Description
In France, a strong control has been traditionally exerted over land-use. However, in the early 1980s, land markets shifted progressively from an administratively controlled regime to a more market-oriented economy. A bubble emerged in the Paris region, in a new context of deregulated land-use planning and building regulations. This paper reviews the various anti-speculative tools and discusses their efficiency.
