La question de la contribution de la pensée du paysage à l’idée de trame verte est au cœur de la réflexion proposée.                 <text>Planning greenways in urban areas : find an agreement between landscape architecture and ecology. This paper aims at following the progress of the idea of natural continuity through the vocabulary, its meanings and its manners, in the documents of urban planning of two case studies in provincial and Parisian contexts (metropolitan area of Angers and Plain of Versailles). The question of the contribution of the landscape thinking to the idea of greenway is central. We try in particular to spot the recourse to the notion of landscape by highlighting its connections with the other objects or founding models of the public action on greenways. It also leads to notice the dominion of a process of naturalization: more and more types of spaces, are recognized as "nature" in the greenways. </text>

Or, depuis la création de ces espaces, de nombreuses voix ont remis en cause le bien-fondé de ce genre de réserve, considérant que la cohabitation avec la faune sauvage pouvait potentiellement avoir des effets négatifs dans les domaines environnementaux et sociaux. Cet article s’intéresse à l’état des conflits entre humains et faune sauvage dans une communauté appartenant à la réserve de développement durable de Tupé, à la périphérie de Manaus. Il observe notamment la façon dont les conflits sont perçus et résolus afin de montrer la diversité des représentations quant aux espèces problématiques ainsi que les enjeux sociaux et environnementaux qui reposent sur leur protection.   </text>

                <text>During the last thirty years, few different experiments on protection of wild fauna in Brazil have led to the development of inhabited protected areas, seen as socially more acceptable and fairer. However, since their creation, the validity of this kind of protected areas has been questioned, considering that the coexistence between men and wild fauna may have negative effects for environment as well as local communities. This paper focuses on human/wildlife conflicts in a rural community in the sustainable development reserve of Tupé, located in the periphery of Manaus city. It mainly observes how conflicts are perceived and resolved and it shows how diverse are the representations regarding problematic species, as well as environmental and social issues related to their protection. </text>

                <text>Les pollutions atmosphériques de proximité liées au tissu urbain dense sont l’objet de nuisances ressenties et dénoncées par les citadins. Historiquement, l’histoire des odeurs délétères en ville est associée aux activités industrielles. Or les politiques municipales, très attentives au moment de l’hygiènisme à l’encadrement des pollutions industrielles, se sont détournées de la question de la pollution atmosphérique urbaine confiée, pour être mesurée et surveillée, à des réseaux de surveillance. La mesure de ces pollutions invisibles et nocives est restée largement cantonnée dans la sphère technique jusqu’à ces dernières années où, progressivement, la pollution atmosphérique est devenue un objet politique. Malgré la récurrence dans le temps du phénomène de pollution urbaine de proximité, et l’importance croissante des plaintes des habitants que cela génère, les réponses institutionnelles n’ont pas encore été complètement formalisées jusqu’à présent pour définir un mode de traitement et des réponses à apporter. Un suivi des plaintes, réalisé à Paris et dans la région Nord-Pas-de-Calais, sur le territoire de l’Artois, le montre bien. La prise en compte et le traitement des nuisances dues aux pollutions urbaines de proximité sont encore difficiles et nécessitent du temps pour être reconnues, comme le montre l’exemple de la commune de Drocourt. En outre, ces nuisances sont encore difficilement évaluables et quantifiables et les réponses qui s’esquissent répondent peu au principe de Développement Durable et s’appuient davantage sur une logique de remédiation, bien plus que de précaution. La question des nuisances environnementales et les plaintes qu’elles génèrent ont un caractère ambigu : entre santé et qualité de vie, entre industrie et urbanité, entre nuisance et toxicité, entre gêne et pollution de proximité. Leur ambiguïté permet d’interroger la gestion municipale des nuisances et de la pollution atmosphérique dans le cadre d’une gestion de proximité, au plus près des citoyens, selon les impératifs du Développement Durable. </text>

                <text>Proximity atmospheric pollutions linked to a dense urban fabric are the subject of nuisance felt and denounced by city dweller. From a historic point of view, stories of noxious odours in urban centers are associated to industrial activities. While very attentive to industrial pollution during the hygienist period, city politics have turned away from atmospheric urban pollution issues when air quality networks have taken charge of measurement and monitoring. The measurement of invisible and toxic pollution have remained in a technical domain until recent years, when progressively, atmospheric pollutions have become a politic issue. Despite the phenomenon of proximity atmospheric pollution recurrence and the increase of complaints by inhabitants, institutional response hasn’t been formalised yet to define a processing procedure and answers to give to the complaints. A complaint survey, done in Paris and the Nord-Pas-de-Calais region, especially in the Artois area, demonstrates this fully.Recognition and complaint processing of proximity atmospheric pollutions nuisances are still problematic and require time to be duly recognized, Drocourt being a clear example of this problem. Moreover, these nuisances are still more difficult to evaluate and quantify, the principle of a sustainable development hasn’t put is on mark in the solutions which outline now. Solutions use more a remediation logic to solve the problem than a safety-first precaution. The subject of environmental nuisances and the complaints they generate has an ambiguous nature: between health and quality of life, industry and urban life situation, between nuisance and toxicity, trouble and Atmospheric pollutions of proximity. Their ambiguous nature allows to ask for a management of nuisance and atmospheric pollution with a proximity approach, close to the citizen’s preoccupations and with sustainable development in mind. </text>

We believe that the raising concept of ecosystem services can be used as an analysis framework to design spatial development and planning.                 <text>Le territoire n’est pas au départ un concept économique, l’économie spatiale néo-classique étant largement a-territoriale. L’économie s’y est intéressée depuis environ deux décennies. Cet article s’interroge sur la place du territoire dans l’analyse économique, et sur son lien avec les concepts de patrimoine et d’identité. Développé par des courants hétérodoxes et institutionnalistes, il est parfois remis en cause par ces mêmes courants. Nous avançons que seul le passage par la qualification des biens et des actifs dans les processus de production et de consommation permet de lui donner un statut endogène, comme élément de définition d’une caractéristique de qualité. En effet le processus de qualification implique des références au patrimoine et à l’identité des acteurs, concepts également pris en compte par des économistes. La construction d’une identité territoriale est indissociable de l’action de groupes localisés qui construisent la patrimonialisation de certaines ressources exclusives. Ceci amène à relativiser largement la vision d’un patrimoine et d’une identité donnés a priori. </text>

                <text>Place is not at first sight an economic concept; mainstream spatial economics remains largely unconcerned by Place. Economics has taken an interest in it in the last twenty years. This paper deals with the role of place in economic analysis, and its relationship with the concepts of heritage and identity. Elaborated by heterodoxy and institutionalism in economics, it has been sometimes criticised by economists belonging to these very persuasions. We sustain that only qualifications processes of goods and assets in production and consumption give it an endogenous status as a marker of a quality characteristic. Actually qualification processes implies references to heritage and identity. The building of a territorial identity requires the collective action of place-specific groups who set up the heritage character of some exclusive resources. This largely questions the approach of a given heritage and identity. </text>

                <text>This paper aims at evaluating not only the wood-energy demand of Ouagadougou, the physic impact of this city wood energy consumption on the forest of its provisioning area, together with the causes of wood-energy price policy failures. The evaluation’s methods of wood energy consumption are reviewed in comparison with the resource supply conditions and the availability on data of wood resource demand. The data on the forest inventories of the wood-energy provisioning surface of Ouagadougou, as well as investigations into the households and the craftsmen allows estimating the consumption of Ouagadougou in wood-energy and its impact on the forest resources’ depletion. some complementary analysis have been done on the main causes of wood energy price policy failures. </text>

Cependant, ce réductionnisme lui interdisait de discuter du bien-fondé des objectifs poursuivis en termes d’intérêt général et a participé à la « mise en ordre » des hommes en évacuant la dimension culturelle et, à travers elle, la question sociale. </text>

                <text>In 2005, the entrepreneurs and authorities of the Port of Antwerp were forced to postpone a project to extend the port. The ecological association Natuurpunt responsible for this postponement was subsequently asked to join the governance process. For its part, the Doel 2020 Action Committee adopted a cultural approach to the polders and villages under threat. Whereas this vision – more in line with current socioeconomic issues – should have curried favour in the eyes of the port authorities, it was Natuurpunt which was instead designated as the unique contact partner. Relying on the systemic modelling of nature, the latter played an active role in establishing a political compromise. This reductionism nevertheless prevented it from discussing the validity of the objectives pursued in terms of their general interest and contributed to the “ordering” of people by eliminating the cultural and, consequently, the social dimension. </text>

                <text>L’objectif de cet article est de discuter du thème des inégalités écologiques selon le principe du développement durable. Le point de départ de cette réflexion est de montrer l’intérêt de définir la qualité de vie des espaces anthropisés selon les catégories socio-culturelles des habitants d’une même ville et de l’impact de ces différentes perceptions sur la qualité de l’environnement immédiat ainsi que sur l’environnement global. Les principales questions sont les suivantes : Quelle corrélation existe-t-il entre la spatialisation des inégalités sociales et celle des inégalités écologiques ? Qu’est-ce qu’un environnement urbain de « bonne qualité » par rapport à quels acteurs et quels indicateurs ? Quel est l’impact des perceptions du cadre de vie sur l’environnement, direct et global ? Comment les politiques d’amélioration du cadre de vie peuvent s’intégrer dans la problématique de la réduction des inégalités écologiques ? S’appuyant sur la valorisation de l’identité patrimoniale des quartiers, comment une politique environnementale et d’amélioration du cadre de vie peut participer au projet politique de la cohésion sociale et du développement durable ? </text>

                <text>This paper is a contribution to the study of ecological inequality from the point of view of the social and cultural analysis. First, this case study proposes to define the notion of "quality of life" in the urban areas for each social categories of the local population. The point of view is to show the impacts of these various representations of the nature on the local environment and the global environment. Secondly, the results suggest how an environmental strategy of conservation could combine a project of social cohesion and sustainable development. </text>

                <text>L’objet de cet article est de retracer sociologiquement l’histoire du droit des installations classées ou plutôt de la partie de ce droit qui concerne l’urbanisation autour des établissements dangereux et qui entend ainsi encadrer les relations entre la ville et l’industrie. Cette perspective permet d’envisager deux aspects complémentaires de cette question : d’une part, on examine le droit comme une façon de représenter un problème et notamment comment la place de la question urbaine y a été pensée et définie ; d’autre part, on s’intéresse aux règles juridiques comme des outils, des ressources de catégories, de concepts qui définissent des cadres pour l’action publique. Ainsi, l'histoire du droit des installations classées contribue à mettre en lumière la façon dont la gestion de la proximité ville/industrie articule en permanence (mais selon des modalités qui varient au fil du temps) les dimensions sociales, économiques et environnementales qui permettent aujourd'hui d'appréhender et de définir le développement durable. </text>

                <text>The main aim of this paper is to relate the history of a part of the environmental French law, the one which govern the urban development in the vicinity of the dangerous chemical plants. From a sociological point of view, two aspects of this issue may be simultaneously analysed. In one hand, we examine the law as a way to represent the problem of cohabitation between urban area and industry: how this question has been successively thought out and defined? On the other hand, we take an interest in the juridical rules considered as tools, resources and concepts for public management. According to this approach, the history of this part of French law highlight how urban planning and risk management permanently link the social, economical and environmental dimensions of sustainability. But it shows also that those three factors play a part that vary from time to time. </text>

                <text>La trame verte et bleue (TVB) constitue un instrument novateur dans l’arsenal juridique de protection de l’environnement en ce qu’il met en évidence l’importance de la connectivité de l’ensemble des écosystèmes qu’ils soient protégés ou non. L’imprécision des moyens de sa réalisation ainsi que le caractère inopposable de la trame mettent toutefois en cause l’effectivité et la pérennité de cet outil écologique. Le dispositif actuel révèle ainsi plusieurs insuffisances juridiques non négligeables à l’heure où certains acteurs proposent de créer via la TVB un espace où regrouper les mesures compensatoires prises suite à différents projets d’aménagements. </text>

                <text>The concept of green corridors network (GCN) is an innovative legal tool because it underlines the importance of keeping connected ecosystems, protected or not. But the lack of precision on how it must be implemented and the fact that GCN are not opposable dramatically reduce the effectiveness and the durability of this tool. Aussi, la référence à la durabilité désormais incontournable dans de nombreux domaines de l’action publique, s’étend inévitablement au transport via la notion de transport durable. C’est notamment en matière de fret que les enjeux de durabilité semblent les plus importants : le taux de croissance du transport des marchandises est en effet plus élevé que celui des passagers et le déséquilibre des parts modales s’y creuse davantage, en défaveur des modes les moins polluants. Dans le transport de fret, c’est la politique européenne des transports qui exerce aujourd'hui une influence déterminante à la fois sur la conduite de la politique française (à toutes les échelles) et sur les comportements de la quasi-totalité des acteurs et des opérateurs qui interviennent dans le domaine des transports en France. C’est donc sur le segment des flux de marchandises que notre papier traitera de la traduction européenne des principes fondateurs de la notion de transport durable.  </text>

                <text>Transportation generates negative externalities (especially environmental ones) widely known and denounced. Thereby, the reference to sustainability, now incontrovertible in many areas of the public action, reaches transportation via the concept of sustainable transportation. The most important need in sustainability is on freight transportation : carriage growth rate is higher than passenger transportation, and the unevenness between the modal parts is in favour of the most polluting. On freight transportation, the European Union policy exercises a determining opinion, both on the French public policies (at every scale) and on most of the actors stepping in the transportation domain in France. The topic of this paper is on the segment of carriage flux and on the European translation of the founding principles of sustainable transportation. </text>

L’analyse de cinq années de contentieux du Tribunal Administratif de Clermont-Ferrand (1998 à 2002) pour le département du Puy de Dôme, et le traitement d'articles de presse parus entre 1999 et 2002 dans le quotidien régional La Montagne donnent un éclairage de la diversité des conflits, des moyens de droit convoqués par les adversaires, et de la nature des solutions matérielles apportées aux différends.  </text>

                <text>Land-uses and neighbourhood conflicts reveal the rise of the rural living environment and with its confrontation with the other functions of the countryside (productive and "nature").  The thesis claimed in this article consists in defending the idea that land-uses conflicts mean as a deal with public decision-makers, taking into account the limits of the expression of the preferences by the voting procedure, and when exit is difficult. The focus is put on a French administrative territory: Puy de Dôme. The five year analysis (1998 to 2002) of litigation of the administrative court of Clermont-Ferrand, and the treatment by a local daily press La Montagne from 1999 to 2002, offer an explanation of different ways of right convened by opponents and the main ways to the material solutions brought to the disagreements. </text>

Ecological but also territorial dimensions should be linked up along with different types of knowledge – scientific, managerial or local. Through the case study of a modeling work ordered by a Parc Naturel Regional to a research consultancy we analyzed how the chosen methods keep local sources of information away. Overall we consider the place given to the quantitative data in a world obsessed by performance and transparency.                 <text>The management of the waste of the Ile-de-France region is an interesting case study for analysing causes and effects of a scale change on territorial governance: eight local plans have been recently renewed for a unique regional plan. The reasons of this change and the consequences on the landfilling of non-dangerous waste (a typically controversial application of territorial governance) are presented and analyzed in the paper. The change of scale does not modify the fundamentals of regional waste landfilling, but allows for an adequate institutional frame. </text>

The Grenelle II law (2010) has promoted by the inclusion of a Green and Blue infrastructure in planning documents, as a new planning tool to preserve biodiversity and restore ecological continuities, especially within urban regions. This article will show - on the basis of a Rhône-Alpes research - how the implementation of ecological corridors varies according to the municipal and supra-municipal consultation process.                 <text>Flood hazard has been considered for long as a threat to urban development. But stakes in relation to sustainable urban development change the view urban planner have concerning the future of flooding zones. The comparison between French and British situation shows us two different ways to produce and implement flood control legislation. In France, it is considered as a quite up-bottom approach, contrarily to Great Britain were negotiation, assessment and dialogue at a local level are developed. This manner to put into practice flood control strategy encourages a rooted risk culture, a better acceptability and a local management of flood policies.                 <text>Si l'approche par la proximité a préférentiellement été appliquée aux formes productives localisées, elle n'en demeure pas moins féconde pour analyser les modes de coordination entre acteurs se situant en marge du monde de la production. Tel est l'objet de cet article qui explore les formes de construction territoriale entre différentes collectivités confrontées à une préoccupation commune : le risque d'inondation. Outre cet aspect analytique, cette contribution tente de montrer en quoi l'élargissement de l'examen des formes de proximité à des acteurs et objets nouveaux (environnement, risques, collectivités territoriales et ménages) suscite une nouvelle actualité concernant les formes de proximité géographique. </text>

                <text>Despite the dominance of localised productive forms concerns, a growing number of contributions tend to apply the proximity approach to multiple fields. This is particularly the case when territorial construction is concerned, that involves consumers, municipalities or local governments. This paper explores forms of local co-ordination between different municipalities confronted with a common preoccupation: the flood hazard. Besides this analytic aspect, our second objective is to demonstrate that the integration of new actors and objects within the proximity field (environment, hazards, municipalities and households) arouses a topical enlightenment as regards the importance of forms of geographical proximity from a co-ordination perspective. </text>

Appliquée aux questions environnementales, la gouvernance pose à la fois la question de la maîtrise du temps par les acteurs et celle du territoire d’application des décisions prises. On peut donc considérer qu’elle engage un renouvellement de l’articulation entre le temps et l’espace, que doit prendre en compte l’analyse des choix économiques dans ce domaine. L’exemple du bassin d’emploi dunkerquois montre que cette articulation est au cœur d’une participation des entreprises à la gouvernance environnementale. </text>
