                <text>La production du périurbain : analyse internationale d'un processus complexe La périurbanisation contribue-t-elle à inventer de nouveaux modèles de production de l'espace ? Le programme de recherche IP4 vise à expliciter la genèse des espaces résidentiels de front d'urbanisation ainsi que les forces qui les structurent. Le paysage périurbain est modelé tant par les acteurs privés, qui contribuent à sa production (gestionnaires d'espaces commerciaux, promoteurs), que par les collectivités locales qui en définissent les usages (restriction de l'offre foncière, sélection sociale des résidants, éparpillement du front urbain). Une des conséquences actuelle étant la tendance à la disparition des espaces de droit public au profit d'un urbanisme privé, dont les lotissements résidentiels représentent la figure dominante. Il s'agit donc de porter au travers de l'étude de deux grandes métropoles, Paris Île-de-France et Los Angeles, un double questionnement à la fois sur l'impact des effets de contexte et les interactions entre les acteurs privés et publics, dans la production de l'espace périurbain. Le projet a pour principale retombée d'accroître les interactions entre le champ de la recherche et celui de la planification opérationnelle, dans un partenariat Université - IAU-IDF. Une approche croisant analyse quantitative et théorique de la production du périurbain résidentiel L'analyse spatiale représente l'approche privilégiée afin de caractériser les transformations qui s'opèrent sur les franges périurbaines. Pour ce faire l'équipe de recherche composée de géographes et d'urbanistes-aménageurs a recouru à ses compétences techniques (analyse spatiale des réseaux routiers, traitements géo-statistiques, entretiens qualitatifs) mais également ouvert aux champs de l'économie et de la sociologie, au travers de la mobilisation d'un vaste réseau international de chercheurs et d'opérateurs (réseau international Private Urban Governance http://www.gated-communities.de). D'une part, la théorie des acteurs et des systèmes a été mobilisée pour le dépouillement des enquêtes. D'autre part l'analyse des prix immobiliers permet de mesurer les effets de contextes locaux, liés de manière statique aux effets de rente de site et de situation, mais également de manière dynamique des évolutions locales du marché. Dans cette optique, la construction de bases de données géo-référencées (SIG) sur les lotissements enquêtés a permis de croiser des données quantitatives sur l'environnement urbain et des connaissances qualitatives acquises sur le terrain. Les données ainsi collectées portent sur des terrains et des contextes juridiques, urbains et culturels différents (Californie, Île-de-France). Résultats majeurs du projet Si les acteurs sont multiples et opèrent à différents échelons et selon des stratégies qui leur sont propres, il apparaît que ce sont les différents échelons des pouvoirs publics qui déterminent les morphologies des ensembles résidentiels. En effet si l'enclavement résidentiel est avant tout perceptible de part sa morphologie viaire, produite par les opérateurs et les promoteurs immobilier, ce sont en définitif les acteurs locaux qui, au travers de leurs compétences décisionnelles en matière de gestion locales lui confèrent sa portée (enclavement, fermeture, rétrocession, rénovation). Production scientifique Outre les publications (articles et colloques) et éléments de valorisation (rapports, site internet, presse et TV), deux thèses sont en cours. Les bases de données créées sont pérennisées et seront rendues disponibles par le biais d'une interface cartographique en ligne en libre-accès (Mapserver) (http://gated.parisgeo.cnrs.fr). Informations factuelles Le projet ANR-07-JCJC-0081 CSD9 - IP4:Interaction Privé-Public dans la Production des espaces Périurbains est un projet de recherche fondamentale et appliquée coordonné par Renaud LE GOIX, Maître de conférences à l'Université Paris 1 Panthéon-Sorbonne. Il associe le laboratoire UMR 8504 Géographie-cités et l'IAU-Ile-de-France, ainsi que des contributeurs de l'Université de Cardiff (Dept. CPLAN), l'ENSG, ainsi que l'IFU. Le projet a commencé en novembre 2007 et a duré 36 mois. Il a bénéficié d'une aide ANR de 79159 € pour un coût global de l'ordre de 114 000 €.</text>

                <text>Les résultats de cette étude portant sur la Fête des Lumières (FdL) 2011 sont issus d'une collecte de données effectuée en trois temps : * Une étude qualitative, centrée sur les perceptions et attentes vis-à-vis de la FdL, a été exécutée auprès du grand public (15 répondants), d'acteurs économiques, de développement territorial ou d'infrastructures (7 répondants), de partenaires FdL (6 répondants) et de politiques au sein de la Ville de Lyon (6 répondants). * Une enquête de satisfaction in situ a été administrée à 290 participants (dont 40% de visiteurs " extérieurs ") sur les sites de la FdL 2011. * Un sondage ciblant les attitudes vis-à-vis de la FdL, ainsi que les freins et motivations à participer à cet événement, a été réalisé auprès d'un échantillon de 225 lyonnais. Dans cette synthèse, et en lien avec les objectifs assignés à l'étude, sont repris les résultats obtenus relativement : (a) aux représentations généralement associées à la FdL ; (b) à la satisfaction des différentes parties prenantes de la FdL ; (c) aux attentes, freins et motivations de l'ensemble des acteurs vis-à-vis de l'événement ; (d) aux caractéristiques sociodémographiques et comportementales des participants à la FdL. En définitive, des éléments de réflexion se dégagent de l'ensemble des résultats obtenus et permettent de discuter, en conclusion du présent rapport, quelques pistes d'action pour concevoir la FdL de demain.</text>
