The special issue on ‘‘Housing poverty, homelessness, and the transformation of urban governance in East Asian cities’’ has been designed under the initiative of the East Asian research network of Urban Research Plaza (URP) at Osaka City University in Japan. The theme of this special issue was determined through the accumulation of surveys and discussions over nearly 10 years on the problem of homelessness among URP sub-centers such as Seoul, Shanghai, Hong Kong, Taipei, and Osaka.
Taking many entrenched economic, financial, and social issues into consideration, we decided to compare Osaka, which has one of the world’s longest urban histories and where the merits and demerits of city governance are highly contentious, with the group of benchmark cities in East Asia where our overseas sub-centers are located.
