D’où des parcours professionnels et des statuts très variés, selon les municipalités, À l’hétérogénéité du statut des opérateurs s’ajoutent des incertitudes quant au cadre légal de leur activité. En effet, la loi d’orientation et de programmation relative à la sécurité de 1995 (Lopsi) est peu précise sur les fonctions d’exploitation et de visionnage des images en direct comme en différé (relecture). Ceci entretient un flou, au niveau local, sur les pouvoirs dont disposent les opérateurs de vidéosurveillance.<br /> Une étude sur les "coulisses" du travail de surveillance à distance des opérateurs municipaux<br /> <br /> Notre démarche s’inscrit dans la lignée des recherches actuelles sur le policing (au sens de l’activité de police des espaces) afin de mieux appréhender ce qui se joue dans le circuit de la surveillance humaine. Nous avons étudié deux dispositifs municipaux qui sont deux illustrations de la manière dont, des opérateurs, se sont approprié une technologie et l’utilisent en fonction des missions prescrites. Il est donc nécessaire que chaque image, parole ou récit recueilli soit rapporté à des situations concrètes que le chercheur peut décrire. Le choix des villes n'est alors pas anodin. Dans ce programme de recherche, il s'est porté sur des villes qui ont eu une histoire économique difficile caractérisée par une désindustrialisation brutale -dans les esprits peut-être plus que par sa soudaineté.
