This tool of legitimation will be conceived of in terms of urban marketing. This analysis will ultimately allow to examine against a democratic backdrop current organizational outlines of politics. </text>

                <text>Depuis une quinzaine d'années la concertation est devenue centrale dans les dispositifs des politiques d'aménagement urbain. Déjà expérimentée dans les années 1960-1970, elle fait suite au diagnostic d'une crise de la représentation établi dans les années 1990. Ce diagnostic stigmatise les défauts de la représentation des publics (habitants, usagers, citoyens, entreprises, etc.) dans les projets d'aménagement. La concertation tente de rapprocher les fabricants (élus, fonctionnaires des collectivités locales et de l'administration, concepteurs, etc.) des destinataires de ces aménagements. La concertation et ses effets sont observés à partir de l'expérience lyonnaise d'aménagement des espaces publics urbains. Cette observation porte sur une trentaine de dispositifs de concertation mis en oeuvre dans l'agglomération lyonnaise et s'est centrée sur huit projets d'aménagement choisis pour le type de concertation qu'ils mettaient à l'épreuve. L'expérience lyonnaise d'aménagements d'espaces publics a permis de qualifier les changements apportés par la concertation dans les rapports entre les fabricants et les publics et montre l'existence d'éléments stables et ordinaires dans les pratiques de concertation. Ainsi, la concertation est toujours à l'initiative des fabricants. Elle se justifie, pour ses promoteurs, comme une tentative pour produire une culture commune et un langage commun. Cette communauté de culture et de langage est censée rapprocher les fabricants des utilisateurs. La pratique tend à montrer que ce rapprochement a pour effet de minorer les publics et de renforcer la spécialisation des espaces publics. L'espace public reste alors l'affaire des fabricants.</text>

                <text>Le tryptique ville - mondialisation - migration est mis en perspective dans la thèse à partir d’un poste d’observation situé au Sud : la ville de Bangalore, la cinquième ville de l’Inde par la population, largement présentée comme la "Silicon Valley indienne".     L’objet d’analyse est le phénomène de migration de retour de migrants indiens très qualifiés, salariés du secteur des hautes et des nouvelles technologies, revenant majoritairement des Etats-Unis à Bangalore. La recherche articule géographie des migrations et géographie urbaine dans une démarche compréhensive qui permet d’appréhender les pratiques de l’espace et les significations qui leur sont attachées, ainsi que les échelles collective et individuelle du fait migratoire.     Elle interroge ainsi une notion et une catégorie importantes de la géographie des migrations : la migration de retour et les migrants très qualifiés. La thèse montre que le retour s’insère dans les évolutions de la dynamique technopolitaine qui caractérise Bangalore. Elle souligne la pertinence de la notion de migration de retour comme catégorie analytique du projet migratoire des acteurs, comme processus et comme moment de trajectoires migratoires de plus en plus transnationales.     Par ailleurs le rôle joué par les migrants dans la fabrique métropolitaine et technopolitaine est mis en évidence par l’étude de leurs pratiques résidentielles, en particulier pour le développement d’un urbanisme d’enclave. Cultivant l’entre-deux, les migrants de retour renforcent le rôle de Bangalore en tant que pôle du champ migratoire indien.</text>

                <text>This thesis was motivated by an interest in the phenomenon commonly labelled as ‘new regionalism’ and in how ‘new regionalism’ underwent a change as attention turned to cities and city-regions from around the year 2000. The main objective of this study was to develop a framework for understanding how regions and city-regions have – if at all – ‘resurged’ in Europe as new objects and subjects of policy-making. I examine new (city-)regionalism in view of the general ‘neoliberalization’ of the state and of the related changes in the role of the state as the primary unit of socio-economic regulation, political organization and identity-building. To use a much-recurring term of the body of literature that inspired this study, I approach the actual outcomes of state spatial reorganization processes as the spatial manifestations of “actually existing neoliberalisms” (Brenner and Theodore, 2002). On this basis, my aim was to elaborate a theoretical and conceptual perspective from which the ongoing struggles to (re)define the spatial organization of the state can become better understood and the concrete outcomes of the struggles be better explained. </text>

                <text>La phase actuelle de la mondialisation porte en elle des mutations dont l´incidence sur la maille globale des interactions spatiales de longue distance redéfinit le paysage institutionnel, les modalités technico opérationnelles et l´organisation spatiale du système portuaire mondial. La situation des ports, par lesquels transite l´essentiel du commerce international de marchandises, n´en est pas moins paradoxale et complexe. Les stratégies développées par les acteurs dominant l´horizon maritime du port et celles imposées par les acteurs économiques dominant son horizon terrestre, placent les villes portuaires dans le double champs des réseaux du transport et de la production. L´enjeu pour les politiques portuaires, oscillant entre concurrence et complémentarité, consiste donc à positionner le port au cœur de ces réseaux en incorporant un nombre croissant de variables économiques, commerciales, urbanistiques, environnementales et sociales face aux rationnalités fonctionnelles et territoriales d´acteurs pouvant transformer le port en simple nœud de transbordement ou, à l´opposé, en grand centre logistique. S’appuyant sur la définition des ports de commerce comme territoires multi-situés dont les marges de manœuvre sur «l’échiquier» mondial et régional sont à l´origine d´une articulation différenciée des compétences liées au port de commerce, au système productif et aux ressources du territoire urbain, une analyse de leur trajectoire à trois échelles, au niveau global, dans le cadre de la mondialisation ; au niveau méso-économique, au sein de systèmes régionaux qui capturent des volumes croissants de flux et d´activités de transformation; et au niveau local, sur le territoire de la ville portuaire permet d´élaborer une typologie des villes portuaires comme territoires circulatoires et/ou productifs. </text>

                <text>The current stage of globalisation presents mutations that act on the global network of long distance spatial interactions and redefine the institutional scenery, the technic-operational modalities and the spatial organisation of the world port system. The situation of the ports, through which transit substantial part of the whole goods international trade, is not less paradoxal and complex. The strategies developed by the players that control the port maritime horizon added to the strategies imposed by the economic players that control the terrestrial horizon, put the city-ports in a path marked by transport and production networks. The game of the port politics, which oscillate between competition and complementarity, consists in placing the port in the core of these networks through a rising number of economic, commercial, urban, environmental and social variables facing the functional and territorial rationalities of players that can transform the port into a simple logistic hub or the contrary, a big logistic centre. Based on the definition of commercial ports as territories situated in manoeuvre spaces of a global and regional “game board”, there are possibilities of articulations differentiated among the capabilities located in the commercial port, in the productive system and in the resources of the urban territory and of an analysis with trajectory in three scales: in the global level, through globalisation, in the middle-economic level, in the regional systems that capture the rising volumes of flows and transformation activities; and in the local level, on the territory of the city-port. This approach allows the conception of a typology of city-ports as territories of circulation and/or productive territories. </text>

As estratégias desenvolvidas pelos atores que dominam o horizonte marítimo do porto somadas às estratégias impostas pelos atores econômicos que dominam seu horizonte terrestre colocam as cidades portuárias em um caminho marcado por redes de transporte e de produção. O jogo das políticas portuárias, oscilantes entre concorrência e complementaridade, consiste em posicionar o porto no coração dessas redes através da incorporação de um número crescente de variáveis econômicas, comerciais, urbanísticas, ambientais e sociais frente às racionalidades funcionais e territoriais de atores que podem transformar o porto em um simples nó de transbordamento ou, ao contrário, em um grande centro logístico. Com base na definição de portos comerciais como territórios situados nos espaços de manobra de um “tabuleiro” mundial e regional existem possibilidades para articulações diferenciadas entre as competências localizadas no porto comercial, no sistema produtivo e nos recursos do território urbano e para uma análise com trajetória em três escalas: no nível global, através da globalização; no nível meso-econômico, no âmbito dos sistemas regionais que capturam os volumes crescentes de fluxos e atividades de transformação; e, no nível local, sobre o território da cidade portuária.                 <text>This thesis deals with the urban phenomenon of minority clusters, which are invariably referred to as 'ghettos'. A review of the literature on 'ghettos' suggests that the clustering of identifiable minorities is commonly associated with segregation - be it physical, economic, social or linguistic - although it is the physical segregation which tends to be most frequently noticed. Moreover, one type of segregation, such as physical - is believed to lead to another type, such as economic.

Through studying Jewish settlement in Leeds and Manchester in the 19th century, two key questions are addressed in this thesis: The first is whether there is a link between spatial clustering and spatial segregation and the second is whether spatial clustering is linked to other forms of segregation, such as economic, occupational and social. Another two questions arise from the analysis: whether Jewish settlement patterns are distinctive in their own right, and whether it is possible to identify a pattern in the process of formation of Jewish settlement that may have broader implications for immigrant/minority settlement in general.

The techniques and theories of 'Space Syntax' are used here to analyse the settlements in question by using detailed street-level mapping of census data on the entire Jewish population of Manchester and Leeds and of all non-Jewish individuals in the key Jewish districts of each of the cities (the key Jewish districts are generally referred to as 'ghettos'). This enables a multi-level socio-spatial comparison to be made: between Jewish families and their immediate neighbours; between Jewish families and the population of the city as a whole; and between the initial and secondary stages of Jewish settlement. In order to investigate questions relating specifically to immigrant settlement, non-Jewish people born outside of Britain are also considered as a separate group, although they are not the main subject. The analysis suggests that spatial clustering does not necessarily lead to spatial segregation and that spatial clustering may also be associated with some types of segregation, such as occupational but not with others, such as economic. It also suggests that Jewish settlement patterns are distinctive and that they are identifiable for a longer period than expected after immigration, when compared with other immigrants.

This thesis also sheds light on the process of the formation of Jewish settlement, proposing a pattern whereby after establishing a core of settlement, streets already established become more densely populated, whilst new streets are settled more slowly. Analysis of the key districts of Jewish settlement also suggests that certain areas of cities are especially prone to settlement by the disadvantaged, due to characteristics that make such areas firstly, tend to be economically unsuccessful due to their spatial segregation and secondly, less attractive to those who have the means to move elsewhere and that such areas are not so much defined by their immigrant constituents, but by their long-standing inhabitants that cannot move elsewhere.</text>

                <text>La fermeture de l’embarcadère historique du Star Ferry le 11 novembre 2006, puis sa destruction en décembre afin de laisser place nette pour la construction d’une voie rapide (nom de code : «P2») et d’une surface plantée sur la zone poldérisée située entre la station de Hong Kong et le Centre des expositions ont provoqué des remous inattendus parmi les citoyens hongkongais. Cet édifice vieux de 49 ans (manquant d’un an seulement la qualification de patrimoine «significatif» telle qu’elle est définie par le gouvernement) n’était certes pas perçu comme une prouesse architecturale. Son démantèlement ainsi que celui de l’ancienne tour de l’horloge ont cependant attiré les foules pour un dernier hommage, et provoqué de vives réactionsł: manifestation-occupation des lieux spectaculaire (bien que limitée), déchirements de banderoles ostentatoires dus à l’activiste Ho Loy, dépôt d’une motion au Conseil législatif (LegCo) réclamant l’ajournement du démantèlement dans l’attente de plus amples consultations publiques et signature de pétitions par plusieurs milliers de citoyens hongkongais. Après le démantèlement de la tour de l’horloge et la destruction du bâtiment principal, le sauvetage de l’embarcadère du Star Ferry étant devenu une cause perdue, l’attention se déplaça vers l’embarcadère adjacent, le Queen’s Pier, également voué à la destruction. Ce déplacement apparaît d’autant plus remarquable que l’intérêt architectural du Queen’s Pier était encore moins attesté et moins ancré dans la mémoire quotidienne des usagers, puisque le lieu servait avant tout aux visites de personnalités importantes ou lors de l’arrivée du gouverneur. Le Queen’s Pier fut fermé le 26 avril 2007, ce qui provoqua de nouveau un sit-in et une signature de pétition, évènements qui bénéficièrent de la visite médiatisée de Chow Yun-Fat. Le gouvernement réagit en proposant de démanteler puis de reconstruire l’embarcadère un peu plus loin, alors que le Conseil consultatif des antiquités accordait au Queen’s Pier le statut de bâtiment historique de catégorie I, sans pour autant lui attribuer le statut de «monument», le seul susceptible de lui assurer une protection contre la destruction (la décision finale étant dans les mains du secrétaire de l’intérieur). Tout comme Donald Tsang avait avancé en janvier que « trop » de conservation du patrimoine pourrait nuire à la compétitivité de Hong Kong, le président du Parti libéral, James Tien, affirma alors que «les visiteurs étrangers préféreraient certainement faire du shopping plutôt que de visiter un pavillon de la reine qui ne serait même plus en bord de mer ». </text>

                <text>Les travaux sur les processus d'occupation de l'espace par les couches populaires en Amérique Latine ont jusqu'ici privilégié la dimension résidentielle de l'habiter et l'objet logement, négligeant la dimension du déplacement, qui constitue pourtant une composante structurante de la vie quotidienne.    Cette recherche veut contribuer à combler ce vide. Elle se fonde sur le cas de la ville de Chosica, située dans l'aire d'influence de la métropole de Lima au Pérou, et où sont planifiés d'importants travaux d'infrastructure qui vont bouleverser les conditions de mobilité. Dans ce contexte d'attente de projet, le travail analyse les pratiques quotidiennes de déplacement des couches populaires et l'espace qui leur sert de support.
