<text>Influence of urban forms on pollutants distribution is presently investigated in urban atmospheric pollution researches. This multi-scale problem is generally studied on a single sclae (local, meso or global) but seldom considering the total effect of network and urban units together. The articulation of several scales of pollutant observations (point measurement, streets, and urban area) is a particularly of the present work. Two objectives are defined: - precisely define the morphological elements which influence the pollutant distribution; - spatialize the measurements with the help of satellite data, taking benefits from previous results. This research project allows the combination of different scales, different methods and modeling approaches on streets and on the total urban area through different geographical data integration (GIS and Remote sensing). The point measurement sites were also reviewed according the morphological indicators designed through GIS applications. The BD(c)TOPO-IGN allows extraction of heights, surfaces and volumes on the urban area, which are injected in pollution modeling, and used for qualifying the point measurement sites. These morphological indicators are associated to dominant winds (frequencies and charges) and studied in order to highlight the difference between proximity pollution and "day to day" one. Such indicators need to be developed and tested in diverse situations to enhance the typology of measurement sites and strengthen their representativity.</text>

The interaction of several scales of pollutant observations (points-measurements, streets and urban area) is a particularity of the present work. It is applied to the city of Strasbourg, France. Its objectives are to precisely define the morphological elements which influence the pollutant distribution, and spatialize the measurements with the help of satellite data, taking benefits from previous results.</text>

<text>This study, based on a sample of offenders coming before the summary court in Birmingham, 1867-77, looks at the processes of ostracism, exclusion, deprivation and punishment accorded to the lowest strata of society in the late Victorian city. It is argued that the identification and labelling of a criminal class was part of the effort to deny the relevance of class conflict by insisting on the relevance of moral distinctions. The first chapter seeks to plot the social ecology of crime through a comparison of a number of contrasting 'social areas' ranging from a high crime to a no-crime area. Differences in the social characteristics of the population living in these areas form the basis for explanations about differences in levels of reported crime, and of police attention. The second chapter deals with the law enforcement agencies of magistrates, Watch Committee and police - describing their personnel and their different priorities and strategies. In Part II we turn for the first time to the offenders. Chapter 3 concentrates on juvenile offenders, their of fences and social characteristics, and on the policy and provision made for them, as well as on sentencing practice, as carried out in Birmingham in the period. Chapter 4 looks at the legislation for, and the definition of, the Habitual Criminal. In this section the main categories of offence under the Habitual Criminals Act are described as they occurred in Birmingham, as well as the trends in sentencing practice for these offences. The last chapter discusses assault and other violent crimes, with particular attention to the rise in Street disorders and assaults on the police. The conclusion points out that a Strategy of exclusion was implemented by the urban elite for their 'criminal class' since this class presented no real political threat, while it came to serve a diminishing economic function.</text>

<text><div><b>Abstract from the publisher:</b></div> &nbsp;</div> Incomplete Urbanism is a dynamic, hybrid interactive concept, which destabilizes the current architectural and urban theories and practices. Its main characteristics are indeterminacy, inconsistency and changeability, which are particularly challenging in the context of the New World Order and the fast emerging global digital network. It is a concept that can be effectively applied to any sizeable section of existing cities without the need for major readjustments and can be implemented at different rates in response to specific local conditions. As for the word &lsquo;critical&rsquo;, I use it deliberately in order to convey the essential need to think creatively and positively in a controversial contesting and social-orientated manner about what we do, as it will constructively influence the way we do things that impact our values and social environment.</div> &nbsp;</div> <b>William S. W. Lim </b>is an architect and co-founder and Chairman of Asian Urban Lab and President of the Architectural Association of Asia.</div> &nbsp;</div> </text>
