Boucs &amp;eacute;missaires de la crise, les immigr&amp;eacute;s en provenance du Maghreb et d&amp;rsquo;Afrique sub-saharienne, et leurs descendants &amp;mdash; la deuxi&amp;egrave;me et la troisi&amp;egrave;me g&amp;eacute;n&amp;eacute;ration, pourtant en th&amp;eacute;orie des citoyens &amp;agrave; part enti&amp;egrave;re &amp;mdash; tiennent en effet une place &amp;agrave; part dans la nation, en raison de l&amp;rsquo;histoire coloniale.&lt;/div&gt;

On questionne ses ressorts v&amp;eacute;ritables et les forces qui la gouvernent. On continue de s'interroger sur les modalit&amp;eacute;s et les types d'intervention dans le contexte de la ville africaine. Cette derni&amp;egrave;re est-elle &amp;agrave; red&amp;eacute;finir ou &amp;agrave; corriger ?&lt;/div&gt;

Dans ce concert d'interrogations, de doutes et de prises de position collectives sur la ville, les g&amp;eacute;ographes africains ont d&amp;eacute;cid&amp;eacute; de faire entendre leurs voix. Ils cherchent &amp;agrave; briser les barri&amp;egrave;res des fronti&amp;egrave;res d'Etats, des &amp;eacute;coles de pens&amp;eacute;es, de traditions acad&amp;eacute;miques, de langues et de g&amp;eacute;n&amp;eacute;rations pour r&amp;eacute;fl&amp;eacute;chir sur les r&amp;eacute;alit&amp;eacute;s urbaines de ces derni&amp;egrave;res ann&amp;eacute;es et d&amp;eacute;gager des perspectives souhaitables pour l'action des politiques et des am&amp;eacute;nageurs. Sans nier le r&amp;ocirc;le des m&amp;eacute;thodes participatives pour faire la ville, il semble n&amp;eacute;cessaire de revenir sur les plans, sur les mod&amp;egrave;les de villes, sur ce qu'ils v&amp;eacute;hiculent et sur la mani&amp;egrave;re dont ils sont construits. Mais il faut &amp;eacute;galement descendre dans la rue, &amp;agrave; m&amp;ecirc;me le sol, pour appr&amp;eacute;hender la ville dans toute son &amp;eacute;paisseur.&lt;/div&gt;

La ville Ouest-Africaine propose un regard sur une double &amp;eacute;chelle. &amp;Agrave; l'&amp;eacute;chelle urbaine, il s'agit d'analyser les parcours historiques, le d&amp;eacute;veloppement spatial, les documents d'urbanisme, afin de faire &amp;eacute;merger les grandes tendances qui se dessinent au-del&amp;agrave; des plans. &amp;Agrave; l'&amp;eacute;chelle de l'espace public, la rue est analys&amp;eacute;e comme lieu de fixation des enjeux de la ville. En innovant dans les m&amp;eacute;thodes, en testant des protocoles nouveaux, La ville Ouest-Africaine fait &amp;eacute;merger une vision peu classique de Nouakchott, de Dakar et d'Abidjan, les trois terrains de cette investigation. La ville d'aujourd'hui, en Afrique ou ailleurs, doit r&amp;eacute;interroger ses multiples dimensions sociales, &amp;eacute;conomiques, culturelles, politiques, spatiales: pour cela, la recherche urbaine remet en question ses propres m&amp;eacute;thodes.&lt;br /&gt;

&lt;b&gt;J&amp;eacute;r&amp;ocirc;me Chenal&lt;/b&gt; est Dr. &amp;egrave;s Sciences de l'Ecole Polytechnique F&amp;eacute;d&amp;eacute;rale de Lausanne (EPFL). Apr&amp;egrave;s une formation d'architecte &amp;agrave; l'EPFL, il travaille comme urbaniste pour le bureau Urbaplan, sp&amp;eacute;cialis&amp;eacute; dans le d&amp;eacute;veloppement urbain en Afrique. Il rejoint ensuite le Laboratoire de Sociologie Urbaine (LaSUR) de l'EPFL o&amp;ugrave; il fait sa th&amp;egrave;se. Ainsi les droits les plus &amp;eacute;l&amp;eacute;mentaires attach&amp;eacute;s &amp;agrave; l&amp;rsquo;enfance et tout simplement &amp;agrave; la dignit&amp;eacute; humaine leur sont d&amp;eacute;sormais refus&amp;eacute;s. Comment alors parler de d&amp;eacute;veloppement quand l&amp;rsquo;avenir ne leur appartient plus ?&lt;br /&gt;

Le projet de s'exiler s'inscrit progressivement au coeur des aspirations de ces jeunes laiss&amp;eacute;s &amp;agrave; l'abandon. The slum is as old as civilization... The battle with the slum began the day civilization recognized in it her enemy. It was a losing fight until conscience joined forces with fear and self-interest against it. When common sense and the golden rule obtain among men as a rule of practice, it will be over. The two have not always been classed together, but here they are plainly seen to belong together. Justice to the individual is accepted in theory as the only safe groundwork of the commonwealth. When it is practised in dealing with the slum, there will shortly be no slum. We need not wait for the millennium, to get rid of it. We can do it now. All that is required is that it shall not be left to itself.

Jacques Caron montre comment derri&amp;egrave;re une fa&amp;ccedil;ade honorable la r&amp;eacute;novation des quartiers de logements sociaux se cache une redoutable machine &amp;agrave; paup&amp;eacute;riser &amp;agrave; fragiliser les quartiers populaires. Les destructions massives sont financ&amp;eacute;es par le 1% logement auparavant r&amp;eacute;serv&amp;eacute; &amp;agrave; la construction du logement et de son entretien. Nos quartiers n&amp;rsquo;ont pas besoin d&amp;rsquo;argent, d&amp;rsquo;endettement suppl&amp;eacute;mentaire, mais de l&amp;rsquo;arr&amp;ecirc;t des gaspillages, d&amp;rsquo;un bon usage de l&amp;rsquo;argent public, d&amp;rsquo;une application r&amp;eacute;elle de la repr&amp;eacute;sentation r&amp;eacute;publicaine largement oubli&amp;eacute;e dans nos quartiers de logements sociaux.&lt;/div&gt;
