                <text>L'ampleur des transformations qui affectent les milieux urbains québécois depuis les cinquante dernières années nous force à reconnaître que la pratique de l'aménagement urbain ne peut plus laisser libre cours à la seule spontanéité, comme cela était davantage possible dans le passé. Les conditions de relative stabilité culturelle et technologique qui permettaient l'acquisition graduelle d'un savoir-faire ainsi qu'une certaine continuité dans la formation et la transformation des villes plus anciennes ont cessé d'exister. Corrélativement à cette perte de savoir-faire urbain, nous assistons depuis les années cinquante à l'émergence d'un nouveau modèle d'urbanisation, celui de la banlieue qui s'inscrit en rupture formelle et spatiale avec les couches d'urbanisation précédentes. Le modèle de la banlieue agit autant dans le prolongement de la ville que sur ses structures existantes. Les types architecturaux de la banlieue, autant résidentiels que commerciaux, généralement implantés de façon isolée sur leur parcelle et situés en recul de la rue, influencent la transformation des structures urbaines plus anciennes. De la même manière, les espaces libres plus ouverts de la banlieue, amenés par la présence de l'automobile, tendent à s'imposer à l'intérieur même des espaces anciens. Nous nous poserons donc la question suivante: quels sont les effets du modèle suburbain sur le tissu et les types architecturaux des villes et des villages du Québec? L'étude typo-morphologique synchronique du cadre bâti de trois milieux urbains québécois typiques (Sainte-Anne-des-Plaines, Victoriaville et Vaudreuil), et ce, à trois stades de leur évolution (1900, 1955 et 1998), va nous permettre d'analyser de manière diachronique deux grandes périodes de transformation du milieu bâti (de 1900 à 1955 et, de 1955 à 1998). La première période, de 1900 à 1955, est marquée par un processus continu de restructuration où les rapports syntaxiques entre le type architectural et la morphologie urbaine (le site, le réseau viaire, le parcellaire, le bâti et les espaces libres) se maintiennent relativement bien. Dans la deuxième période de 1955 à nos jours, les types suburbains agissent sur les types urbains en produisant des discontinuités, inégalées dans l'histoire. Ces déstructurations varient en nombre et en importance selon le milieu urbain considéré et les efforts déjà engagés au niveau du contrôle de la qualité architecturale et urbaine. L'analyse comparative d'un même milieu bâti à trois moments différents de l'histoire fournit une connaissance qui est absente des études d'histoire de l'architecture et de l'urbanisme. L'étude diachronique des transformations typologiques et morphologiques permet de déterminer précisément le degré de discontinuité affectant le cadre bâti de nos villes depuis le début du siècle. En établissant ces faits, cette recherche vise à contribuer au progrès des connaissances sur le milieu bâti québécois.</text>

                <text>En el Ecuador, la migración campesina es el motor principal de las recomposiciones del medio rural andino. En la provincia del Azuay, el corazón histórico de la dinámica migratoria nacional, la disminución de la mano de obra en los últimos años provocó una desestructuración de los hogares campesinos y una reorganización lógica de las tareas agrícolas. En la parroquia Octavio Cordero Palacios, la caída poblacional de más de 35% desde 1974 ocasionó un cambio profundo en el uso del suelo y en el sistema agrario local. La desaparición progresiva de los cultivos de ciclo largo, como el maíz, se hizo al inverso del aumento de las superficies de pasto, cuyo resultado fue la « pecuarización » de la economía campesina. No obstante, desde hace diez años, la utilización más racional de la mano de obra y la intensificación del trabajo sobre micro-huertos participan al renacimiento de la agricultura familiar local. Gracias a la cercanía de la ciudad de Cuenca, los grupos campesinos han desarrollado una agricultura comercial dinámica, al cultivar hortalizas y frutales. Actualmente, son más de 150 familias que viven principalmente de la agricultura, con ingresos regulares, y todas pertenecen a diferentes asociaciones de productores agroecológicos cuya visibilidad es cada vez más importante en los mercados urbanos. Aunque sea recién, esta experiencia positiva nos da la prueba de la alta capacidad de los grupos campesinos a organizarse y a responder al reto del aprovisionamiento urbano y de la seguridad alimentaria en la región andina.</text>

                <text>Cet article s'intéresse à l'identification de l'enveloppe de tissus bâtis, que nous définissons comme la limite d'un ensemble présentant une structure spatiale cohérente à travers les échelles. Nous abordons cette question d'un point de vue purement morphologique, dans le cadre d'une approche multi-échelle. Après avoir, dans un premier temps, posé le contexte de la recherche, nous présentons les principes méthodologiques à la base de l'identification de l'enveloppe de tissus bâtis. La première étape de la méthodologie, à savoir la dilatation pas à pas du tissu bâti étudié, est décrite brièvement. L'accent est mis sur la deuxième étape, qui est celle de l'identification d'un seuil dans la courbe issue des dilatations. Le troisième chapitre de l'article est l'occasion de présenter quelques exemples d'application de la méthodologie à des cas théoriques, tandis que le quatrième et dernier chapitre s'intéresse à l'application pour la délimitation morphologique des agglomérations.</text>

                <text>The deliberative turn in recent political theory ties legitimacy to public deliberation about reasons, offered for and against exercises of authority by informed and sincere citizens, who share a commitment to finding mutually acceptable terms of social cooperation. But even such reasonable citizens may disagree on important matters, and some citizens will only rarely, if ever, see their sincere reasoned judgements reflected in democratic outcomes. I argue that, to be widely perceived as legitimate in plural settings, fair deliberative procedures must not only be inclusive and self-evidently grounded in a commitment to reasonableness and mutual respect; they must further ensure that dissenting parties have a reasonable expectation of eventually transforming features of the public sphere to better accommodate their distinctive values and interests. The result is a fair deliberative pluralism that reflects the cacophonous and variegated character of the public sphere in modern democracies. But I caution that this ideal requires conditions that can sustain spatial patterns of wealth and control over land uses that undermine the interests of certain spatially fixed groups. I draw on the experiences of U.S. cities to illustrate this tension. These cities feature profound and enduring inequalities of wealth and political influence, and urbanization generates patterns of industry and habitat that reinforce these inequalities. Municipal and state politics rarely alter the prevailing incentives for home and industry location that perpetuate these patterns, and when efforts are made to do so - for instance, urban growth boundaries, or new taxation schemes to fund public services - the result is often increased antagonism between central cities and their regions. I suggest that these problematic features of cities emerge from political processes that determine how urban spaces are valued, resulting in boundaries and behaviors that undermine the democratic credentials of much political activity in urban settings. I evaluate two classes of solutions to these urban pathologies in light of class-specific constraints on mobility that originate in political strategies of control over urban spaces.</text>

La démocratie locale est fondamentalement une démocratie de représentation fondée sur l'élection, la séparation représentant/représenté et la délégation de pouvoir. Ce modèle qui bénéficie d'un enracinement historique ancien, conserve malgré ses limites et certaines critiques, une forte légitimité. Il a été néanmoins contesté dès la fin des années soixante. On lui a reproché d'être insuffisamment ouvert à la participation directe des citoyens, des mouvements sociaux et des associations. Son efficacité dans la mise en oeuvre des politiques locales a été également mise en cause. Un projet alternatif de démocratie locale, fondée sur une participation plus directe des citoyens lui a été opposé. Plusieurs municipalités ont expérimenté dans ce sens en créant de nouvelles structures d'information, de participation et de décision.</text>

                <text>Participation is becoming (again) an important topic in the field of urban studies, leading to controversies about the democratization « promises » of local political life. Bernard Jouve studied this issue in several works by first investigating urban governance and then questioning the metropolitan democracy. His critical analysis perspective was built upon an outstanding articulation between in depth empirical investigations and the mobilization of both meso and macro analytical frameworks. Using to different set of cases (development councils in France and e-participation) this article intends to underline the value, in particular heuristic, of theses analytical frameworks and return to the exploratory hypothesis of differential democracy formation in Western democracies. This entry point enables us to initiate a discussion on both his lucid and pessimistic conclusions about participative processes instrumentalization by urban power dominant actors. </text>
