In 1988 cities and townships received $39.1 billion, or 25.9% of their total general revenues in the form of intergovernmental aid from the federal and state governments... Despite the importance of these programs their effects are often unclear. Many questions are not well understood. In particular: What effect does aid have on city expenditures and taxes? Are different categories of city expenditures affected differently by grants? What are the different impacts of different types of aid programs? And do the effects of aid vary systematically according to city political structure or city size and location?
