Elle est le r&amp;eacute;sultat d'un processus de croissance urbaine sans &amp;eacute;quivalent au Sahara. Ceci entretient un flou, au niveau local, sur les pouvoirs dont disposent les op&amp;eacute;rateurs de vid&amp;eacute;osurveillance.&lt;br /&gt; Une &amp;eacute;tude sur les &amp;quot;coulisses&amp;quot; du travail de surveillance &amp;agrave; distance des op&amp;eacute;rateurs municipaux&lt;br /&gt; &lt;br /&gt; Notre d&amp;eacute;marche s&amp;rsquo;inscrit dans la lign&amp;eacute;e des recherches actuelles sur le policing (au sens de l&amp;rsquo;activit&amp;eacute; de police des espaces) afin de mieux appr&amp;eacute;hender ce qui se joue dans le circuit de la surveillance humaine. Nous avons &amp;eacute;tudi&amp;eacute; deux dispositifs municipaux qui sont deux illustrations de la mani&amp;egrave;re dont, des op&amp;eacute;rateurs, se sont appropri&amp;eacute; une technologie et l&amp;rsquo;utilisent en fonction des missions prescrites. Voici 20 ans que la Fondation Abbe&amp;#769; Pierre existe. 20 ans qu&amp;rsquo;elle travaille aupre&amp;#768;s des de&amp;#769;favorise&amp;#769;s pour permettre a&amp;#768; chacun de disposer d&amp;rsquo;un toit digne et de&amp;#769;cent. 20 ans d&amp;rsquo;actions et de soutien en direction des plus fragiles, 20 ans d&amp;rsquo;observation du mal-logement en France, 20 ans de propositions, de sensibilisation du grand public et de travail permanent aupre&amp;#768;s des pouvoirs publics. Et pourtant, la re&amp;#769;alite&amp;#769; est cruelle : la situation du logement dans notre pays s&amp;rsquo;est progressivement aggrave&amp;#769;e et les personnes en difficulte&amp;#769; se comptent de&amp;#769;sormais aussi parmi les classes moyennes. Le proble&amp;#768;me du logement est devenu un proble&amp;#768;me majeur de socie&amp;#769;te&amp;#769;.&lt;br /&gt;
&lt;br /&gt;
C&amp;rsquo;est le sens du diagnostic que nous dressons, qui montre que les orientations choisies par la puissance publique ont tre&amp;#768;s souvent oublie&amp;#769; les besoins sociaux alors qu'ils auraient du&amp;#770; &amp;mdash; au contraire &amp;mdash; figurer comme les fondements de toute politique du logement... C&amp;rsquo;est injuste et incompre&amp;#769;hensible. Et cela conduit a&amp;#768; fragiliser ou aggraver la situation de me&amp;#769;nages de plus en plus nombreux.&lt;br /&gt;

Le choix des villes n'est alors pas anodin. Dans ce programme de recherche, il s'est port&amp;eacute; sur des villes qui ont eu une histoire &amp;eacute;conomique difficile caract&amp;eacute;ris&amp;eacute;e par une d&amp;eacute;sindustrialisation brutale -dans les esprits peut-&amp;ecirc;tre plus que par sa soudainet&amp;eacute;. Celle-ci a laiss&amp;eacute; des traumatismes dans les m&amp;eacute;moires individuelles et collectives, un paysage urbain de friches industrielles, et continue apr&amp;egrave;s 3 d&amp;eacute;cennies d'influencer fortement sur les politiques de r&amp;eacute;novation urbaine.&lt;/div&gt;
