The International Journal of Urban Sustainability (IJUSD) aims to provide a forum for cutting edge research and rigorous debate for understanding of the complex inter-related environmental, social, economic, political, spatial, institutional and physical challenges facing towns and cities. This twice-yearly journal focuses on urban and environmental issues and their interconnections, with a particular emphasis on Africa, Asia and Latin America (where most of world's urban population now lives).&lt;/div&gt;
&lt;br /&gt;
Each issue of the journal focuses on a particular theme and includes between 9 and 15 papers on that theme, papers responding to the themes of previous issues and a Book Notes section with details of new publications. Examples of themes include: city governance and citizen action; ecological urbanization; globalization and cities; chronic poverty; meeting the Millennium Development Goals in urban areas; participatory governance; violence and security; water and sanitation; sustainable cities; and rural-urban linkages. Many issues of the journal include profiles of innovative organizations; some include papers on participatory tools and methods. Since 2006, most issues have had one or more paper on climate change and cities. Each issue has between 250 and 300 pages.&lt;/div&gt;

The full text of all issues of the journal (starting with Vol 1 No 1 in April 1989) is &lt;a target="_blank" href="http://eau.sagepub.com/"&gt;available online&lt;/a&gt;; there is also a comprehensive search facility that allows searches by (for instance) author, nation, city and subject. A web-based database with summaries and keywords for all papers published in Environment and Urbanization and summaries of other published works reviewed in the journal is also available.&lt;/div&gt;

La vie urbaine n&amp;rsquo;est donc pas r&amp;eacute;cente dans un Maroc qui a vu sa capitale d&amp;eacute;m&amp;eacute;nager au gr&amp;eacute; des civilisations entre F&amp;egrave;s, Marrakech, Mekhn&amp;egrave;s et Rabat.&lt;br /&gt;

Cette diffusion de la culture urbaine &amp;agrave; travers le temps et l&amp;rsquo;espace a dot&amp;eacute; le pays d&amp;rsquo;une armature urbaine vari&amp;eacute;e capable de structurer le vaste territoire national. Dans ce contexte, les villes marocaines se sont d&amp;eacute;velopp&amp;eacute;es rapidement, par des extensions difficilement ma&amp;icirc;trisables. D&amp;eacute;sormais, pour faire face aux enjeux du nouveau si&amp;egrave;cle, l&amp;rsquo;essor du pays se joue essentiellement par la m&amp;eacute;tropolisation de ses grandes villes. La mondialisation, la concurrence internationale, la crise &amp;eacute;nerg&amp;eacute;tique, le changement climatique, la ma&amp;icirc;trise du d&amp;eacute;veloppement urbain dans une vision de durabilit&amp;eacute; sont aujourd&amp;rsquo;hui autant d&amp;rsquo;enjeux auquel le pays doit r&amp;eacute;pondre.&lt;br /&gt;

La volont&amp;eacute; politique exprim&amp;eacute;e par Sa Majest&amp;eacute; le Roi Mohammed VI place l&amp;rsquo;Homme et son &amp;eacute;panouissement au premier rang des objectifs nationaux. L&amp;rsquo;habitat digne pr&amp;ocirc;n&amp;eacute; par Sa Majest&amp;eacute; se traduit par la politique nationale des Villes sans bidonvilles et par le d&amp;eacute;veloppement massif de l&amp;rsquo;habitat social, l&amp;rsquo;am&amp;eacute;lioration des conditions de vie de la population la plus vuln&amp;eacute;rable trouve son &amp;eacute;cho &amp;agrave; travers l&amp;rsquo;initiative nationale de d&amp;eacute;veloppement humain et le d&amp;eacute;veloppement durable s&amp;rsquo;invite dans les r&amp;eacute;formes en cours. Le Maroc se transforme rapidement pour r&amp;eacute;pondre aux nouveaux besoins de sa population et se pr&amp;eacute;pare dans tous les domaines pour se confronter aux d&amp;eacute;fis du XXIe si&amp;egrave;cle.&lt;br /&gt;

Comprendre&lt;br /&gt;
Le d&amp;eacute;bat sur l&amp;rsquo;ins&amp;eacute;curit&amp;eacute; n&amp;rsquo;est pas un fait nouveau, mais rev&amp;ecirc;t aujourd&amp;rsquo;hui une acuit&amp;eacute; toute particuli&amp;egrave;re dans la soci&amp;eacute;t&amp;eacute; fran&amp;ccedil;aise, notamment en &amp;Icirc;le-de-France. Il s&amp;rsquo;est install&amp;eacute; sur le devant de la sc&amp;egrave;ne politique et m&amp;eacute;diatique, durablement inscrit sur les agendas nationaux et locaux. Cette construction de l&amp;rsquo;ins&amp;eacute;curit&amp;eacute; comme cat&amp;eacute;gorie de l&amp;rsquo;action publique s&amp;rsquo;appuie sur des outils permettant de quantifier les d&amp;eacute;linquances et leurs &amp;eacute;volutions.&lt;br /&gt;
Par-del&amp;agrave; les statistiques officielles, la connaissance de ces ph&amp;eacute;nom&amp;egrave;nes s&amp;rsquo;est consolid&amp;eacute;e avec le d&amp;eacute;veloppement d&amp;rsquo;enqu&amp;ecirc;tes en population g&amp;eacute;n&amp;eacute;rale : les enqu&amp;ecirc;tes de d&amp;eacute;linquance auto-report&amp;eacute;e et les enqu&amp;ecirc;tes de victimation, &amp;agrave; l&amp;rsquo;instar de celle que m&amp;egrave;ne l&amp;rsquo;IAU &amp;icirc;dF &amp;agrave; l&amp;rsquo;&amp;eacute;chelle r&amp;eacute;gionale depuis 2001. S&amp;rsquo;il importe de mesurer et d&amp;rsquo;expliquer les probl&amp;egrave;mes d&amp;rsquo;ins&amp;eacute;curit&amp;eacute; dans leurs manifestations objectives et subjectives, il convient aussi de comprendre quelles sont les actions mises en oeuvre pour y r&amp;eacute;pondre.&lt;br /&gt;
Assur&amp;eacute;ment, ce n&amp;rsquo;est plus l&amp;rsquo;affaire des seuls services de l&amp;rsquo;&amp;Eacute;tat. Outre l&amp;rsquo;essor du secteur priv&amp;eacute;, on assiste au retour en force des pouvoirs locaux dans le gouvernement de la s&amp;eacute;curit&amp;eacute; des villes. Parall&amp;egrave;lement, on observe une prise en compte accrue des questions de s&amp;eacute;curit&amp;eacute; dans le champ de l&amp;rsquo;urbanisme. Telles sont les deux grandes tendances caract&amp;eacute;ristiques des politiques actuelles de lutte contre l&amp;rsquo;ins&amp;eacute;curit&amp;eacute; et de pr&amp;eacute;vention de la d&amp;eacute;linquance.&lt;br /&gt;
&lt;br /&gt;
Agir&lt;br /&gt;
Les modes de production de la s&amp;eacute;curit&amp;eacute; urbaine sont en pleine recomposition. Une redistribution des r&amp;ocirc;les s&amp;rsquo;op&amp;egrave;re entre les institutions &amp;eacute;tatiques, les collectivit&amp;eacute;s locales, le monde associatif et le secteur priv&amp;eacute;, &amp;agrave; l&amp;rsquo;articulation de diff&amp;eacute;rentes strat&amp;eacute;gies de lutte contre l&amp;rsquo;ins&amp;eacute;curit&amp;eacute;.&lt;br /&gt;
Dans le champ de l&amp;rsquo;am&amp;eacute;nagement et de l&amp;rsquo;urbanisme, la prise en compte de ces enjeux ne se r&amp;eacute;duit pas forc&amp;eacute;ment &amp;agrave; des d&amp;eacute;marches technicistes de pr&amp;eacute;vention situationnelle et de protection d&amp;eacute;fensive des espaces, fond&amp;eacute;es sur l&amp;rsquo;application de normes de gestion des risques et le d&amp;eacute;ploiement de la vid&amp;eacute;osurveillance. Elle donne aussi l&amp;rsquo;opportunit&amp;eacute; de repenser la valeur des espaces publics, pour leur capacit&amp;eacute; &amp;agrave; d&amp;eacute;clencher une dynamique urbaine positive favorable &amp;agrave; la s&amp;eacute;curit&amp;eacute;. Dans le champ p&amp;eacute;nal, les politiques engag&amp;eacute;es refl&amp;egrave;tent &amp;eacute;galement des orientations plurielles. Les mod&amp;egrave;les de police et de justice de proximit&amp;eacute;, promus &amp;agrave; la fin des ann&amp;eacute;es 1990, semblent toutefois mis en cause face &amp;agrave; la pr&amp;eacute;dominance actuelle d&amp;rsquo;une logique de durcissement de la r&amp;eacute;pression de la d&amp;eacute;linquance et de la criminalit&amp;eacute;. Dans le champ de l&amp;rsquo;intervention sociale, des actions de m&amp;eacute;diation et de pr&amp;eacute;vention, &amp;agrave; vis&amp;eacute;e socio-&amp;eacute;ducative, sont parall&amp;egrave;lement mises en oeuvre dans une perspective de pacification des territoires urbains.&lt;br /&gt;

Anticiper&lt;br /&gt;
Au regard des recompositions en cours, quelles perspectives d&amp;rsquo;avenir pour le gouvernement de la s&amp;eacute;curit&amp;eacute; dans nos villes ?&lt;br /&gt;
Pour le Grand Paris, un nouveau mode de gestion se dessine : la police de l&amp;rsquo;agglom&amp;eacute;ration parisienne, couvrant sous une m&amp;ecirc;me direction la capitale et les trois d&amp;eacute;partements de petite couronne. Il est l&amp;eacute;gitime de s&amp;rsquo;interroger sur son articulation avec le projet urbain du Grand Paris et sur les enjeux en termes de &amp;laquo; m&amp;eacute;tropolisation &amp;raquo; de la s&amp;eacute;curit&amp;eacute;.&lt;br /&gt;
Plus largement, au-del&amp;agrave; des r&amp;eacute;organisations de la s&amp;eacute;curit&amp;eacute; publique, s&amp;rsquo;achemine-t-on vers une privatisation de la protection des biens et des personnes ? How do the global cities of the twentieth century resemble or differ in form and function those of the past and, based on present trends, the future? En 2005, les 21 pays du pourtour m&amp;eacute;diterran&amp;eacute;en et la Communaut&amp;eacute; Europ&amp;eacute;enne, Parties &amp;agrave; la Convention de Barcelone, ont adopt&amp;eacute; la &amp;quot;Strat&amp;eacute;gie M&amp;eacute;diterran&amp;eacute;enne pour le D&amp;eacute;veloppement Durable&amp;quot; (SMDD), qui a &amp;eacute;t&amp;eacute; endoss&amp;eacute;e par le Sommet Euro-M&amp;eacute;diterrane&amp;eacute;n de Barcelone de novembre 2005. La promotion d&amp;rsquo;un d&amp;eacute;veloppement urbain durable est l&amp;rsquo;un des sept domaines d&amp;rsquo;action prioritaires de la SMDD.&lt;/div&gt;
&lt;br /&gt;
Dans ce contexte, Plan Bleu s&amp;rsquo;est engag&amp;eacute; dans son cadre d&amp;rsquo;intervention 2007-2015 valid&amp;eacute; par les 21 pays riverains, &amp;agrave; accorder une attention particuli&amp;egrave;re aux probl&amp;eacute;matiques de transport et de mobilit&amp;eacute; urbaine en M&amp;eacute;diterran&amp;eacute;e au regard notamment de leurs liens avec le changement climatique, au moyen d&amp;rsquo;un programme, pour la p&amp;eacute;riode 2007-2010, de renforcement de connaissances en mati&amp;egrave;re de d&amp;eacute;placements...&lt;br /&gt;
&lt;br /&gt;
Ce diagnostic &amp;agrave; l&amp;rsquo;ambition prospective est donc le fruit d&amp;rsquo;un processus de travail partenarial engag&amp;eacute; d&amp;eacute;s 2005, dont il tente de mettre en &amp;eacute;vidence les principaux enseignements.&lt;br /&gt;
