Women, Power and Municipal Policies in the Quebec Metropolitan Area.
The participation of women in the political sphere has not progressed as rapidly as their participation in the labour force. This creates a problem since the feminization of the labour force generates new social needs which are often not adequately understood, let alone dealt with, by the various levels of government, including the municipalities. How are the municipalities taking into account these new needs and what is the effect of the political participation of women on the responsiveness of municipalities? An analysis conducted in the Quebec Metropolitan Area reveals a spectrum in the municipal responses, from policies dealing somewhat narrowly with family issues to much more encompassing measures, including basic social needs, sometimes even formulated in feminist terms. The factors underlying this range of responses may include the level of internal social differentiation of localities, women's level of education as well as their participation in urban debates and their access to elected positions.

La participation des femmes à la sphère politique n'a pas progressé aussi rapidement que leur participation à la main-d'œuvre. Or, cette dernière fait naître de nouveaux besoins sociaux, souvent très pressants, qui interpellent les pouvoirs publics, tout particulièrement les municipalités. Celles-ci répondent-elles à ces nouveaux besoins et la participation politique des femmes influence-t-elle les réponses municipales? Nous abordons ces questions à l'aide d'une analyse de données inédites portant sur les municipalités de l'agglomération urbaine de Québec. Notre analyse permet d'identifier des orientations politiques à portée familiale et d'autres à portée plus féministe. Elle permet aussi d'évaluer l'impact des facteurs susceptibles de sous-tendre les orientations politiques des municipalités en matière de réponse aux nouveaux besoins sociaux. Parmi ces facteurs, il faut compter la taille et la différenciation interne des localités, le niveau de scolarité des femmes, leur participation aux débats urbains et leur accès aux postes électifs.
