form for new urban policies at European (as witnessed by the above quote), but also at national scale. From the outset, this project has had two, complementary, but not always easily reconcilable orientations: provide a broad overview of the current and future issues relevant to urban development in all of Europe, advance scientifically beyond the established and well-known data and analyses, provide innovative research. As this report was elaborated in parallel to the new State of European Cities report to be published by DG Regio, we also aimed at complementarity with that report, not wanting to repeat the same analyses based on the same data. In this project, we, therefore, worked in three parallel strands. First, all teams went through the current literature to extract the knowledge about trends, perspectives and, most importantly, driving forces for urban development in their thematic fields. Second, each of the teams focused on one or two innovative empirical research questions, generally tapping new data sources. Finally, our scenario team has taken the work of the other teams, and substantially augmented it through additional literature review, aiming at covering an even larger horizon and to provide a complete knowledge base on urban development, necessary for integrated prospective thinking. On this basis the scenarios were developed. The structure of the report reflects these three strands, adding a fourth, new strand, which consists in an assessment of the current national policy visions on urban issues across Europe. What do Brasília and Jérusalem have in common besides being world capital- cities ? What unites them is the cultural amalgam and the counterposition of the weight of history – ancient, strong and present in Jérusalem and recent, weak and still "absent" in Brasília. Within this panorama, the question we are interested in discussing is why somebody, an ordinary citizen, who has the chance of choosing where to live, would decide to settle in Brasilia, of all places in Brazil, or in Jérusalem, of all places in Israel. Starting off from the principle that the residents of both cities are "citizens of the world", we put forward the hypothesis that in this decision there is a built-in will to chart the cultural history of a territory, or rather, to be an actor in charge of the multiculturalism of a territory living its day-to-day life. Based on fieldwork conducted in a small suburban garden city, built at the beginning of the 20th century in the Paris area, this study focuses on differentiation processes in suburban areas and most notably on one of its determinants, i.e. the way residents make existing buildings their own. The paper shows how quaint qualities of an old built-up area become attractive to middle-class households who wish to distinguish themselves from the suburban way of life. The ensuing residential choices thus trigger a renewal process in the area, a process whose stake is the preservation of the neighbourhood’s quaint character. The policy of creating a liberal-provincial memory ; involved not only to producing discourse on the Catalans, but also practising it through commemorations in a specific urban setting. The project was not a tangible sign of any alleged pre-nationalism, but on the contrary, a conscious attempt on the part of certain elite groups in Barcelona to propose a new Spanish national consensus. Beyond that, the policy of memory reveals the formation of a society of memory organised with a view to wresting from , the local authorities the legitimacy required to convert individual memories into collective ones. In this case, memory existed only in the mode of conflict. It brought into play strategies of social control through symbols memory was thus used to discipline the particularly refractory Catalan society into assuming the model of a commemorating society. Just now the world is going massively and unstoppably urban (governments everywhere are trying to stop it, with zero success). In a globalized world, city states are re-emerging as a dominant economic player. Environmental consequences and opportunities abound. Cities are humanity’s longest-lived organizations (Jericho dates back 10,500 years), but also the most constantly changing. Even in Europe they consume 2-3% of their material fabric a year, which means a wholly new city every 50 years. In the US and the developing world it’s much faster. Every week in the world a million new people move to cities. In 2007 50% of our 6.5 billion population will live in cities. In 1800 it was 3% of the total population then. In 1900 it was 14%. In 2030 it’s expected to be 61%. This is a tipping point. We’re becoming a city planet. One of the effects of globalization is to empower cities more and more. Communications and economic activities bypass national boundaries. With many national governments in the developing world discredited, corporations and NGOs go direct to where the markets, the workers, and the needs are, in the cities. Every city is becoming a “world city." At present there’s little awareness among environmentalists that growing cities are where the action and opportunities are, and there’s little scientific data being collected. I think a large-scale, long-term environmental strategy for urbanization is needed, two-pronged. One, take advantage of the emptying countryside (where the trees and other natural systems are growing back fast) and preserve, protect, and restore those landscape in a way that will retain their health when people eventually move back. Two, bear down on helping the growing cities to become more humane to live in and better related to the natural systems around them. Don’t fight the squatters. Join them. It has become an impor- tant phenomenon for research in the social sciences. Nevertheless, attempts at conceptuali- sation are still heavily limited because mobility is rarely viewed as a system in which the ensemble of movements are linked. It has become necessary to adopt a comprehensive approach towards mobility that focuses on the various practices employed and that targets the different types of mobility. Indeed, the following questions are raised: how should the numerous circulations and migrations be conceived and interpreted? How can the different population movements be classified? In this paper, we will attempt to adopt an original approach: to classify different practices of mobility using a "geographical code of practice". This code takes into account the conditions in which movements occur and the characteris- tics of the geographical sites involved. In this way, we hope to contribute to a theory of geo- graphical mobility which leads to a new appreciation of the ways individuals dwell in geo- graphical places.
