Globalization turned out to be an assault on the urban middle class. Today, approximately 75% of the European population live in urban areas, while still enjoying access to extensive natural or semi-natural landscapes. The urban future of Europe, however, is a matter of great concern. More than a quarter of the European Union's territory has now been directly affected by urban land use; by 2020, approximately 80% of Europeans will be living in urban areas, while in seven countries the proportion will be 90% or more. As a result, the various demands for land in and around cities are becoming increasingly acute.</div>  </div> This report is targeted at all those actively involved in the management of Europe's urban areas. The aim is to inform about the impacts of urban sprawl in Europe today and that without concerted action by all agencies to address the underlying causes, the economic social and environmental future of our cities and regions can be compromised. <br /> <br /> Subsequent chapters of this report describe the patterns of urban sprawl that have emerged throughout Europe during the post war period (Chapter 2), which are related to the global social and economic trends that form the fundamental drivers of sprawl (Chapter 3). Chapter 4 reviews the evidence of the impacts of urban sprawl, and concludes that the sprawling city creates major and severe impacts in relation to a variety of environmental, social and economic issues affecting not only the city and its region but also the surrounding rural areas. Finally, Chapter 5 examines the principles that could underpin the framework for action at EU level to combat urban sprawl. Their combined population will be over 70 million, and approximately one Latin American in seven will live in those five cities. Two of them, Mexico City and Sao Paulo, will arguably be the world's two largest cities.<br /> <br /> The sheer number of people living in Latin America's mega-cities is not the only reason for looking at them carefully. Unfortunately, they also demonstrate many of the worst systems of the region's underdevelopment: vast areas of shanty towns, huge numbers of poor people, high concentrations of air and water pollution, and serious levels of traffic congestion. This book is about the prospects for their future.<br /> <br /> Several clear conclusions emerge from the book. First, the largest cities of Latin America differ greatly in terms of their future prospects. It is far easier to be optimistic in Buenos Aires than in Lima. Second, whether urban problems improve or deteriorate has rather little to do with size of city and a great deal to do with trends in the wider economy and society. Increasingly, those trends are determined not just by local decisions but by decisions made outside the region. Third, Latin America's mega-cities are not going to grow to unmanageable proportions because their growth rates have generally slowed. Fourth, management is a critical issue for the future but it is difficult to know whether the quality of management will improve or deteriorate through time.<br /> <br /> The book contains chapters on each of Latin America's six largest cities (Mexico City, Sao Paulo, Buenos Aires, Rio de Janeiro, Lima, and Santa fe de Bogota). The book also has four thematic chapters. Many proposals for such redevelopment are challenged—sometimes successfully, and other times to no avail. The Politics of Place considers the reasons for these outcomes by examining five cases of contentious redevelopment in Pittsburgh, Pennsylvania, between 1949 and 2000. In four of these cases, the challengers to redevelopment failed to create the conditions necessary for strong democratic participation. In the fifth case—the proposed reconstruction of Pittsburgh’s downtown retail district (1997–2000)—challengers succeeded, and Crowley describes the crucial role of independent nonprofit organizations in bringing about this result. At the heart of Crowley’s discussion are questions central to any urban redevelopment debate: Who participates in urban redevelopment, what motivates them to do so, and what structures in the political process open or close a democratic dialogue among the stakeholders? Moreover, the theoretical concept of a "City of Socialist Man", and the plans drawn up to bring it into being, have at every stage been focred to yield to pragmatic decisions taken to achieve immediate, shorter-term goals. Max Weber in <i>The City </i>(1921) provided another definition of the city, similar to Pirenne's, when he contrasted "Occidental" with "Oriental" urbanism. According to Weber, five attributes define an urban community : it must possess (1) a fortification, (2) a market, (3) a law code and court system of its own, (4) an association of urban citizenry creating a sense of municipal corporateness, and (5) sufficient political autonomy for urban citizens to choose the city's governors.</div>  </div> Studying the cultural roles of cities must include not only the cultural beliefs and practices that emanate from cities but also the cultural forms that develop within the city as a result of the impact of the urban culture on it. In this way scholarship can bring forward a cross-culturally and historically valid conception of cities, their cultural forms, and the urban cultures in which they are set.</div>  </div> As a country develops from primarily an agricultural to an industrial economy, large scale migration of rural residents to towns ans cities takes place. During this process, the growth rate of urban areas is typically double the pace of overall population increase. Some 29 per cent of the world population was living in urban areas in 1950; this figure was 43 per cent in 1990, and is projected to rise to about 50 per cent by the year 2000. In this book, an attempt has been made to discuss urban development, its concepts and historical development. I wanted it to deal with ongoing social trends instead of the merely exotic or the archaic, so often pursued by anthropologists... Brasília seemed a good place for me to undertake research along these lines... I was struck both by the "feel" of Brasília, quite different from other regions of Brazil I had experienced, and by the contrast between the "planned" area of apartment houses and the squatter settlements and satellite towns - almost a caricature of the social structure of Brazil as a whole. Although city planning had diverse roots, Blackford shows that much of the early planning originated with businessmen who viewed it as a way to shape their urban environments both economically and socially.<br /> <br /> During the opening years of the twentieth century, the business and political leaders in each of these cities began developing comprehensive city plans encompassing harbor improvements, new street and transportation facilities, civic centers, and parks and boulevards. As Blackford shows, businessmen worked through both established political channels and newly formed bodies outside of those channels to become leaders in the planning process. As the planning campaigns evolved, businessmen found themselves both joined and opposed by ever-changing coalitions of professionals, politicians, and workers.<br /> <br /> The way that businessmen had previously interacted with these other parties greatly affected their success in obtaining their goals, but ultimately, Blackford claims, politics lay at the heart of planning. The proposed plans were accepted or rejected in heated citywide elections in which, to be successful, businessmen had to convince others to vote with them—a feat they achieved in only one city. Nevertheless, these plans were often later adopted in some piecemeal fashion, and Blackford concludes his study with an analysis of the legacy of Progressive Era city planning for later periods.<br /> <br /> The Lost Dream makes significant contributions to our understanding of city planning in America and particularly in the American West.<br /> <br /> <b>Mansel G.
