                <text>Guangzhou was the Chinese city where the first large-scale urban re-structuring attempt was made by the Nationalist Government to transform it from a pre-modern, walled city into a modern metropolis in the early-twentieth century. The municipal government of Guangzhou consistently embraced a rational planning approach, adapted from contemporary European and American planning models, to guide and regulate city building activities driven by new urban functions of the time. While these early endeavors laid a foundation for Chinese city planning in the modern era, to date very little has been researched on the origin and achievements of these endeavors. This study examines the beginning of modern city planning in Guangzhou, the establishment of its framework, its progressive implementation, and its physical outcome. </text>

A series of research seminars exploring the fl&amp;acirc;neur &amp;ndash; meaning anidler or loafer &amp;ndash; will be launched this week by the School of Modern Languages,Literatures and Cultures at Royal Holloway, University of London.&lt;br /&gt;
&lt;br /&gt;
The fl&amp;acirc;neur has its origins inthe nineteenth century, when the leisurely &amp;lsquo;gentleman stroller&amp;rsquo; emerged as a recognizable urban type in cities such as London and, especially, Paris, andconsequently became the subject of comment, satire and analysis.&lt;br /&gt;
&lt;br /&gt;
The early twentieth century saw the figure impact on the work of journalists and critics writing in German, notably the work of Walter Benjamin. At the same time, city streets, the anonymity of crowds, and a fascination for &amp;lsquo;observation&amp;rsquo; were characteristic preoccupations of many photographers, artists and filmmakers. More recently, the narrative position of the fl&amp;acirc;neur &amp;ndash; a combination of critical distance andtotal immersion &amp;ndash; has become a feature of travel writing in an increasingly mobile, globalized world.&lt;br /&gt;
&lt;br /&gt;
The seminar series will explore aspects of this fascinating theme from the nineteenth century to the present day, with a lecture on Wednesday, January 18, by Dr Hannah Thompson exploring the figure of the fl&amp;acirc;neur through the work of French poet Charles Baudelaire and German theorist Walter Benjamin.&lt;br /&gt;
&lt;br /&gt;
Dr Thompson&amp;rsquo;s lecture, &amp;lsquo;Two Parisian re-writings of the fl&amp;acirc;neur: the failure and the planner&amp;rsquo;, will identify two other figures who must negotiate the muddy streets of the capital in order to achieve financial and sexual success.&lt;/div&gt;

                <text>Cette contribution vise dans un premier temps à réaliser un recensement des programmes fermés avec contrôle des accès en France. Puis, une typologie des ensembles fermés a été mise en œuvre. Enfin, l'article s'oriente vers une étude des représentations qui ont cours à propos des ensembles résidentiels fermés, par une analyse des discours produits par les principaux acteurs concernés par le phénomène : les promoteurs, les résidants de ces complexes fermés et enfin les élus et techniciens en charge de l'urbanisme ou de l'habitat.</text>

Dans un contexte de progression &amp;eacute;lectorale de la gauche gouvernementale (notamment du parti socialiste) dans les villes centre, et plus pr&amp;eacute;cis&amp;eacute;ment dans celles de la France de l&amp;rsquo;ouest, cette &amp;eacute;tude reposait sur l&amp;rsquo;analyse conjointe de multiples indicateurs de diff&amp;eacute;renciation socio-&amp;eacute;conomique et de diverses variables caract&amp;eacute;ristiques du comportement &amp;eacute;lectoral entre 1995 et 2007. Cette analyse lui avait permis de classifier les m&amp;eacute;tropoles selon six grands groupes, correspondant chacun &amp;agrave; un type de composition sociale et &amp;agrave; un vote d&amp;eacute;fini. &lt;br /&gt;
&lt;br /&gt;
Les dimanches 9 et 16 mars se sont d&amp;eacute;roul&amp;eacute;s les &amp;eacute;lections municipales et cantonales. Aussi, il lui a sembl&amp;eacute; int&amp;eacute;ressant de renouveler cette &amp;eacute;tude par un &lt;a href="http://www.cybergeo.eu/index17033.html" target="_blank"&gt;second texte&lt;/a&gt;  en y int&amp;eacute;grant les tendances de vote &amp;agrave; l&amp;rsquo;issue du premier tour des municipales afin de v&amp;eacute;rifier si les tendances observ&amp;eacute;es dans notre &amp;eacute;tude pr&amp;eacute;c&amp;eacute;dant le scrutin se confirment, ou si au contraire, elles s&amp;rsquo;inversent dans certaines communes.&lt;br /&gt;

                <text>Public Administration as a discipline and a field emerged in the USA in the inter war period with a strong support from the Rockefeller organizations, the Spelman Fund of New York being the main granting agency in the field. This emergence was closely connected to the European experience. This essay attempts to reconstruct the domestic and international settings in which this interchange took place, to pay attention to all those who played a large role in foundation work without being foundation officers, to trace the shifting roles of the European reference in the field of US public administration and to assess the impact of the European work in the field of government. Accordingly, Europe appears to be first a source rather than a target, and then a channel to the wider world rather than a scene of operation.</text>

                <text>The aim of this article is to present a case study of bio-centres in three slums in Nairobi: Korogocho, Kibera and Mukuru in an approach developed by Umande Trust (UT) which is seeking to improve access to basic urban services to affected communities. To-date, 49 bio-centres have also been constructed in Kisumu and Nairobi. It is hoped that this approach will attract future replication of the technology in other parts of the country.                 <text>Tout projet de développement hydraulique s’accompagne d’importants bouleversements et revivifie la question des maladies hydriques. Il s'agit de comprendre un système eau/santé qui se modifie à mesure qu'il est observé. Nous nous sommes donc placée au cœur de la ville principale de Chennai, la première à restructurer toute son hydraulique urbaine. L'intérêt a été recentré autour de trois maladies traceuses - le choléra O139, la leptospirose humaine, la dengue- et leurs temps d'apparition particuliers. Elle se situent aux différents stades du système d'alimentation en eau domestique (desserte - évacuation - stockage) et résument avant tout ce qui s'est passé au cours des années 90. Au-delà, ces trois maladies posent clairement la question de la modification de la responsabilité des différents acteurs en présence et du risque épidémique lui-même. Elles vont en fait trouver dans les stratégies hydrauliques et les améliorations sanitaires de Chennai, les conditions propices à leur recrudescence intra-urbaine.  </text>

                <text>Every hydraulic development project implies important changes and raises the question of water-borne diseases. The primary objective is to understand a water/health system which changes as it is observed. We therefore chose to work on the case of the major city of Chennai, the first to restructure its entire urban water system. The study is centred on three traceable diseases – O139 cholera, human leptospirosis and dengue fever – and the specific moments at which they appear. They are located at different points of the domestic water provision process (supply, evacuation, storage) and, above all, they reflect the events of the 1990s'. Beyond all that, these three diseases raise the question of the responsibilities of the various players and, indeed, of the epidemic risk itself. In fact, the ideal conditions for fresh outbreaks are to be found in the hydraulic strategies and sanitation improvements of the city of Chennai itself.  </text>
