Approximately three quarters of population in South Africa live in rural areas and they are under the governance of traditional leadership, whose practice has been the source for controversy recently. The institution of traditional leadership has been regarded as the main ruling system closest and accepted by the people at the grassroots level. Local government in South Africa is presently in a process of fundamental transformation. One of the major problems South Africa inherited from apartheid was a structure of race based municipal boundaries. Demarcation is one of the controversial factors dogging the period of local government history. Demarcation was necessary to remove all traces of apartheid borders and to allow for more democratic municipal government.

La forte cohésion sociale de la ville de Mopti se construit sur un socle urbain récent et artificiel, datant de l'époque coloniale , dans un contexte pluri-ethnique et pluri-linguistiques qui imprègne les liens de voisinage et les représentations de l'environnement urbain. En dépit d'une histoire urbaine courte et d'un peuplement exogène, Mopti cristallise de forts ancrages identitaires citadins, multiformes, favorisés aujourd'hui par la décentralisation et la municipalisation. Une approche par l'analyse des récits de fondation et des légendes ainsi que par l'étude des dénominations vernaculaires des lieux et des quartiers permet d'analyser les enjeux des multiples facettes de la construction d'un " patrimoine " urbain.

Dès le départ, la motivation principale de ce projet de thèse a été la conception d'une interface entre la morphologie urbaine et la géomatique. Cette interface est considérée avant tout comme un espace d'exploration et d'échange entre plusieurs disciplines qui, par leurs interrelations, offrent un cadre à la formalisation des processus morphologiques largement étudiés par le passé. En concentrant notre attention sur la notion centrale de processus morphologique, nous avons explicité les différentes étapes du processus de traduction des opérations propres à l'analyse historique, notamment celles concernant le traitement des sources cartographiques, dans le langage conceptuel des systèmes d'information géographique (SIG). Nous avons rencontré une série de difficultés liées à l'hétérogénéité de l'information à caractère historique comme, par exemple : les jeux de données partiels, la représentativité statistique, ou encore la relativité sémantique des concepts en jeu à travers l'histoire (polysémie, synonymie, etc.). Dès lors, nous avons orienté notre recherche davantage vers le champ du processus informationnel, c'est-à-dire vers les mécanismes de production de la connaissance à partir des données quantitatives et, symétriquement, ceux de formalisation des concepts morphologiques, dans le but de pouvoir structurer les données nécessaires à leur caractérisation. Notre travail a donc avant tout consisté à explorer l'apport des SIG au traitement et à l'analyse des données historiques. Nous nous sommes intéressés en particulier à l'apport de l'approche systématique et structurée pour compléter le potentiel interprétatif et descriptif des analyses morphologiques. Les principales contributions de notre travail de thèse sont de différentes natures. Nous pouvons plus particulièrement mentionner la construction d'une classification formelle des concepts liés à l'évolution de la ville et du territoire (ontologie), ainsi que le développement d'une démarche exploratoire des données géographiques à des fins d'analyse morphologique. De même, l'application de certains paradigmes des sciences sociales (sociologie de la traduction de Callon et Latour, histoire des idées (Begriffsgeschichte) de Koselleck, abduction de Peirce, paradigme indiciaire de Ginzburg, etc.) à la science de l'information géographique, et plus particulièrement à la conceptualisation et la formalisation des processus morphologiques, permet de renforcer et d'enrichir le processus de modélisation (prise en compte du contexte de production lors de la réduction de la connaissance, stabilité conceptuelle et explicitation du processus de production d'hypothèses). Ces apports constituent une pierre supplémentaire à l'édifice toujours en devenir de la démarche exploratoire pour le traitement de processus urbains complexes. De manière plus précise encore, ce travail nous permet de stabiliser le cadre théorique et la démarche pour contribuer à l'amélioration de l'archivage numérique et de l'interopérabilité des systèmes, grâce notamment à la prise en compte de l'évolutivité différenciée des concepts et des instances. Enfin, des pistes sont proposées pour poursuivre ce travail en exploitant les approches collaboratives et les plates-formes d'exploration multidimensionnelles.

"La forme d’une ville" : que traduit-elle ? Que traduit-on d’une ville ? De quelle manière traduit-on ce qui nous est offert par le paysage urbain ? ce qui nous a secoués, qui s’est inscrit dans la mémoire et qui émerge sous un mode manifeste ou latent ?</div>

Ce numéro de Doletiana veut être une exploration des “écritures” urbaines que suscitent les diverses interactions iconico-subjectives engagées par la ville, que celle-ci soit entendue en tant que “lieu autre” ou hétérotopie (Foucault), en tant qu’(e)utopie, ou dystopie, ou en tant que lieu imaginaire. Un tel projet implique une vision étendue de la traduction, sensible aux diverses notions qui sont en jeu : traduction linguistique (interlinguistique et intralinguistique), traduction intersémiotique, traduction symbolique, ou symbolisation de l’expérience vécue ; mais aussi traduction ethnocentrique ou traduction éthique, si l’on veut bien transférer ces concepts bermaniens aux différentes sortes d’interventions ou de transformation opérées sur l’espace urbain et sur les sujets qui l’habitent. <br />

Les textes réunis dans cette livraison de Doletiana se font l'écho de tels questionnements, et sans doute ouvriront-ils la réflexion vers d'autres voies auxquelles invite notre thème. Interroger la question de la traduction et celle du sujet dans leur rapport à la ville, interroger la dimension traduisante de la ville, nous permet de travailler dans le sens d'une poétique de la traduction...</div>

Cette contribution propose, à partir d’une étude empirique traitant de la mise en marché de l’incinération des déchets en Sicile au cours de la décennie 2000, une analyse des pratiques officieuses dans les processus décisionnels au niveau de l’État, et de la manière dont l’idée de bien commun peut être instrumentalisée et confisquée à des fins privatives par les dépositaires du pouvoir. Sur la base des éléments recueillis au cours de l’enquête, qui laissent apparaître une entente en cartel entre les entreprises adjudicataires avec la complicité de responsables politiques et administratifs régionaux, nous faisons l’hypothèse d’une privatisation de l’État au sens d’appropriation et de détournement par des acteurs publics de la symbolique étatique et de l’appareil administratif à des fins privatives. La fiction du bien commun et la parole d’État sont utilisées pour que des intérêts individuels deviennent les intérêts de l’État. Cette appropriation personnelle de l’institution étatique crée une situation de dédoublement politique entre un registre formel et un registre informel ; c’est dans ce dédoublement que s’élabore l’action publique et se construit l’État au quotidien. L’accent sera particulièrement mis sur la manière dont le droit est mobilisé pour mettre en œuvre des transactions informelles dans un espace social où les décisions des autorités et des administrations sont soumises à des procédures de publicisation et de contrôle.

Recouvrant à l’origine des préoccupations d’hygiène publique, la relation déchets/santé s’est vue redéfinir en termes de santé environnementale (SE) par des mobilisations dont de nombreux travaux ont montré les spécificités : un ancrage local, des coalitions d’acteurs, un investissement cognitif fort. Les problèmes posés par l’évolution de la composition des déchets, les cocktails de molécules générés par les techniques de traitement que ces mobilisations soulèvent sont entrés en congruence avec une interprétation écologique de la santé et un resserrement de la notion d’environnement sur la proximité de l’espace vécu. S’appuyant sur deux études approfondies de l’opposition à l’incinération des déchets ménagers à Fos, ce texte interroge les conséquences de l’émergence d’une problématique de SE sur la perception et la gestion des déchets, et plus largement, sur les formes de gouvernance du développement durable.
Waste treatment and environmental health : science as a factor of local acceptability? The household waste incinerator in Fos-sur-Mer. Environmental health considerations appear to have created a focal point for the local mobilization of indigenous and grassroots resistance to waste management. The evolution of waste composition and blends of molecules generated by waste processing techniques start raising a new ecological health issue linked to their local environment. Using two studies on mobilization against Fos-sur-Mer’s incinerator, this article investigates the impact of environmental health considerations on management and treatment of waste, and more widely on governance of sustainable development.

Cet ouvrage a été réalisé à l’occasion de l’exposition présentée au Lieu du Design du 4 avril au 12 juillet 2014.
Après avoir presque disparu des villes françaises dans les années 1950, le tramway a fait son grand retour en France à partir des années 1980.
En l’espace de trente ans, près de trente villes ou agglomérations françaises se sont dotées d’un nouveau réseau de tramway. Son éradication a été, paradoxalement, le moteur de sa résurrection car il a fallu tout réinventer : le réseau de transport mais aussi une nouvelle conception de la ville et de ses usages. Ce phénomène, unique, fait aujourd’hui école avec l’essor sans précédent des projets de tramway inspirés du modèle français partout dans le monde.
Cette « success story » à la française s’explique par la mobilisation de savoir-faire d’excellence portée par des volontés politiques fortes dans chacune des villes. Le rôle central du design est de penser le tramway comme un projet global qui redessine la ville et d’associer les compétences des architectes, des urbanistes, des paysagistes, des designers et des artistes.
Cet ouvrage retrace l’histoire d’une reconquête, et dresse le portrait de cette nouvelle star des villes qui a transfiguré les métropoles françaises et changé la vie de ses citoyens : le tramway.

Consumption forms and is formed by the city. How, when and where commodities are transacted is essential in this urban drama of mutual relationships. This thesis explores how consumption and everyday life in cities are interrelated. The specific objective is to analyse how commodity transaction situations are configured and constrained in time and space, and, how consumer service spaces are formed in and are part of city formation. Transactions are conceptualised as economically and socially situated material projects constituted by consumers, commodities and producers. Commodities and values are transferred and created through transaction spaces. The theoretical perspective is framed around consumption and production of spaces, and particularly informed by Hägerstrand’s time-geographical thinking and Lefebvre’s work on urban space. Methodologically different examples of consumption projects and spaces are used to discuss configurations and formations for commodity transactions.
The thesis stresses material and time-spatial constraints for commodity transaction and it discusses the blurring of boundaries between what conventionally has been separate social and economic activities and places. Changing transaction configurations and the formation of consumer service spaces in the city are explored through analysis of different consumption places and commodities such as books, coffee and clothes and property development projects in Stockholm city centre. Transaction configurations display geographical and historical continuities and changes as well as time-spatial flexibility and spatial fixity. Transactions spaces are continuously formed and reformed through processes embedded in the global cultural economy, urban development and politics, as well as through people’s everyday life. Producers’ strategic production and consumers’ tactical appropriation of transactions spaces are accentuated as crucial in the spatial practice of transactions, places and city formation.

Comme dans d’autres villes du monde, il existe à Buenos Aires une classification résidentielle récente qui distingue les « copropriétés fermées » des « copropriétés non fermées ». Plutôt que d’aborder les « copropriétés fermées » comme des enclaves, cet article restitue le caractère « indigène » de cette classification et s’interroge sur le type de relations qui l’accompagne. Dans une démarche ethnographique, l’article montre que, contrairement à ce que suppose la notion d’enclave, le classement des immeubles comme « copropriétés fermées » ne repose pas sur l’absence de rapports entre leurs habitants et l’extérieur, mais sur la manière dont ces rapports – en particulier entre les habitants et les employés des copropriétés – sont gérés en interne. ‘American city' and ‘European city' are familiar terms to us all. They suggest architectural landscapes and forms, glimpsed through movies, magazines or vacations. They also suggest atmospheres, ways of living that one perceives both as different and similar. In both cases, it is through the comparison we develop between sets of pictures or sensations that we are able to create two categories that we label as “American city” and “European city”. Both categories also contribute to our collective discussions about the fate of cities. In the debates about the kind of lives we want to live in cities these images assert themselves as powerful tools to arouse acquiescence or fear, to create agreements and disputes. As personal impressions or as collective categories, however, ‘American city' and ‘European city' are not instant products, and we are constantly referring to a historical pool of connotations, definitions and values when we use them. This article explores the making of this comparison and suggest ways to approach the transatlantic trade in urban matters.
