Cincinnati’s historic Over-the-Rhine neighborhood began in the nineteenth century as a nonelite suburb and became in the twentieth century an inner-city slum, burdened with a broad range of problems characteristic of such places everywhere in the United States. As Zane L. Miller and Bruce Tucker point out, however, Over-the-Rhine’s history is also the history of planning for both inner-city neighborhoods and big-city downtowns. Beginning in the 1920s, Cincinnati’s government and civic leaders explored the entire repertoire of policies and programs considered or implemented in cities throughout the country for such closed-in neighborhoods. The first set of attempts included schemes for comprehensive planning, zoning, slum clearance, redevelopment, and neighborhood conservation and rehabilitation.<br />
<br />
Over-the-Rhine survived this first assault on the slums, but at mid-century a new understanding of the city generated different visions of Over-the-Rhine’s future and long and bitter fights for control of that future. While factions fought, the neighborhood deteriorated, and by the 1990s it was one of the poorest and most violent parts of the city. The story ends with a double irony: the adoption of an Over-the-Rhine “urban renewal” plan that endorsed a ghettoish status quo; and the murder of Buddy Gray, the city's premier white community organizer, by a mentally troubled man whom Gray had rescued from the streets and befriended.<br />
<br />
Miller and Tucker look beyond the fight over slums to illuminate other issues in American civilization. They focus on changing concepts of culture, neighborhood, and community as dynamic factors, and basic components of city planning. Changing Plans for America’s Inner Cities is essential reading for anyone concerned with the future of urban neighborhoods.<br />

Daniel Aaron, one of today’s foremost scholars of American history and American studies, began his career in 1942 with this classic study of Cincinnati in frontier days. Aaron argues that the Queen City quickly became an important urban center that in many ways resembled eastern cities more than its own hinterlands, with a populace united by its desire for economic growth<br />

Aaron traces Cincinnati’s development as a mercantile and industrial center during a period of intense national political and social ferment. The city owed much of its success as an urban center to its strategic location on the Ohio River and easy access to fertile back-country. Despite an early over-reliance on commerce and land speculation and neglect of manufacturing, by 1838 Cincinnati’s basic industries had been established and the city had outstripped her Ohio River rivals. Aaron’s account of Cincinnati during this tumultuous period details the ways in which Cincinnatians made the most of commerce and manufacturing, how they met their civic responsibilities, and how they survived floods, fires, and cholera. He goes on to discuss the social and cultural history of the city during this period, including the development of social hierarchies, the operations of the press, the rage for founding societies of all kinds, the response of citizens to national and international events, the commercial elite's management of radicals and nonconformists, the nature of popular entertainment and serious culture, the efforts of education, and the messages of religious institutions.<br />

The rapid growth of suburban communities has been a prominent feature of social change in Japan since the 1920s. In western Tokyo alone the suburban population, which at that time numbered fewer than three hundred thousand, exceeded three million by the late 1970s. In the nation as a whole, a third or more of the populace resides in suburban cities, and their number rises daily.</div>

This growth has transformed isolated farm and market settlements into large cities characterized by social and economic diversity, and has caused sweeping changes in the political behavior of their residents. The vast majority of suburban voters before 1955 supported the conservatives who dominated Japanese political life; since then most suburbs have witnessed a sharp rise in support for parties of the opposition.</div>

This book has the dual purpose of describing the social and economic processes that have shaped Tokyo's western suburbs and of analyzing the political changes that have ensued. It employs an explicitly comparative methodology to focus on two communities, the cities of Musashino and Fuchū, in order to reveal the complex - and often paradoxical - processes that have formed suburban Tokyo. Employing more implicit comparisons, the study also contrasts the evolution of Japan's suburbs with those in the United States, in order to highlight diverging patterns of social and political change.</div>

Until recently cities were seen as places. Think of New York skyscrapers, the streets of Paris, the canals of Venice or Sydney Harbour.</div>
</div>
Over the last 20 years or so a new reading of cities has emerged and that is their role as connectors of global capital or as satellites for global networks of advanced service providers. The new reading of the relevance of individual cities is based on how global they are as opposed to how local they are. This reading comes partly from the writings of Manuel Castells on the <i>City of Flows </i>and the pioneering research of Saskia Sassen on <i>Global Cities </i>(she framed the concept). But the role of cities as being networks of economic activity also comes from the rise of service providers in the areas of law, accounting, insurance, management, finance and design that are located everywhere. Well - perhaps not everwhere - but certainly where they see individual cities as being globally significant.</div>

This book explores this new dimension of global networks, of connected cities, of the role of the internet in linking businesses across the globe, or the rise of aircraft connectivity to world cities.</div>

The theme of this book is the interplay of geography, size, and industrial structure in determining the industrial vigor of cities. At any point in time, a city's economic prospects are determined by location, historical traditions, and momentum derived from past development and the available production base, which is composed of infrastructure, physical facilities, human capital, and administrative capabilities. These givens define an initial menu of possibilities, but no city is bound by them. The set of options can be enlarged, comparative advantage can be reshaped, and development paths can be redirected by suitable action, which takes history as a point of departure, but then uses policy to augment the resource base, exploit locational benefits, solve systemic ills, and improve the functioning of the city as a dynamic organism. This book explores the experience of three Chinese cities -Shanghai, Tianjin, and Guangzhou- and abundantly illustrates that turning each of these factors or givens to the city's benefit requires sound policymaking. Unless initiatives are taken to exploit inherited capabilities and to approach comparative advantage in a dynamic framework, a strong production base can start to decay, pulling the city into a vicious, downward spiral. <br />
<br />
This book is divided into 7 chapters. Chapter 2 provides the historical backdrop to economic geography in the three cities extending from early in this century to the eve of reform. It also describes the course of urban and industrial development in China and situates the three cities within the national context. Chapters 3, 4, and 5 explore the salient features of development in Shanghai, Tianjin, and Guangzhou, respectively, relating the efforts of each city to enhance its industrial strength through the effective deployment of reforms. Chapter 6 compares the experiences of the three cities and their strategies, relates these to restructuring efforts in other metropolitan areas of the world, and looks at the forces driving urban change in China. Finally, Chapter 7 reviews the main messages emerging from the juxtaposition of theory and experience in the context of the three cities, and examines their future strategic choices regarding reform and the directions of sectoral development.</div>

The Comparative Urban Studies Project at the Woodrow Wilson Center began a project in 1997 designed to both identify factors that contribute to making urban areas centers of violence and poverty and propose policy recommendations for improvements and making urban areas more sustainable. Population growth, resource stress, environmental degradation, social fragmentation, communal violence, and international crime were identified by the Center's research group as critical challenges for urban areas throughout the world. The group then concluded that ensuring that cities more effectively meet the needs of their citizens is directly related to the way in which they are governed.</div>

This report is composed of papers, policy briefs, and discussions that outline some of the basic challenges facing the world's cities.</div>
