En conséquence, nous formulons des outils, des méthodes et un environnement nécessaires au développement d'une CCD dédiée aux projets urbains afin de favoriser leur acceptabilité globale et durable. Ces travaux posent alors la question de la place accordée à l'usager final dans le processus de conception des projets urbains. Dans ce cadre, les sciences politiques nous aident à comprendre les rapports entre citoyens et experts. Ce faisant nous pouvons poser les bases d'une approche collaborative dès la phase de conceptualisation car celle-ci influence l'ensemble du développement des projets. L’adaptation de ses principaux outils, le Plan d’Occupation du Sol (POS) et les Zones d’Aménagement Concertés (ZAC), à encadrer l’activité immobilière des communes déjà urbanisées est remise en question actuellement. Son originalité consiste à se placer au niveau parcellaire des transformations urbaines grâce à la base de données des permis de construire. L’ensemble du renouvellement immobilier depuis 1980 de deux communes situées dans le secteur ouest de la région parisienne, Issy-Les-Moulineaux et Boulogne-Billancourt, a ainsi pu être analysé dans sa dimension quantitative et surtout spatiale à un niveau très fin. Il apparaît que les règles de droits à construire et les programmes de ZAC peuvent influer de manière significative sur l’activité immobilière et sa répartition spatiale, toutefois cette influence n’est pas systématique et s’effectue parfois de manière insoupçonnée. French urban law has been conceived as a framework for the urbanization of unused space. However, at present, its usefulness for the development of already urbanized areas is questioned. This is particularly true for the two main instruments of local planning, the Plan d’Occupation du Sol (POS) and the Zones d’Aménagement Concertés (ZAC). But the consequences of local urban planning on the real estate activity in the short and the long run are not well known. This study aims at analyzing how local urban policies - and in particular the rules of the POS and the ZAC - determine the change in urban texture. The research carried out is original in that it focusses on the urban transformation at the level of land lots by the means of a data base on building permissions. This instrument allows us to analyze the spatial dimension of the change in real estate activity quantitatively. It is used to study the urban transformation of two municipalities in the western Parisian outskirts - Issy-Les-Moulineaux and Boulogne-Billancourt - since 1980. The study shows that the rights to build and the programs of ZACs may influence the real estate activity and its spatial distribution significantly. However this link is not systematic and exhibits non trivial features. Ces évolutions sont d'autant plus marquées que l'archipel connaît une urbanisation importante depuis une quarantaine d'années, laquelle entraîne l'émergence d'agglomérations urbaines là où n'existaient autrefois que de petites localités isolées.<br />Dans ce cadre, les dynamiques résidentielles évoluent et leur étude permet de comprendre la nature des transformations urbaines. Ainsi, les logiques d'installation coutumières qui visaient à regrouper spatialement les proches parents sont disqualifiées, remettant en cause la cohérence des quartiers déjà constitués. Les principes d'installation résidentielle favorisent à présent une organisation en réseaux de résidences dispersées. Les systèmes résidentiels ainsi élaborés permettent le maintien des relations entre les différents éléments les constituant.<br />Par ailleurs, l'obtention d'une parcelle constructible en ville est devenue une source de tension importante. En la matière, la pression foncière et la monétarisation des terres s'imposent comme de nouveaux éléments de régulation qui jouent un rôle croissant, même s'ils sont souvent intégrés et/ou mélangés avec des principes coutumiers. Même les terrains situés dans les quartiers anciens, qui jouent fréquemment un rôle de pilier des systèmes résidentiels et sont donc restés longtemps préservés, sont parfois cédés à des personnes sans liens de parenté avec le vendeur. Ce changement des règles d'acquisition des terres témoigne d'une crise institutionnelle générale. Malgré la multiplication des acteurs en charge de la gestion des villes, la fragmentation domine, aucune institution ne disposant d'une légitimité suffisante pour assurer une gestion cohérente et globale d'agglomérations urbaines en pleine expansion. Le principal résultat de cette évaluation physique a été de constater une augmentation considérable des flux de chaleur, une croissance progressive de la température de l'air et des surfaces, une augmentation de la vitesse du vent, ainsi qu'une déshumidification importante des espaces de ce centre. Cette efficience des transformations urbaines sur le microclimat nous a permis d'établir des corrélations entre les principaux paramètres d'intervention sur la ville (ouverture des vides urbains et minéralisation) et les phénomènes micro climatiques urbains. Ces corrélations ont été ensuite exploitées pour construire un indicateur morphologique permettant la caractérisation du microclimat urbain dans un projet de transformation urbaine. La définition de cet indicateur s'appuie sur deux objectifs : le premier vise à dépasser une limite du modèle TEB constatée lors des modélisations, le deuxième concerne la prise en compte de la corrélation entre les transformations urbaines et le microclimat. L'utilisation du modèle climatologique TEB, qui repose sur le concept de « rue canyon » pour modéliser la troisième dimension des zones bâties, a nécessité en effet d'opérer une réduction importante de la complexité de la forme urbaine. Pour dépasser cette limite, qui n'est pas propre à ce seul modèle, l'indicateur proposé reprend la notion de gabarit liée au canyon, mais l'étend par une analyse multidirectionnelle à l'évaluation de l'ouverture du vide urbain. Cet indicateur appelé « ouverture directionnelle » est applicable à plusieurs échelles spatiales et permet une caractérisation synthétique de l'espace (rue, place, cours, quartier, ensemble bâti) et du microclimat urbain. Une comparaison avec quelques résultats de simulations effectuées avec des outils du CERMA a permis de constater une bonne caractérisation de l'ensoleillement et de la vue du ciel et d'observer des résultats intéressants quant à la caractérisation du vent. Chiba-shi is a port and administrative centre in southern Kanto, the largest city in the eastern part of the Tokyo Metropolitan Region and located about forty kilometres from downtown Tokyo. The study privileges the role of process as a theoretical basis for exploring the dynamics of the production and transformation of urban space. Three aspects of temporal experience identified by Giddens – routine, biographical and institutional time – are adopted as a framework for considering how the dynamics of social reproduction are expressed in terms of transience and durability within urban form. A methodology is developed to explore the changing interrelationship between six conceptual ‘entities’ – the individual, household, dwelling, establishment, premises and site. Metrics are identified for each to facilitate a consistent analysis over time of the changing relationship between these based on a formal diachronic longitudinal survey. An analysis of the spatial transformation of the material form of the city between 1870 and 2005 was completed based primarily on recording the changing use over time of about 4,500 sample points. The outcome of the study is presented in five substantive chapters. The first considers characteristics of the layout of neighbourhoods and dwellings that have endured largely through their close association with processes of social reproduction. The following four chapters examine chronologically the evolution of the city, documenting transformations in urban form and their expression in terms of changing use of volumes of space, the characteristic infrastructure, premises and dwelling types, and how these relate to broader trends in Japanese history. L’expansion urbaine, auparavant nettement orientée par l’autoconstruction, est aujourd’hui encadrée par le capital immobilier et les pouvoirs publics et, parallèlement, la valorisation foncière est devenue à la fois systématique et généralisée. Le contraste de la situation actuelle avec la période antérieure est tel que l’on serait tenté d’y voir une forme d’inertie des métropoles.
