Dans un contexte marqué par un dessaisissement politique sur le plan étatique de la question del'assistance aux réfugiés et par l'émergence du régime international des droits de l'homme comme cadre de production normatif central dans les pays d'accueil d'Afrique centrale, il s'agit ensuite de dégager les conditions d'émergence des " collectifs cosmopolitiques " de réfugiés et leur aptitude à remettre en question le rapport entre droit de l'homme et droit du citoyen dans des espaces urbains où les frontières entre ordre international et ordre interne n'ont jamais été aussi poreuses et indéfinies.</text>

                <text>This paper compares experiences in the application of different approaches to passenger travel data collection in francophone and anglophone cities of West, Central and Southern Africa. Its aim is to identify possible improvements through which common problems might be addressed. The paper draws from the available French and English literature on survey methods applied in Sub-Saharan Africa, as well as from the authors' experiences in designing and administering surveys in this context. Problems are discussed in terms of survey design and administration. Recommendations to address these problems relate to survey preparation, comparative instrument and cognitive testing, hierarchical multi-modal methods, interviewer selection and training methods, and survey administration and monitoring.</text>

The Eighth Berlin Roundtables on Transnationality on &amp;ldquo;Collective Identities, Governance and Empowerment in Megacities&amp;rdquo; took place from 11 &amp;ndash; 16 June 2008.&lt;br /&gt;

An international essay competition was organized in summer/autumn 2007 to address and to analyze issues relating to different forms of urban fragmentation and processes of identity (re-) configuration. Competition participants were also invited to explore best practices by state, municipal and civil society actors to cope with corresponding conflicts and difficulties and to reflect on new civilizing arrangements resulting from civic engagement in the urban context.&lt;br /&gt;

A l'heure de la recomposition des modes d'intervention publique, notre hypothèse pose le rôle central des territoires d'action comme outils de maîtrise et de mise en valeur de ressources spatialisées. La problématique de ce mémoire interroge la capacité d'un type d'acteur local, les collectivités urbaines organisées en intercommunalité intégrée et généraliste, à intervenir dans la gouvernance de l'eau comme ressource. Pour ce faire, la recherche emprunte les sentiers de l'analyse aménagiste, dans le sens où elle focalise l'intérêt sur les modalités de gestion des services d'eau en réseaux, et sur la planification spatiale de ces systèmes techniques. Elle s'appuie sur un matériau empirique comparatif de cinq Communautés d'agglomération françaises (Clermont-Ferrand, Dijon, Montpellier, Rennes, Rouen). Emblématiques du mode délégué d'exploitation des services urbains, et pris en charge par une autorité urbaine en quête de légitimité politique, les services d'eau deviennent le siège de coalitions de croissance métropolitaines. Néanmoins, à l'échelle locale, le développement de ces actions volontaristes n'entraîne pas pour autant une coopération territoriale aboutie. En outre, le consensus partagé sur les normes de sécurisation quantitative et sanitaire limite la capacité de " friction écologique " des outils de gestion intégrée de la ressource. Ainsi, d'après cette recherche, la constitution d'entités nouvelles de gestion des services d'eau ne modifie pas fondamentalement le rapport entre la collectivité urbaine et la protection de la ressource. Au-delà de la mise en relation de l'intercommunalité urbaine avec la gouvernance de l'eau, cette investigation offre l'occasion de voyager dans les rouages complexes de la décentralisation et de l'action publique locale, et d'observer la " fabrique " des territoires autour d'un enjeu économique, social et environnemental localisé. En ce sens, déplacer la focale vers la société civile s'avère une perspective prometteuse, pour déceler la contribution des pratiques d'usagers et des relations de solidarités au renouvellement de l'action publique territorialisée.</text>

  Réalisée à partir du début des années 1960, la ville nouvelle de Colomiers, près de 
Toulouse, possède des caractéristiques très originales, sinon uniques, dans la 
production urbaine de son époque. D'initiative locale, ce projet a été porté par 
une volonté politique municipale forte et durable malgré les réticences de l'administration de l'urbanisme et en concurrence avec les projets toulousains. Contrairement à la doctrine dominante à l'époque, le modèle urbanistique de Colomiers 
est celui des New Towns anglaises de l'immédiat après deuxième guerre mondiale 
(principalement Harlow), vise à constituer une communauté autonome et donne 
une large place à l'habitat individuel. Le choix et le profil de l'architecte en chef de 
la ville nouvelle, sont également très originaux: choisi par le maire, René Viguier, 
est un autodidacte local qui applique ici une méthode de conception largement 
inspirée de l'enseignement de Robert Auzelle dont il est alors l'élève à l'Institut 
Universitaire d'Urbanisme de Paris.

&lt;br /&gt;
Between the world wars, the mesmerizing capital of France&amp;rsquo;s colonial empire attracted denizens from Africa, the Caribbean, and the United States. Paris became not merely their home but also a site for political engagement. Colonial Metropolis tells the story of the interactions and connections of these black colonial migrants and white feminists in the social, cultural, and political world of interwar Paris and of how both were denied certain rights lauded by the Third Republic such as the vote, how they suffered from sensationalist depictions in popular culture, and how they pursued parity in ways that were often interpreted as politically subversive.&lt;br /&gt;
&lt;br /&gt;
This compelling book maps the intellectual and physical locales that the disenfranchised residents of Paris frequented, revealing where their stories intersected and how the personal and local became political and transnational. With a focus on art, culture, and politics, this study reveals how both groups considered themselves inhabitants of a colonial metropolis and uncovers the strategies they used to colonize the city. Together, through the politics of anti-imperialism, communism, feminism, and masculinity, these urbanites connected performances of colonial and feminine tropes, such as Josephine Baker&amp;rsquo;s, to contestations of the colonial system.&lt;/div&gt;
