With this growth in 'urbanization' and as a consequence of a rise in urban poverty, the issue of urban problems is now a topic of international importance. It is estimated that the world's urban population will grow from 2.86 billion in 2000 to 4.98 billion by 2030 (UN-Habitat, 2003). Of this, nearly two billion people are currently living in urban areas of developingcountries and over half live below the poverty line. Thus together with this surge in the urban population growth and the pressures associated with it we are likely to see what I like to term the 'urbanization of poverty'. The physical and spatial manifestation of increasing urban poverty and intra-city inequality can be characterised by the slum. However, according to UN Habitat, there is no clear and internationally recognized operational definition of the slum. 'Other notions were used instead to document the existence of slums: percentage of population living in unauthorized settlements, the durability, equality and size of housing units, the level of basic services (...). While slum dwellers in the developed world constitute 6 % of the urban population, in developing countries they account for a staggering 42% of the urban populace' (UN-Habitat, 2003:6). Five components reflect conditions that characterise slums: insecure status; inadequate access to safe water; inadequate access to sanitation and other infrastructure; poor structural quality of housing; overcrowded (Ibid). The case study in this book reveals some of these components and instead of using the term 'slum', I will be using the term 'unauthorized settlement'. This will be defined in this work as a residential area, which has developed without permission from the concerned authorities to build. Settlers in Duelha are in fact experimenting with a semi-legal status: they either own a parcel of agricultural land which they put to use as a housing unit; or they rent it from private owners. In both case, the use of the land as residential area is occurring without permission from the Syrian authorities. This study focuses in general on urban conditions in Syria and in particular on the livelihoods of people living in one of the unauthorized settlement slums called Duelha in the capital city Damascus. Over the years, Damascus has attracted a large number of migrants from other cities and rural areas. According to the Syrian historian Jarjur Tawfik (1980), the most prominent causes of Syrian migration towards Damascus consisted of Palestinian refugees flows, the pull of educational opportunities, industrial and commercial activities, and the push of a high birth rate in rural areas and socio-economic causes such as widespread poverty. In order to achieve the study objectives, I lived and worked in this unauthorized settlement and observed the daily life of the local community. I focused specifically on households and courtyards, the main units of the social system. Within these social units, I traced the livelihood strategies that people adopt and how they succeed in managing their daily life in a new habitat. In contrast with most of the previous studies on Damascus, which are based mainly on statistical and census data, this study is to my knowledge the first to be carried out which gives a picture of a 'living' slum, or the daily struggle of a community living in an unauthorized settlement. It shows how individuals and families create and build their livelihood. Located east of New Orleans, St. Bernard Parish is one of the most vulnerable parts of the greater New Orleans metropolitan area to storm surges. After having been devastated by Hurricane Katrina in 2005, St. Bernard still struggles to recover from the storm, and displays the lowest recovery level of the entire Katrina-hit Gulf Coast area so far. Moreover, reconstruction is hampered by loud polemics that remind us of the worst years of racial polarization during the 1960’s. This paper explores the possible linkage between urban fragmentations and adaptive capacity to natural hazard. The St. Bernard case-study illustrates the strength of path dependency, and how long-entrenched suburb-central city mistrust hampers urban resilience. This article presents the role of migration in the development of the Prague agglomeration from the end of the nineteenth century up to the recent past. With the collapse of Communism, the nature of migratory movement has been modified. By designating three concentric rings named «city centre,» «Communist Prague,» and «peri-urban ring,» one can observe before 1989 a convergence of movement from the city centre and the peri-urban ring toward Communist Prague. There were, however, works by historians of culture and sociologists dealing with the traditions of urban groups with a view to reviving them and the study of cities was developed in the inter-war period, mostly by architects and rationalist town planners. Although the Communist regime put an end to sociology, an ethnology of the working class was begun in the 1950s along with historical research on working class culture before World War I starting in 1970. Since 1989, these research traditions have been maintained, but their objects have shifted towards the study of everyday life and inter-ethnic relations in the city, particularly in old, deteriorated city centres and the large housing estates in outlying areas. L’objet de cet article est d’analyser, à partir du processus de décision de Météor (ligne de métro automatique localisée à Paris), comment un projet d’infrastructure peut devenir hybride (techniquement, spatialement, en matière d’aménagement, de desserte, etc). Les principaux résultats montrent que l’hybridité dépend plus des conditions du processus de décision que de la nature des risques liés au projet. L’hybridité peut aussi générer certains risques (problèmes de connectivité du réseau, problèmes d’échelle de décision dans le cas d’un projet multi-scalaire comme Météor, etc) et certaines opportunités. Ces risques peuvent être réduits par le choix d’un seul niveau de décision qu’il faut rendre compatible avec des financements souvent multi-partenariaux. Enfin, l’hybridité d’un projet comme Météor peut aussi produire des risques liés à l’absence de politique globale de transport et d’aménagement. A complex decision-making process and uncertain results characterize hybrid transport infrastructures. The article analyses the decision-making process of a case study (Météor, automatic metro line, Paris) and shows how a transport project can become hybrid (technically, spatially, etc). The main results show that hybridity depends more on the conditions of the decision-making process than on the nature of the risks of the project. Hybridity can generate opportunities and risks as lack of connectivity, problems of decision scale in the case of a multiscalar project (as Météor, etc). These risks can be decreased by the choice of one decision level. But this should be compatible with different levels of financing. Hybridity can generate risks which depend on the lack of a global transport and land planning policy. C'est le début d'une nouvelle ère qui se caractérise par deux évolutions principales : d'une part, une stabilisation progressive des flux migratoires entre l'Allemagne de l'Est et l'Allemagne de l'Ouest, due à la chute du mur et aux processus de réunification. D'autre part, l'émergence d'un certain nombre de phénomènes démographiques plus lourds (faible taux de natalité, vieillissement de la population, périurbanisation, taux de chômage élevé, etc.) dessinant un contexte structurel. Le problème du déclin économique et social des villes se pose alors en Allemagne orientale, accompagné d'une menace de détérioration de l'infrastructure et notamment des services en réseaux. Actuellement, on assiste à la fin d'un processus de prise de conscience de ces phénomènes démographiques par les responsables politiques des différents niveaux territoriaux (national, régional et communal). Ce processus de débat public à contribué à l'élaboration de stratégies de lutte contre ce déclin démographique et à l'interrogation sur les limites de telles stratégies. L'objectif général de cette recherche est par conséquent de remettre en question les concepts traditionnels de la planification territoriale et urbaine en relation avec l'organisation des services en réseau. Cette évolution démographique vient se confronter à la question de l'évolution contemporaine des services urbains en réseau dans les pays anciennement industrialisés. Cette confrontation peut se résumer de la manière suivante. A la logique équipementière qui a longtemps dominé les politiques d'aménagement du territoire par le développement des réseaux se sont substituées, depuis déjà un quart de siècle, des logiques de régulation sociale, économique et environnementale dominantes. Pour autant, si la question de l'accès au service s'est désormais très largement imposée devant la question de l'équipement en réseau, la question des infrastructures revient en force par la charge financière exponentielle des coûts de renouvellement du support matériel du service urbain. 2 L'hypothèse générale de ce projet de recherche est que le processus de commercialisation est un vecteur de développement spatial dans le sens où la gestion des réseaux d'eau dans une logique commerciale est susceptible de renforcer les disparités et les inégalités de développement dans l'espace de croissance d'un côté et dans les espaces de décroissance de l'autre. Plus précisément, il y une tendance à la fragmentation des marchés de réseau d'eau entre les territoires de croissance où l'eau constitue un marché lucratif pour les prestataires offrant des services de haute qualité à un prix réduit et les territoires de décroissance où l'entretien des réseaux n'est pas rentable, au détriment de la qualité de l'eau et du service infrastructurel faisant de l'infrastructure un élément de différenciation spatiale. Le présent rapport de recherche est articulé autour de trois chapitres permettant de construire les éléments fondamentaux pour comprendre les liens entre les phénomènes du rétrécissement des villes en Allemagne orientale, la crise économique des anciens centres industriels allemands, l'émergence d'une réponse politique et les effets sur les services en réseau d'eau et d'assainissement.
