                <text>Interrelations between Urban Growth and Demographic Transition in Africa 

The relations between urban growth and demographic transition in Africa are examined. The city contributes to lower mortality both directly, i.e. through health facilities or regulation of the food distribution network, and indirectly, through better individual health determinants, i.e. income and education. The decrease of fertility observed in North African cities due to a rise in age at first marriage and to contraceptive practices now popular, is beginning to spread in rural areas. In Sub-Saharian Africa reducing effects of delayed marriage and contraception could be cancelled out by the discarding of traditionnal child-spacing practices. Furthermore, the economic solidarity of the extended family resists in cities, weakening the awareness of the major costs of population growth.</text>

                <text>Á la suite d'une période d'intense urbanisation du territoire de la République populaire de Chine, qui s'est matérialisée par une forte croissance des 5 grandes mégalopoles (Shangai, Beijing, Tianjin, Chongqing, Guangzhou) mais également de centaines de villes millionnaires, l'enjeu du développement des petites villes commence à être perçu. Peuvent-elles devenir des acteurs du développement des espaces ruraux, contenir l'exode rural vers les métropoles ? C'est à cette fin que le Xème plan quinquennal (2001-2005) pour l'économie nationale donne des orientations en faveur de l'essor des petites villes.&lt;br /&gt;S'appuyant sur des enquêtes réalisées dans les petites villes chinoises, ce travail tente de les catégoriser afin de déterminer la place qu'elles occupent dans l'organisation et l'économie du territoire ; le rôle qu'elles jouent dans le développement de régions faiblement urbanisées peut contribuer à freiner la concentration urbaine dans les mégalopoles du littoral oriental. L'auteur analyse également la manière dont l'urbanisation des petites villes chinoises constitue un facteur de requalification des tissus urbains des petites villes favorisant leur attractivité et leur compétitivité.</text>

                <text>The state of Qatar provides an interesting illustration of a nation that has recently witnessed spectacular urban development worthy of investigation. Indeed, during the past three decades huge oil revenues have enabled the country to embark on unprecedented national development. The main thrust of this research study is urbanisation and urban development in Qatar and the impact this phenomenon has had on the urban growth of its capital city, Doha. This study sets out to examine a set of issues caused by the urbanisation process within the framework of urban growth and land use development. The present study examines urbanisation and its impact on the city development in the Arab Gulf states (GCC) in general and in Qatar in particular. The main objective of the study has been to trace the influence these changes have had on the general growth of the city and the land uses particularly the residential and commercial land development with particular emphasis on the political and socio-economic factors which form the main thrust of this research. In addition, the examination of the emerging urbanisation phenomenon has aimed to establish the necessary background before dealing with the topic at the scale of the capital city. Following these objectives, the study has adopted a combined approach, which can be described as historical and empirical. The historical setting provides the changing nature of urbanisation in the Gulf States (GCC) and Qatar by establishing the evolution of this phenomenon until the present time. This is clearly done through defining the evolutionary periods reflecting the urban development stages, which included two distinctive phases : the traditional (pre-oil period) and modern/contemporary periods. The empirical/analytical part focuses especially on the city of Doha with respect to its recent urban development, socio-economic characteristics and the changing land use patterns of which the residential and commercial development represents one of the most rapidly growing and changing land use types that took place in a relatively short period (1970-1997). Clearly, the empirical research begins by investigating the socio-economic and physical features of the city. The analysis points out the enormous scale of development that occurred in the city benefiting largely from massive urban development plans engendered by the remarkable growth of the country's oil economy. Subsequently, the research separately examines additional dimensions pertinent to the residential and commercial land development. The findings show to what extent the growth of the city has influenced the emerging patterns of land use that were drastically changed. Also, the findings always reveal the existence of a strong correlation between the overall economic performance of the country and the changing residential and commercial uses. Indeed, the economic and social transformations of Qatar have resulted in new emerging patterns that were utterly unknown before the advent of oil. The thesis presents this research topic in three main parts. The first consists of two chapters, which introduce the methodology and approaches adopted by the study and the theoretical aspects relevant to urbanisation, urban development and urban internal structure along with definitions and concepts as well as previous studies done for Qatar. The second part includes three chapters, which deal with urbanisation in the GCC and Qatar. Chapter three provides an historical perspective of urbanisation and urban development pertaining to the Arab Gulf States. Chapter four presents an in-depth analysis of urbanisation and urban development in Qatar. This is followed by another chapter, which exclusively deals with the overall characteristics of population in Qatar. Part three of the thesis is entirely concerned with the city of Doha. It is divided into five chapters. Chapter six is concerned with the evolution and development of Doha; its changing demographic aspects and the factors affecting the population structure of the city are examined in chapter seven. The remaining three chapters of this part (8,9 &amp; 10) deal with the city's land use development in general and with the residential and the commercial land development in particular. For this purpose, chapter eight investigates the overall characteristics relevant to land use in the city. The central aim is to establish an objective understanding of the evolution of land uses, the major factors influencing their development and the present distribution patterns over the 1980-1997 period. The latter analytical stage involves examining the emerging patterns of the residential land development in an attempt to explore the changing patterns and the housing characteristics. In the third analytical phase, the analysis proceeds to consider the changing patterns of the commercial development within the city. A final summary of the findings, conclusion of the study and suggestions for future research are provided in chapter eleven.</text>

Basée sur la production d’une cartographie originale, depuis les grandes structures médiévales jusqu’aux formes contemporaines de l’habitat, elle fait apparaître des caractéristiques de polycentralité, de subsidiarité, de maillage, de pouvoir local, de villes en réseau par-delà les territoires, qui ne sont pas sans évoquer des modes de gouvernance en débat aujourd’hui.&#13;
Ce terrain d’analyse mène ainsi à une réflexion mé- thodologique particulièrement fertile sur les territoires habités sans densité, renouvelant la manière de les appréhender. En replaçant la "ville diffuse" dans sa complexité, ses spécificités et sa temporalité longue, cet ouvrage souhaite contribuer à une histoire large de l’urbanisation, irréductible à celle de l’urbanisme, et proposer une vision enrichie de la notion d’urbanité.&#13;

                <text>Croissance rapide, villes ingérables, crise de l'urbain, macrocéphalies, … les villes ne seraient plus planifiables, du moins pas avec les instruments classiques de l'urbanisme de plans.  Et aux instruments traditionnels de la planification urbaine, aux plans, aux approches top-down, on oppose généralement les approches participatives, les approches bottom-up. On redessine la ville par les habitants, par les acteurs de la ville.  Sans nier le rôle des méthodes participatives pour faire la ville, il semble nécessaire de revenir sur les plans, sur les modèles de villes, sur ce qu'ils véhiculent et sur la manière dont ils sont construits.  Il s'agit ensuite de mettre en tension la connaissance de la planification avec l'espace public pour comprendre les dynamiques urbaines et les enjeux de l'espace public.    Dans cette optique, les travaux de recherche proposés dans ce travail sont menés à deux échelles : celle de la ville dans son ensemble et celle de l'espace public.  La confrontation des échelles permet de mettre en avant la relation entre formes planifiées et pratiques, entre la ville comme contrainte et la ville comme aide. Leur confrontation permet également une meilleure compréhension des interactions entre les échelles. L'objectif étant ensuite de remonter en généralité à partir du micro – de la rue, des pratiques et des stratégies des acteurs de la ville – vers des éléments qui interrogent la globalité. Ceci dans le but ultime de proposer des manières innovantes de planifier la ville.    À l'échelle de la ville, nous analysons le parcours historique, le développement spatial, les documents d'urbanisme, afin de faire émerger les grandes tendances qui se dessinent au-delà des plans.  À l'échelle de l'espace public, nous analysons, à même le sol, la rue comme lieu de fixation des enjeux de la ville. Dans le cas de la société africaine, la question de l'espace public interroge ses multiples dimensions : sociales, économiques, culturelles, politiques et spatiales. Dans un contexte de globalisation, l'espace public s'est renforcé comme lieu d'expérimentation et de constructions collectives d'alternatives économiques et sociales (WP2, 2005), devenant, pour les populations précarisées, un rempart contre l'anéantissement social.    Pour mener à bien cette recherche, notre choix s'est porté sur des villes africaines qui présentent le triple intérêt d'être des villes récentes, qui ont toutes des plans d'urbanisme, et cela depuis leur fondation et qui se caractérisent par la prédominance de "l'urbanisme" informel.</text>

But stakes in relation to sustainable urban development change the view urban planner have concerning the future of flooding zones. The comparison between French and British situation shows us two different ways to produce and implement flood control legislation. In France, it is considered as a quite up-bottom approach, contrarily to Great Britain were negotiation, assessment and dialogue at a local level are developed. This manner to put into practice flood control strategy encourages a rooted risk culture, a better acceptability and a local management of flood policies.                 <text>Le théâtre de nos vies quotidiennes tient rarement dans un cadre unitaire. L'individualisation des comportements et la fragmentation des temps de vie se doublent d'une spécialisation fonctionnelle de l'espace urbain obligeant chacun à multiplier les déplacements entre les quartiers de l'archipel métropolitain entrainant perte de temps et stress. Pire, nous habitons les mêmes appartements, travaillons dans les mêmes entreprises et vivons dans les mêmes villes et pourtant, nous nous rencontrons de moins en moins, faute d'avoir les mêmes horaires. La nuit, le dimanche ou les repas sont grignotés par l'activité économique. L'effacement progressif de l'unité de temps, de lieux et d'action des institutions, le big bang des organisations et des territoires poussent les individus et les organisations sous pression à de nouveaux assemblages, entraîne de nouvelles recompositions, d'autres alliances, hybridations ou coalitions temporaires. Au-delà des adaptations en cours, les mutations obligent les acteurs de la fabrique urbaine à prendre enfin en compte la dimension temporelle, aspect essentiel de la dynamique des villes. Elle permet d'imaginer les contours d'un " urbanisme augmenté " à la fois temporel et temporaire et des formes inédites de régulation d'une " ville malléable ", flexible, souple et adaptable dans ses espaces et dans ses temps. La clé des temps permet de composer avec les deux autres ressources fondamentales - énergie et espace - dans une logique de développement durable. A travers la polyvalence et la modularité des espaces publics, des bâtiments et des quartiers ou le caractère éphémère des installations, on peut à la fois limiter la consommation d'espace, favoriser l'intensité urbaine et assurer le déploiement d'une " écologie temporelle " qui permette aux hommes et au territoires de (re) trouver le bon tempo.</text>

                <text>Depuis des siècles les villes sont un espace fertile d’innovation sociale, politique, et technologique. Dans notre société fortement urbanisée, la demande de soutenabilité rencontre dans les villes globalisées des réponses concrètes et décisives à sa survie.&#13;

De nouvelles formes de pilotage du processus de conception, réalisation et exploitation des projets urbains sont en pleine émergence. Face aux performances de durabilité, les « fabricants et exploitants de la ville » quels qu’ils soient ne «peuvent plus faire comme avant».&#13;

Pour coupler ville et soutenabilité cet ouvrage fait dialoguer l’urbanisme et les sciences de gestion. À travers cinq cas d’étude, de nouvelles pratiques en termes de mise en oeuvre de l’urbanisme durable sont proposées. L’auteur conceptualise la distribution des capacités de conception lors d’un processus de création et démontre que l’innovation collective n’est pas uniquement le fruit du travail des experts. Il étudie les dispositifs qui permettent la structuration de l’action collective et le changement de comportement des usagers. L’émergence d’un rôle collectif de conception est ici exemplifiée.&#13;

Cet ouvrage démontre que la ville reste le lieu où l’impact des décisions politiques sur l’égalité des chances – principe fondamental de la soutenabilité – est le plus visible.&#13;

Ingénieur des systèmes urbains et titulaire d’un Mastère Spécialisé en Ingénierie et Gestion de l’Environnement, Rebecca Pinheiro-Croisel a soutenu sa thèse de doctorat en 2013 dans le domaine des sciences de gestion et de l’urbanisme.&#13;
&#13;
Ses travaux portent sur les dynamiques d’interaction entre acteurs d’une part, et entre acteurs et les objets évolutifs qu’ils s’apprêtent à concevoir d’autre part. Elle travaille sur l’analyse de l’émergence d’un rôle collectif de concepteur lors des processus de création des projets ainsi que sur les instruments de coordination et cohésion. Rebecca étudie également les instruments (outils juridiques et économiques)... et les démarches inventives (éco-conception) que la demande de développement durable ouvre comme champs d’explorations dans les projets urbains.</text>
